2012년도 총이사회 재무관리 내부지침 제안
All unopened mail should be kept in a secure place.
모든 미개봉 우편물은 안전한 장소에 보관한다.
All income (cash of cheques) should be opened, counted and recorded by two people.
모든 수입금(현금)은 두 사람에 의해서 공개되고, 계산되고 기록 되어야 한다.
All cash and cheques should be retained in a safe locked place, with access restricted to a small number of people.
모든 현금과 수표는 안전 금고에 보관되어야 하며 소수의 인원만이 접근할 수 있도록 제한되어야 한다.
All income should be deposited regularly with two people making out the deposit.
모든 수입금은 예금을 담당하는 두 사람에 의해서 정기적으로 예금되어야 한다.
All income should be banked without deduction of any expenses.
모든 수입금은 경비를 차감하지 않고 은행에 입금되어야 한다.
It is advisable to vary the day and time of deposit to avoid thefts on the way to the Bank.
은행으로 가는 길에 도난을 방지하기 위하여 입금일자와 시간을 변경하는 것이 바람직하다.
Any donated items should also be the subject of appropriate procedures to ensure that any goods, or the proceeds of such goods, are properly utilised and accounted for.
모든 기증품도 적절한 절차에 따라서 모든 물품과 해당 물품의 수입금도 적절히 사용되고 기장되어야 한다.
All cheques or cash dispersed should be recorded on paper and also on computer, if appropriate.
모든 수표와 분산된 현금은 종이에 기록되어야 하며 또는 가능하면 컴퓨터에 입력되어야 한다.
The number of signatures on Bank accounts should be limited to a small number – say 3/4.
Generally, the arrangement should be that each cheque or withdrawal would be on the signature of any two from the list..
Electronic Bank transfers should also have two authorisations.
은행계좌의 서명권자는 소수로 제한하여야 한다, 3명 내지 4명으로
일반적으로 각 수표발행 또는 인출은 명단에 있는 2명의 서명에 의해서 이루어지도록 약정하여야 한다. 전자금융 송금도 두 명의 서명권자가 있어야 한다.
Blank cheques should not be pre-signed.
백지수표에 미리 서명을 하지 않아야 한다.
Cash payments should be kept to the very minimum.
현금지급은 최소화 하도록 하여야 한다.
The number of Bank accounts should also be kept to the minimum – avoid multiple Bank accounts.
은행계좌의 수도 최소화하여야 한다. – 복수 은행계좌를 방지하기 위하여
Bank accounts should be reconciled regularly by someone other than the person(s) signing the cheques, or making the deposits or preparing the accounts.
은행계좌는 수표에 서명하거나 입금하거나 계좌를 개설한 사람이 아닌 사람이 정기적으로 조정하여야 한다.
Credit cards should be issued only to a very limited number of people and only where necessary.
신용 카드는 극히 제한된 숫자의 필요한 사람에게만 발급되어야 한다.
Expenditure or cash withdrawals through credit cards, including any management expenses, should be recorded on an expense account and should require authorisation by an unrelated person. Expense Accounts should be submitted at lest monthly.
신용카드에 의한 경비 또는 모든 관리 비용을 포함한 현금 인출은 경비 계정에 기록 되어야 하며 관계되지 않은 사람에 의해서 허가 받아야 한다. 경비 계정은 최소한 매월 제출되어야 한다.
All entries on credit card statements should be reconciled with receipts. All cheques or credit card expenses without receipts or other appropriate evidence should be investigated without delay.
신용카드 명세서 상의 모든 입력내용은 영수증과 일치되어야 한다. 영수증이나 기타 적절한 증빙서류가 첨부되지 않은 수표나 신용카드를 사용한 경비는 즉시 조사하여야 한다.
An annual audit of all Councils and Conferences with income/expenditure over an agreed figure should be conducted by an outside professional auditor.
모든 이사회와 협의회의 정해진 예산을 초과한 수입과 지출에 대해서는 외부 전문 회계사가 매년 감사를 실시하여야 한다.
An annual audit of all Councils and Conferences with income/expenditure below the agreed figure should be done by a member or other suitable person who has not been involved with the accounts. It is recommended also that, every three years, an audit should be done by an outside professional or, at least by some competent independent individual.
모든 이사회와 협의회의 정해진 예산 범위내의 수입과 지출에 대해서는 회계업무에 종사하지 않고 있는 회원이나 기타 적당한 사람이 매년 감사를 실시한다. 또한 3년마다 한번 씩 외부 전문가 또는 최소한 업무능력이 있는 제3의 개인이 감사를 실시하는 것은 권장사항이다.
It is desirable that people involved in any of the financial tasks, whether employees or volunteers, should be replaced periodically for the full sequence of their particular task.
유급직원이나 자원봉사자를 포함한 재무업무에 종사하고 있는 모든 사람은 각자 업무의 임기에 따라 정기적으로 교체되는 것이 바람직하다.
It is recommended that a Finance Committee, made up of people not involved in the accounts, should take an overview of all financial activity.
회계업무에 종사하지 않는 사람들로 이루어진 재무위원회가 모든 재무업무에 대해서 개략적인 검열을 실시하는 것은 권장사항이다.
An annual budget, with regular review of progress against the budget, can be very valuable.
연간 예산은 예산 대비 집행에 대한 정기적인 검토를 하는 것이 매우 중요하다.
Financial statements should be presented to and considered by Councils/Conferences on a regular basis – monthly in large income/expenditure situations, quarterly in smaller ones. Non-regular reporting (or missing Bank statements) may be a warning sign.
모든 이사회와 협의회는 정기적(고액의 수입 지출은 매월, 소액은 분기별로)으로 재무제표를 제출하여야 한다. 정기적인 보고를 하지 않거나( 또는 은행거래 명세의 누락은) 일종의 적신호라고 볼 수 있다.
The financial statements should include Income/Expenditure data, a Profit & Loss statement and a Balance Sheet, as appropriate.
재무제표에는 수입/지출 자료, 손익 계산서 및 대차대조표 등이 적절하게 포함되어야 한다.
It is accepted that Councils and Conferences may have special situations that govern or influence their financial management. The recommendations and suggestions above are intended as guidelines and should not be seen as all-inclusive. Financial procedures should be tailored to meet the needs of the individual unit and should be adhered to and monitored properly if they are to be effective. Obviously, the size and nature of the activity should be taken into account.
이사회와 협의회가 재무관리 상의 통제나 영향을 미치는 특수상황이 있는 경우가 있을 수도 있다. 위에 제시된 권장사항이나 제안사항은 지침으로 주어진 것이며 모두를 포함해야 하는 것은 아니다. 재무업무 절차는 개별 공동체의 필요에 맞도록 정해져야 하며 잘 지켜져야 하며 이 절차들이 효과적인지 적절하게 감시되어야 한다. 분명히 활동의 규모와 특성이 고려되어야 한다.
