얼마전 방한했던 미국 신임 국방부장관 매티스의 방한 목적이
도대체 무엇인지에 대해 여러 사람들이 서로 다른 의견들을 내놓고 있지요.
그에 대해서는 이미 우리 카페 게시글들로 올라와 있습니다.
모두가 다 아시다시피, 현재 트럼프 정권은 대북정책 방향을
재검토하고 있는 중이지요.
따라서 미국의 대북정책 방향이 아직 구체적으로 결정된 것은
아무 것도 없다는 것이 대체적인 시각인 것 같은데....
그러나 매티스가 방한하는 과정에서 한 말들의
진정한 의미가 무엇인지에 대한 해석이 분분한 것 같습니다.
그래서....매티스가 말한 내용들의 원본을 구해
정론직필이 다시 한번 들여다 보았습니다.

매티스가 한 말들의 대체적 의미는....그가 아직
한국, 일본 정부의 북핵문제에 대한 생각들이 무엇인지
정확히는 모르므로.....그들을 만나 직접 들어보고자 하는 것이
이번 방한의 목적이라고 하는군요.
그런데....영문의 정확한 맥락에서 해석한다고 하는 것은
정말로 어려운 일입니다. 그 뉘앙스들을 정확히 읽어내는 작업은
여간 어려운 작업이 아니지요.
매티스 발언에서 우리가 우선 염두에 두어야만 할 것은
그는 결코 미국 대북정책 입안자가 될 수 없다는 점입니다.
즉, 국방부장관에 불과한 매티스는 그저 고작해서
백악관 안보보좌관이 결정한 대북정책 방향을
군사적 측면에서 실행하는 역할을 맡고 있을 뿐이지요.
따라서 매티스가 대북정책 방향을 마치 결정할 수 있는 것처럼
우리가 생각한다면....그것 자체가 이미 오류라는 말이지요.
그런 관점에서.....매티스가 말한 위 문장 내용이
가장 중요한 부분인 것 같습니다.

나는 한국, 일본 정부 당국자들에게 다음과 같은 얘기를 말해줄 필요가 있다.
즉, (대북)전략이란 서로 주고 받는 게임이다.
(그래서 그런 내용을 한국, 일본 정부에 말해주고)
그에 대한 그들의 생각이 무엇인지 알아보고자 한다.
이 지역 평화(=안정= 북핵 위협 저지=미국의 한국, 일본에 대한 안보공약 이행)라는 것을
지금까지 우리가 과연 유지해 온 것이 맞기는 한걸까?
어느 정도는 그렇다고 할 수는 있지만...(그러나 우리는 미래도 생각해봐야 한다.)
위 내용에서....매티스가 말한 전략 운운 부분은
아마도 결코 한국, 일본과의 전략이 아닐 것으로 추측됩니다.
왜냐면.....미국은 군사적 측면에서
한국, 일본과 주고 받기 게임을 할만한 것이 없기 때문입니다.
따라서 위 전략 운운 부분은 북한에 대한 미국의 전략이라고
해석하는 것이 타당하다고 봅니다.
(우리가 그 부분을 해석하기에 어려운 이유는...
매티스 본인이 말한 "전략" 운운의 구체적 내용이 무엇인지를
기자들에게 추가적으로 설명해주지 않았기 때문이죠.
왜냐면 그건 미국 국가적 기밀이니 매티스로서는
그런 정도로 얼버무릴 수 밖에 없었을 겁니다.)
그런 관점으로 해석하면.....매티스가 한 말은 결국
미국은 앞으로 북한과 주고 받기 게임을 할 것이라는
의미가 되고 맙니다.
그런데 그 말을 국방부장관인 매티스가
할 수 있는 말이 아니죠.
즉, 그는 한국 방문에 앞서 이미 그런 내용을
플린으로부터 들었다는 의미로 해석됩니다.
그렇다면.....미국은 북한에 도대체 무엇을 주었을까요?
그건 아마도.....한미합동훈련 중단을 주었을 것으로
추측됩니다.
왜냐면 키 리졸브 훈련을 갑자기 한국군 주도로 한다니 말입니다.
결국 전체적으로 봐서....한호석님 해석이 맞는 것 같습니다.

즉, 현재 미국 또는 플린은 북미협상 방향에서
대북정책을 짜고 있는 것이 아닐까 하는
추측이 가능해지는군요.
그래서....바로 그 내용을 한국, 일본에 통보해주고
그에 대한 한국, 일본의 생각이 무엇인지
알아보고자 한다는 의미로 해석됩니다.
만일 그것이 사실이라면....아마 지금쯤
한국, 일본 정부는 발칵 뒤집혀 그에 대한 대책들을
세우고 있겠다는 생각이 드네요.
그런데 다른 글에서 밝혔듯이....현재 트럼프 정권의 처지가
여론 역풍 때문에 그런 대북정책을 실행하기가
매우 어러운 상황에 있다는 것.
과연 무엇이 진짜 진실일지...우리는 그저
아주 약간만 기다려보면 되지요. 즉, 아마
늦어도 3월 초중순경이면....모든 것이 드러날테니까요.

But basically, what we're doing is what we talked about earlier today, it's a priority for the President Trump's administration. We pay attention to the Northwest Pacific, to our two strong allies. Two of the most enduring alliances that we have had have been between Japan and us, and of course South Korea and the United States, and together we confront the North Korean situation. And so I want to come. I want to listen to them, engage with their political leaders, listen to some of their briefs, get an understanding of their view of the situation.
It's not new to me. I first was here in 1972 as a young officer, but I've been not back out here in a long, long time. So I'm going to get current by listening to them, finding out where their issues are, and then we're going to work together and strengthen our alliance.
And the goal here, the framework that we share with these two democracies are a safe, and secure, and prosperous and free region, and that's what we're out here for. And the effort I put into it is designed to set the conditions that we can move forward knowing each other. We always work better together when we know each other, so I'm coming out to listen.
That's really about all I can tell you right now, since I've got to do some listening before I tell you anything else.
Q: (Inaudible). So a question on North Korea, (inaudible).
Do you believe a strategy to deter North Korea over pursuing its nuclear missile program is working, has worked so far?
Will you speak to South Koreans about accelerating the deployment of THAAD? And do you believe (inaudible)?
SEC. MATTIS: Say that last part again?
Q: Do you believe the North is close an ICBM test?
SEC. MATTIS: Well, you know, North Korea has often acted in a provocative way, and it's hard to anticipate what they do. It's hard to anticipate what they do. One of the reasons I want to come out and talk to the leadership out here, they live in the neighborhood. They watch this as an existential to them, and I need to get to some -- some data from them. I need to get their appreciation of the situation before I start making statements on where I stand on it. That's exactly why I'm coming out as those -- the kind of question you just asked.

SEC. MATTIS: ... defensive system. There's only one reason that we even have this under discussion right now, and that is North Korea's activities. That THAAD is for defense of our allies people, of our troops who are committed to their defense. And were it not for the provocative behavior of North Korea we would have no need for THAAD out here. . There's no other nation that needs to be concerned about THAAD other than North Korea if their engaged in something that's offensive.

Mattis Describes Overseas Trip as Opportunity to Listen to Allies’ Concerns

WASHINGTON, Feb. 2, 2017 — Defense Secretary Jim Mattis will listen to the concerns of South Korean and Japanese leaders during his first trip overseas in his new position.
The secretary arrived today in Seoul, South Korea’s capital, and he spoke with reporters during the 20-hour flight from Washington. He also will visit Japan during the trip.
Mattis said he wants to view the situation from the perspective of America’s strong allies in Northeast Asia, saying the situation in the region is a priority for President Donald J. Trump’s administration. South Korea and Japan are treaty allies of the United States, and “together we confront the North Korean situation,” he said.
“I want to listen to them, engage with their political leaders, listen to some of their briefs, [and] get an understanding of their view of the situation,” the secretary said.
Mattis told reporters he served in Korea as a young Marine officer in 1972. “But I've been not back out here in a long, long time,” he added.
North Korean Threat
The secretary said he intends to listen to South Korean and Japanese leaders’ take on the threats posed by North Korean leader Kim Jong Un’s regime. North Korea has exploded nuclear devices and is attempting to build intercontinental ballistic missile. The North Korean leader has also invested his nation’s limited wealth in cyber capabilities, special operations units and the rest of the military. The North Korean People’s Army has about 1 million personnel on active duty and is one of the few well-fed segments of North Korean society.
North Korea has often acted in a provocative way, Mattis said, and Kim has absolute power and is unpredictable. “It’s hard to anticipate what they do,” he said. “One of the reasons I want to come out and talk to the leadership out here, [is that] they live in the neighborhood. They watch this as an existential threat to them, and I need to get some data from them. I need to get their appreciation of the situation before I start making statements on where I stand on it.”
Committed to Defense System
Still, he said, the nuclear missile effort is the immediate threat to the region and the United States, and the United States is committed to fielding the terminal high-altitude area defense system in South Korea.
“That THAAD is for defense of our allies’ people [and] of our troops who are committed to their defense,” the secretary said. “And were it not for the provocative behavior of North Korea, we would have no need for THAAD out here. There's no other nation that needs to be concerned about THAAD other than North Korea.”
Mattis said he wants to go beyond the current strategy in the region.
“Strategies are games of give and take, and I have to see their view of it, and [ask] have we maintained what passes for peace so far?” he said. “To a degree we have, but we’re not trying to just look at today. We’re looking at today and we’re looking at tomorrow, and I need to see where they view this going right now.”

큰틀에서 주고 받는다는것은 협상국면으로 접어 들었다는 말로 들리는군요, 국내자본과 기술 이 해외로 도주하지 못하게 단도리해아할텐데요, 그책임을 미국이 다할때까지 미군철수 .평화협정 서두르지말아야 합니다

글 잘 보았습니다.
말씀한 것처럼 혹 매티스가 북한과 협상 방향으로 갈 것이라 한일에 통보했다면, 아마 발칵 뒤집혔을 것입니다.
그런데 그런 기미는 전혀 안보이는 것 같습니다. 통제를 하고 있어서 그럴 것 같지도 않습니다.
이 정권에 있는 것들은 입 싸기론 둘째 가라면 서러운 것들이죠.
또 일본이라면 벌써 핵무장한다는 소리가 나왔을 것입니다.
충돌을 동반할 것인지는 알 수 없으나, 어느정도의 냉각기가 북미간에 있을 것 같습니다.
입 싼 정부당국자들이...적어도 몇달 내지는
몇년씩 지나도....아무 말도 흘리지 않아
대북관련 분석을 하는 사람들이
엄청 곤혹스러운 경우도 많지요.
왜냐면 정확한 분석을 위해 추가적 정보가
필요한데...그들이 정보를 흘리지 않으니까...
예컨데, 무수단 6번 발사 실험 운운을
정론직필은 믿지 않습니다.
특히, 4월15일에 무수단 최초 발사 실험 운운을
믿지 않습니다.
그래서...그 때 도대체 무슨 일이 있었던 것인지?
그에 대한 정확한 정보를 알기 위해
정론직필은 아직도 그에 대해 매우 예민하게
주시하고 있는 중입니다.
