평화의 바다를 위한 섬들의 연대
Inter-island Solidarity for Peace
평화의 바다를 위한 섬들의 연대는 동아시아의 바다를 어떠한 무력 분쟁도 존재하지 않고, 모든 생명이 평화롭게 공존하는 ‘공평해(共平海)’로 만들고자하는 사람들의 연대입니다. 우리는 군사기지, 폭력, 살상, 전쟁, 핵, 자연 파괴에 반대합니다.
평화의 바다를 위한 섬들의 연대는 2014년 8월 제주도 강정마을에서 열린 <제1회 평화의 바다 국제캠프>를 시작으로 매년 세계 여러 지역에서 모인 캠프 참가자들과 각 지역의 상황을 공유하고, 함께 교류하고 배우며 평화의 진정한 의미를 찾아가고 있습니다.

2019년 9월 6~8일 대만 진먼섬동아시아는 오랫동안 갈등과 분쟁으로 고통을 겪었고, 여전히 각 나라들이 군사적으로 각축을 벌이고 있어서 언제든 다시 전쟁이 발발될 수 있는 위험에 노출되어 있습니다. 그래서 평화를 위한 목소리를 내는 동아시아 민중들의 국경을 초월한 연대가 더욱 귀하고 절실합니다. 평화의 바다를 위한 섬들의 연대 제주위원회와 함께 해주세요.

2019년 평화 선언문
진먼
2019년 세대 간 그리고 민족 간의 갈등으로 커가는 그림자가 세계 각 국가에 드리워지고 있습니다. 동시에 지구온난화와 환경파괴의 문제들도 뒤따르고 있습니다. 지구 공동체의 한 일원으로서 태평양에 위치한 포모사 대만 (Formosa Taiwan)도 이를 회피할 수 없습니다. 대만 내부에서 에너지와 경제개발의 입장들이 갈라져 있을 뿐 아니라 강대 국간의 권력 다툼이 군사적 충돌로 유발할 가능성이 대만해협위에 맴돌고 있습니다. 모두가 묻고 있습니다. 우리의 사회에서 화해할 가능성이 있는가? 우리의 삶에서 낙관적인 희망이 아직 있는가? 대만 해협 반대편의 끝에 있는 진먼섬은 전쟁의 최전선이었고 외딴 경계 지역이 되었습니다. 진먼섬은 평화로워 보이지만 대만의 축소판처럼 대만과 비슷한 운명에 직면해 있습니다. 1979년에 대만은 아시아의 고아라고 불렸습니다. 40년 후 전쟁을 겪던 진먼섬의 이전 세대 어르신들은 군사적 충돌이 다시 일어날까봐 걱정합니다. 흔들기 어려운 국제적인 상황을 직면하면서 완전한 자기결정권을 갖지 못한 진먼 사람들이 유일하게 기대할 수 있는 것은 어디에 있든 어떤 가치를 가지고 있든 세계시민으로서 더 온유한 공감, 더 부드러운 대화, 더 깊은 반성을 배울 수 있고 자신과 차이를 가진 사람들을 만날 수 있다는 것입니다. 우리는 평화를 기원합니다.
대만
진먼과 대만 사이에는 과거의 역사와 기존의 다양한 조건 속에서 다양한 모순과 차이점들이 있다는 것을 인정해야 합니다. 하지만 많은 대만 주민들이 이 사실을 놓치기 쉽습니다. 그래서 우리는 대만 주민들의 기대와 상상을 진먼이라는 섬에 자주 강요하게 됩니다. 이번 평화캠프에서 실제로 진먼에 방문해 현지주민들에 대해 알아가고 이해하며 진먼 주민들이 진짜 관심 있는 것이 무엇인지 듣고자 합니다. 예를 들어서 경제발전의 부분에서 우리는 늘 진먼이 반공의 입장에서 프로중국의 입장으로 바뀌었다고 검토하지만 진먼섬은 오랫동안 중화민국정부로부터 제대로 그 가치를 인정받지 못하고 무시되어 왔습니다. 이렇게 보면 하나의 나라에 속하더라도 사람사이에 대화와 이해가 부족함을 알 수 있습니다. 평화가 우리가 공동으로 정한 최종적인 목표라면 이런 분열된 사회의 상태를 해결할 필요가 있습니다.
진먼섬의 상황과 몇 년간의 정세를 보면 우리가 중국을 대하는 태도는 깊은 모순에 빠져있습니다. 동시에 이런 모순과 딜레마는 우리에게 반성을 일으켰습니다. 평화와 전쟁, 무장과 비무장 같은 문제에 대한 논의를 할 때 왜 자주 이분법적인 선택을 할까요?
대만의 민주주의를 지키는 것은 왜 자신을 무장하는 방식으로 할 수 밖에 없을까요?
왜 우리는 전쟁과 비인간적인 군사제도를 동시에 거부할 수 없을 까요?
평화캠프 기간 동안 토론을 통해서도 여전히 어떤 완벽한 해결방법을 제시하지는 못했으나 우리는 이런 과정을 통해 우리가 존중해야 할 어떤 한 가지는 포기하면 안 된다는 것을 확인했습니다. 그에 대해 더욱 확신하게 되었습니다. 그러한 상황에서 우리는 더욱 선택을 함부로 서두르지 않아야 합니다. 대신 우리가 어떤 삶과 환경을 원하는지, 어떤 가치를 지켜야 하는지에 대해 생각해야 합니다.
말레이시아
2019년, 1년 전 오랫동안 장기 집권을 하던 국민전선을 이기고 현재의 여권 연합 희망연대가 정권을 잡았지만 선거에 이기기 위해 동일한 민족 정책을 사용하고 있습니다. 이로 인해 종족간의 관계와 자원 분배의 문제가 악화되고 있습니다. 그리고 이는 예를 들어 이슬람 보수주의의 부상, 국립 초등학교에서의 자위 알파벳(*말레이어를 기록하기 위해 만들어진 아랍문자의 변용) 교육, 말레이계의 대입 정원 할당 시스템 적용, 제 3차 국민차 프로젝트 시작으로 귀결되었습니다. 동시에 페낭 주정부는 강제로 모노레일, 트램 및 매립 프로젝트를 시작했으며, 그로 인해 토착민의 토지 약탈과 삼림 자원이 훼손되는 사례가 많아지고 있습니다. 그리고 파항에서 리나스에게 라이센스의 무조건 갱신, 페락 산악 지대의 개발, 사바와 사라왁의 메가 댐 프로젝트! 이러한 사례는 대부분의 경우, 정치인들이 인종적 갈등과 종교의 불일치를 이용해서 만들어 냈고, “내 뒷마당에는 안돼(Not In My Backyard)”라는 사람들의 공통된 태도는 인종간 통합을 어렵게 만들었습니다. 그러므로 우리는 말레이시아 사회의 실제 상황을 직시하고 어떤 식으로든 인종간의 차별을 중단 할 것을 모든 사람들에게 호소합니다.
홍콩
2019년 여름 홍콩에서는 민중과 경찰 간의 격한 충돌을 일으킨 송환법 반대 운동이 발발되었습니다. 이 운동은 지금도 여전히 진행 중이며 이 격렬한 운동 뒤에는 홍콩이 점진적으로 중국에 동화되어가는 것에 대한 두려움이 있습니다. 다른 한편으로는 극단적인 자본주의로부터의 지속적인 압박과 부동산업자들이 지배하는 기득권 집단을 홍콩정부가 효과적으로 통제하거나 균형을 잡지 못했기 때문입니다.
재개발과 철거로 인한 저소득층의 주거공간 감소와 부동산 가격과 임대료의 상승, 노동과 사회복지 제도가 보장되지 않는 등 홍콩에서는 많은 사회 문제가 존재합니다. 많은 사람들이 사회의 미래에 대해 희망이 없다고 느끼고 정부가 현재 상황을 변화시킬 수 있길 바라고 있지만 여전히 사람들의 생계와 경제 요인들에 대해서는 충분한 토론이 이루어지지 않고 있으며 이 운동의 핵심은 중국에 동화되는 것에 대한 대중의 불안이었습니다.
주목할 만한 또 다른 점은 이 불안이 점차 민족 정체성에 따른 분열로 발전했다는 것입니다. 최근 몇 년간 홍콩에서는 중국에 대한 거부와 적대감을 옹호하는 우익 본토주의가 만들어졌습니다. 중국대륙에서 온 새로운 이민자들에게는 자원과 복지를 강탈하는 자들이라는 딱지가 붙여졌고 이런 추세는 홍콩사회를 더욱 찢어놓을 수 있기 때문에 정부와 시민들이 직면해야하는 문제입니다.
오늘날 홍콩 사람들이 추구하는 것은 체제의 민주적 자유에 국한되지 않고 최하층의 시민들까지 포함한 모든 사람들이 더 존엄성을 가지고 살 수 있도록 하는 평등의 가치까지 확대되어야 한다는 것입니다. 운동 중의 격한 정서를 조심해야 하며 배타적인 정체성 정치에서 출구를 찾기 보다는 억압의 근원을 인식해야 합니다.
일본/오키나와
제주·타이완·요나구니·이시가키·미야코·헤노코·타카에의 대화와 연대를 가질 것.
민주주의 붕괴와 식민지주의를 끝낼 것.
표현(발언)의 자유를 지키는 것과 더불어, 그를 위한 대화와 제안을 할 수 있는 기회를 만들 것.
일본사회에서의 방언과 선주민족의 언어, 아이누어와 류큐어, 그리고 조선어/한국어와 문화를 지키고, 자기결정권을 존중할 것.
제주도
제주는 군사화, 국가폭력 역사의 고통아래 평화의 섬을 염원했습니다. 그러나 평화를 바라던 섬은 군사화와 난개발로 똑같은 고통을 겪을 위기에 처해있습니다.
해군기지 반대 투쟁이 오랫동안 이어졌지만 2016년 민군복합 관광미항의 한 부분인 제주해군기지가 완공되었습니다. 2018년에는 자국의 전쟁을 피해 제주로 온 예맨 난민들의 이야기가 한국 사회에 큰 이슈가 되었지만, 전쟁 축제인 국제관함식이 제주해군기지에서 개최되고 미핵항공모함이 들어오는 문제는 큰 이슈가 되지 않았습니다.
제주제2공항 건설은 관광사업으로 비쳐지고 있지만, 사실은 공군 사용이 확정된 상태입니다. 제2공항이 건설되면 그 과정에서 오름 10개, 마을 5개가 사라지게 될 것이며 이미 제2공항 연계도로 확장 공사로 인해 비자림로의 수천그루의 나무가 잘려나갔습니다.
제주도 서쪽 모슬포에 위치한 레이다 기지는 해마다 그 시설이 증축되고 있으며, 제주신항과 송악산 뉴오션타운, 대규모 해상풍력발전단지 건설사업 등의 난개발 계획으로 국제보호종 남방큰돌고래를 비롯한 수많은 비인간 존재들이 위기에 처해있습니다.
우리는 이러한 폭력적인 군사주의와 무분별한 개발, 자본주의에 저항하며 제주로부터 세계군축의 미래를 향해 걸어가고 있습니다. 또한 강대국 사이에서 힘들게 생존하고 있는 섬들의 사람들이 함께 힘을 모아 경계와 군사화에서 해방되고 세계에 새로운 평화의 길을 만들어 갈 것입니다.
2019 Peace Statement
Kinmen
In 2019 the shadow of increasing generational and ethnic conflict is spreading over each country around the world. At the same time, the problems of global warming and environmental degradation are following behind. As a member of the global community, Formosa Taiwan cannot escape. Within Taiwan, not only are positions divided on energy and economic development, but also the possibility that the power games of superpowers will erupt into military confrontation is hovering over the Taiwan strait. Everyone is asking, is there a chance for reconciliation in our society? Do we still have optimistic hope in our lives?
At the end of the other side of the Taiwan Strait, Kinmen Island was the frontline of war and became a remote border region. It looks peaceful, but like a microcosm of Taiwan, it faces a similar fate. In 1979 Taiwan was called the orphan of Asia. 40 years later, the elders of Kinmen’s previous generation worry that a military confrontation will occur again. With diverse values, the young generation is coping with the forgotten anxiety that built up along with the power games of both sides. On the island that could have been transformed into a paradise, the original residents have no way forward, does anyone still remember us?
In the face of an unshakable international situation, Kinmen people can’t fully enjoy self-determination. They can only expect that wherever they may be from or whatever their values, world citizens would learn gentler sympathy, softer dialogue, and deeper reflection and notice people who are different from themselves. Our wish is for peace.
Taiwan
Although Kinmen and Taiwan are part of the same community, divided by physical distance, it must be acknowledged that there are a variety of contradictions and differences in the history and the present conditions of Kinmen and Taiwan. However, many Taiwanese citizens easily overlook this reality. Thus, the expectations and imagination of Taiwanese citizens are often imposed on this island of Kinmen.
For this peace camp we came in person to Kinmen to get to know and understand the residents and listen to what it is that they really want. For example, in terms of economic development, we always consider that Kinmen has turned from anti-communism to being pro-China, but we have ignored the fact that Kinmen has not been valued by the Republic of China government for a long time. It can be seen that even in the same country, there is often a lack of dialogue and understanding between people. If peace is the ultimate goal that we all agree with, then such a divided social state should be resolved.
Considering the situation in Kinmen in recent years, we have fallen into deep contradictions in how we approach China. At the same time, such contradictions and dilemmas have caused us to reflect. Why are issues such as peace and war, armament and disarmament so often dichotomized as an either-or question? Is there no other choice to defend Taiwan’s democracy except through armament? Why can't we reject both war and dehumanizing military systems at the same time?
Although throughout our discussions at Peace Camp we still couldn't propose any perfect solution, in this process we became more determined that we should not give up any one of these values that should be respected. In such a situation, we should not rush to make choices, but rather we should think about what kind of life and environment we want and what kind of values we must adhere to.
Malaysia
In 2019, one year after the overthrow of the National Front Government, the current Hope Coalition government uses the same ethnic policy in order to win the majority vote. This causes the deterioration of ethnic relations and resource distribution, and resulted in, for example, the rise of Islamic conservatives, the learning of the Jawi alphabet in national primary schools, the application of a quota system in pre-university admission, the launch of a third national car project. At the same time, the Penang state government coercively launched monorail, tram and reclamation projects, and there are numerous cases of land being looted and forest resources of the indigenous people being despoiled: the unconditional renewal of the license for Lynas at Pahang, the development of mountainous areas in Perak, and the mega-dam projects in Sabah and Sarawak. Most of the time, these cases were framed by politicians as ethnic conflict and disparity of religions, and people’s common attitude of “not in my backyard” has made cross-ethnic unity difficult to form. Therefore, we appeal to everyone to face society’s real situation in Malaysia and stop manipulating ethnic relations in any way.
Hong Kong
In the summer of 2019, the Anti-Extradition Law Amendment Bill Movement broke out in Hong Kong. The fierce conflict between the people and the police is still going on. Hong Kong people fear being gradually assimilated by China. On the other hand, Hong Kong is constantly being oppressed by extreme capitalism, and the government cannot effectively balance the vested interest groups dominated by real estate developers.
There are many social problems in Hong Kong, such as shrinking availability of lower class housing due to reconstruction and demolition, rising property prices and rents, and no guarantee for labor and social welfare systems. Many people feel hopeless about the future of society, and are hoping the government can change the situation. However, these livelihood and economic problems have not been discussed much in the movement. The core focus of the movement is the public's anxiety about being assimilated by China.
The anxiety has gradually evolved into division according to ethnic identity. In recent years, right-wing nativism advocating rejection of and hostility to China has developed in Hong Kong. New immigrants from China have been labeled as robbing resources and welfare. This trend may also lead to further tearing of society, which is a problem that both the government and the public need to face.
The pursuit of Hong Kong people should not stop at the democratic freedom of the system. It also needs to be extended to everyone, including the equal value of the grassroots to live in dignity. We must be alert to the strong emotions in the movement. We need to recognize and focus on the source of oppression, rather than looking for an outlet in repulsive identity politics.Japan/Okinawa
We hope to continue the dialogue and inter-island solidarity with Jeju, Taiwan, Yonaguni, Ishigaki, Miyagojima, Henoko, Takae. To end the collapse of democracy and end colonialism. To protect the freedom of expression and for such, to make the opportunity to have dialogue and make proposals. To maintain the dialects of Japanese society and the languages of the Ainu and Ryukyu indigenous people, preserve Korean language and culture, and respect the right of self-determination. Jeju
Jeju aspired to be a peace island after suffering from militarism and state violence. However, the island that wished for peace is suffering once again from militarization and overdevelopment.
We’ve struggled against the Jeju navy base for a long time but in 2016, the Jeju navy base was opened as part of the civilian military complex tourism port. In 2018 when refugees fleeing from war in their home country arrived in Jeju, they became a big issue in Korean society, but when the Jeju Navy Base hosted an international fleet review (festival of war) and an American aircraft carrier came, it was not treated as a problem.
The Jeju 2nd Airport project appears to be for tourism, but in fact it was confirmed that it will be used by the air force. If the second airport is built, 10 volcanic cones and 5 villages will disappear. Already thousands of trees have been cut for the expansion of the Bijarim-ro, a connecting road to the 2nd airport.
The radar base in Moseulpo (on the west side of Jeju) is getting expanded every year. Jeju new harbor, Songaksan New Ocean Town, a large scale wind turbine complex, and other over-development projects are imperiling internationally protected Indo-Pacific bottlenose dolphins and numerous other non-human beings.
We resist against such violent militarization and senseless development and capitalism and walk in the direction of a future where international demilitarization begins from Jeju Island. The islands struggling to subsist in between powerful countries shall join their strength together,be freed from borders and militarism and make a new way of peace.
2019年平和宣言
金門
2019年,世代對立、族群衝突愈加激化的陰影籠罩於全球各國,與此同時,全球暖化、環境破壞的問題緊追在後。作為全球夥伴的一員,座落於太平洋上的福爾摩沙臺灣,也無法迴避,不僅島內對於能源、經濟發展的立場分化,在大國角力下所可能引發的軍事衝突仍潛藏於台海之上。所有人都在問,我們的社會,還有和解的機會嗎?我們的生活,有還有正面的希望嗎?
在台海的彼端,從戰地前線成為國境邊陲的浯島金門,看似和平,卻面臨著與臺灣相似的命運,如同臺灣的縮影。1979年,臺灣被比擬為「亞細亞的孤兒」,40年後,歷經戰爭的金門老一輩憂慮軍事衝突再起,認同多元價值的年輕人則承受著兩岸角力所伴隨的被遺忘的焦慮,原本可以轉型為世外桃花源的島嶼,島民弔詭地無所適從。有人還記得我們嗎?
面對難以撼動的國際局勢,無法完全自主的金門人,唯一能夠期許的是,無論身處何地、抱持什麼樣的價值觀,每一位世界公民,都能學習更敦厚地同理、更柔軟地對話、更深刻地反思,看見與自己存在差異的人們。我們期許和平。
台灣
金門與台灣雖然被劃分在同一個共同體當中,但必須承認的是,金門與台灣在過往的歷史以及現存的各種條件之中都存在著種種矛盾與差異,可大部分台灣居民很容易忽略這一個事實,使得我們時常強加台灣居民的期望與想像於金門這座島嶼之上。在這次的和平營中,實際來到金門認識並理解這裡的居民,傾聽他們真正在乎的事情。譬如在經濟發展方面,我們總是檢討金門由反共轉向親中,但我們忽略了金門長期以來不被中華民國政府重視的事實。由此可見,即便是在同一個國度當中,人與人之間時常是缺乏對話與理解的。如果和平是我們共同認同的最終目標,那麼這樣一個被分裂的社會狀態是應該要解決的。
而金門的情形與近年的局勢,讓我們在面對中國的態度上陷入了深深的矛盾。這樣的矛盾與兩難同時引起了我們的反思:為何在和平與戰爭、武裝與非武裝這些問題的討論中,時常成為二選一的選擇題?為什麼捍衛台灣的民主只能透過武裝自己的方式?為什麼我們不能同時拒絕戰爭與去人性化的軍事制度?
雖然透過和平營的討論,我們仍舊無法提出任何兩全其美的解決方案,但在這樣的過程中卻更加堅定了我們不應該放棄任何一個應該被尊重的價值。在一個如此緊迫的局勢之中,我們更不應該貿然地急於做出選擇,而是回過頭來思考我們各自想要什麼樣的生活、什麼樣的環境,要堅守一個什麼樣的價值。
馬來西亞
在推翻國陣政府一年後的2019年,希望聯盟政府為了拉攏多數票,沿用了舊有的族群政策,讓馬來西亞的族群關係和資源分配的問題變本加厲,比如伊斯蘭保守主義抬頭、國民型小學習爪夷文、大學預科班固打制、發動第三國產車的項目等。同一時候,檳城政府強硬推行單軌火車、電車和填海工程,彭亨萊納斯稀土廠無條件獲更新執照,霹靂山城的開發,沙巴和砂勞越的水壩工程,還有遍佈全馬各地原住民土地和森林被掠奪等議題,很多時候被政治人物塑造成族群矛盾和宗教差異,許多人也因為抱著not in my backyard的心態,而難以組成跨越族群、更團結的反動力量。因此我呼籲大家正視馬來西亞的民情問題,並停止以任何方式操弄族群關係。香港
2019年夏天,香港爆發民眾與警察激烈沖突的反送中運動,運動至今仍在進行。這場激烈的運動背後,一方面來自港人對逐步被中國同化的恐懼,也來自這土地持續地受著極端的資本主義壓迫,而港府沒法有效制衡以地產商為主的既得利益集團。
這些問題如,低下層生活空間因重建拆遷而愈來愈萎縮,樓價和租金一直爬升,勞工與社福制度欠保障等,很多人對社會的未來感到沒有希望,期昐政府能改變現狀。但在運動裡,這些民生和經濟因素並沒受到太多討論,反而民眾對於被中國同化的焦慮卻是核心。
另一值得注意的是,這份焦慮漸漸演化成族群認同上的矛盾。近年香港出現主張排斥與敵視中國的右翼本土主義,來自大陸的新移民愈加被標籤化為搶資源,搶福利。這趨勢亦可能導致社會進一步撕裂,是政府和民眾都需要面對的問題。
當下香港人追求的其實不應止於制度上的民主自由,也需要擴展到每一人,包括基層大眾也能更有尊嚴地生活的平等價值。我們也要警惕運動中強烈的情緒,要認清壓迫的源頭,而非在排斥性的身分政治上尋找出口。日本/與沖繩(希望)可以持續與濟州、台灣、與那國、石垣、宮古、邊野古、高江對話與島嶼連帶。終結民主主義的崩壞與殖民地主義。擁有表現(發言)的自由,並且擁有可以展現表現的自由的對話與可以提案的機會。維護日本社會的方言與原住民族的語言、愛努語和琉球語、朝鮮語/韓語以及文化、尊重自己決定的權利。濟州島
濟州島在軍事化與國家暴力歷史的苦痛下而渴望成為和平之島。但是希冀和平的島嶼再次因為軍事化與亂開發而遭受苦痛。
雖然我們長期進行反對海軍基地的抗爭,2016年(民軍複合觀光美港的一部分的)海軍基地建設竣工;2018年因戰爭而有大量的難民來到濟州島,而在濟州島社會掀起了大波瀾,同時(在濟州海軍基地舉辦的)作為戰爭慶典的國際閱兵儀式被舉辦,還有美航空母艦入港卻未引起問題意識。
