40 years ago, before the Taipei nuclear power plant, the United States touted that nuclear power was cheap and safe. At the time, many people were worried that oil prices would go up endlessly, so they thought there was no choice. But I never believed that nuclear power plants were safe.
Even if it is safe, Taiwan is special. It is a small island. How do you handle nuclear waste in a small country with an earthquake?
This fact was not known to the citizens. Even though nuclear power plants were built and there were numerous accidents, the government was busy hiding. Professors and experts played a big role here. Professors from Taiwan National University, in particular, took the lead in covering up. They always say that nuclear power plants are cheap and safe, and that professors, including the National Taiwan University professor, are safe to lie.
No one talks about the truth.
For example, even if
electricity is completely free of electricity in the United States, the nuclear
plant will be destroyed.
There is something political. Electricity in
Taiwan is not as good as it used to be.
There were several accidents. The most striking thing is the Fukushima accident in Japan. Since then, citizens of Taiwan have been shocked. The bigger problem is nuclear waste. Wastes will release radioactivity for tens of thousands of years.
Now, Korea seems to have set its mind. I think that when Koreans start to set their minds, they can do it properly. If you do well in Korea, maybe it will help Taiwan.
Renewable energy is not futuristic, but is inexpensive. It is economical. Now that the costs are high, some are making big profits in this situation. It can be supplied at a lower cost.
I think electricity should not be monopolized. Nuclear power is a moral issue, not a technical or economic problem. Personally, there is a high possibility of an accident in Taiwan. I think it is the first place.
In countries with real estate bubbles like Taiwan, nuclear accidents will collapse as well as accidents. I hope that experts such as electrical engineers who can expose the fictions of nuclear technology in the Korean enucleation campaign will participate. All US nuclear power companies are bankrupt.
Nuclear power plants are never cheap. It is the most expensive energy. There are many accidents already. Because it is not a big accident, it is easy, but it can always burst.
After Fukushima, the anti-nuclear power movement came to a new phase.

There are four nuclear power plants in Taiwan. The fourth is during construction, but all are in earthquake-prone areas.
1978 is the first nuclear power plant to be shut down in 2018
1981 Second closed in 2021
1984 The third closed in 2025 The current government plan
The fourth nuclear power plant has been in operation since 1999 and has been in operation for 90 per cent.
On March 17, 2011, the denuclearization movement was revived. With the construction of the fourth nuclear power plant at 90 percent, a protest against the nuclear power plant triggered the Fukushima accident. When we simulate nuclear accident, if an accident such as Fukushima accident occurs in Taiwan, 2/3 of Taiwan area will be affected.
Another issue is the demand for the fourth nuclear power plant corruption investigation. The focus was on why large-scale budgets were kept without permanently shutting down non-operating nuclear power plants. The government said that the 4th nuclear power plant is safe, and every time the safety test results were disclosed, there was a high disbelief in the safety test results.
As part of the anti-nuclear campaign, the website showed the distance between the nuclear plant and the individual's home. For example, entering the National University of Taiwan, this street now appears. 30, 24, 349, 38 kilometers
A major change in the antinuclear movement is that artist painters participated in the antinuclear movement and proceeded creatively. There were several performances. In 2013, the anti-nuclear movement has reached its climax. There was a movement across Taiwan.
At this time, the Nationalist Party proposed a referendum on anti - nuclearism. However, the contents of the referendum were very limited. And if it goes wrong, a permanent decision can be made. So the anti - nuclear movement protested by demanding the declaration of the denuclearization and demanding the nuclear dismantlement. As a result, the National Party withdrew its referendum.
In 2014, the party chairman of the party won a hunger strike and demanded to stop construction of the fourth nuclear power plant. On April 9, 2014, on the ninth day of the hunger strike, a massive anti-nuclear demonstration began in the whole country and more than 500,000 people participated.
At that time, the National Party announced that it would stop construction of the fourth nuclear plant but only for three years. The final decision is to leave it to the next government. However, the new government declared the first denuclearization in Asia.
Finally, I will talk about the background of the growth of anti-nuclear movement in Taiwan. Internal factors include democratization and various civil society movements. The Fukushima accident was the external factor, and the anti-nuclear issue came into the daily lives of the citizens. In addition, distrust has increased sharply due to many corruption cases of the fourth nuclear power plant construction.
Among the external factors, the declaration of the enactment of Germany was also a great help. It is an increase of antinuclear public opinion around the world. Before the Fukushima accident, the anti-nuclear movement in Taiwan was understood as an aging movement. Activists are mainly residents around nuclear power plants.
However, as the KM government concluded an economic cooperation agreement with the mainland China, the younger generation rebelled and this resistance strengthened the anti - nuclear movement.

It is a well-known secret that nuclear power plants in Taiwan are frankly for nuclear weapons development.
The Nuclear Energy Commission is weak, follows the military, and now follows the utility company.
Panel B Question: What is the participation of religious groups?
Answer: Sometimes religion organizations participate. But it is not a great power. It participates in environmental protection but there is little participation in the anti-nuclear movement. Aboriginal religious groups participated in anti-dictatorship protests. The Presbyterian groups participate in the anti-nuclear movement.
Discussant C (Environmental Attorney):
I myself knew that Islam was anti-nuclear in a meeting with Muslims. Can you legally block the government? What can we do against an authoritarian government? Should not we consider bilateral relations and inter-Korean relations? The Japanese environmental lawyers I know are going to sue the NPP manufacturers. Success can contribute to the formation of public opinion, and citizens' consciousness. In Taiwan, the burden of proof is not on the company but on the citizens, but recently it has been decided that the nuclear power plant authorities should explain more about safety because of its expertise in relation to the fourth nuclear power plant.
Discussant D:
It is working with residents living between the first and second nuclear power plants. For 30 years. Taiwan has declared its first enucleation in Asia, but it is concerned. The government has a distrust of being able to reactivate at any time. The reason is that electricity costs are so needed to find alternative energy. I do not know if the ministry will do it properly. I do not seem to have strong will. There is no concrete plan. There is no announcement of waste treatment plan. Especially, there seems to be many points to learn between Korea and Taiwan movement. Particularly nice news is that the religious community plays a big role in Korea. There is a great interest in the Korean experience. I think nuclear energy is a matter of value and morality.

40년전 대만이 원전을 만들기 전에 미국은 원자력이 값싸고 안전하다고 선전했다.
당시 많은 사람들은 유가가 끝없이 올라갈 것이라고 걱정하고 있어 선택의 여지가 없다고 생각했다.
그러나 나는 원전이 안전하다는 것을 절대 믿지 않았다.
안전하다고 해도 대만은 특별하다. 작은 섬나라다. 지진도 있고 작은 나라에 핵 폐기물을 어떻게 처리할 것인가?
이런 사실은 시민들에게 알려지지 않았다. 심지어 원전이 만들어지고 수많은 사고가 있었지만 정부는 감추기 바빴다. 여기에는 교수들과 전문가들이 큰 역할을 했다. 특히 대만국립대 교수들이 커버업을 앞장 서서 했다. 이들은 항상 원전이 값싸고 안전한 것으로 선전하고 대만국립대 교수를 포함하여 교수들이 거짓말로 안전하다고 말한다.
아무도 진실에 대해 말하지 않는다.
예를 들어 미국에서 조차 전기가 완전히 자유시장에 맡겨지면 원전은 망할 것이다
정치적인 무엇이 있다. 대만 전기가 현재처럼 쌀 수가 없다.
몇 번의 사고가 있었다. 가장 충격적인 것이 일본 후쿠시마 사고다.
이후 대만 시민들이 충격을 받았다.
더 큰 문제는 핵 폐기물이다. 폐기물은 수 만년 동안 방사능을 배출할 것 이다.
이제 한국도 정신을 차린 것 같다. 나는 한국 사람들이 정신을 차리기 시작하면 제대로 할 수 있다고 생각한다. 한국에서 잘 하면 어쩌면 대만에게도 도움이 될 수 있을 것이다.
재생에너지은 미래지향적인데다가 아니라 저렴하다. 경제적이다.
지금은 비용이 높다고 하지만 몇 몇이 이 상황에서 큰 이윤을 남기고 있다. 더욱 저렴하게 공급할 수 있다.
전기는 독점하면 안 된다고 생각한다.
원전은 기술적 경제적인 문제가 아니라 도덕적 문제다. 개인적으로 대만에서 사고가 날 가능성이 매우 높다. 1위라고 생각한다.
대만처럼 부동산 거품이 있는 나라에서 원전사고는 사고 뿐만 아니라 부동산 시장이 붕괴될 것이다.
한국 탈핵운동에서 원전 기술의 허구를 폭로할 수 있는 전기공학자 같은 전문가들이 참여하기를 바란다. 미국 원전회사들은 모두 부도가 난 상태이다.
원전은 절대 저렴하지 않다. 가장 비용이 높은 에너지다.
이미 사고도 많다. 큰 사고가 아니기 때문에 쉬쉬 하고 있지만 언제나 터질 수 있다.
후쿠시마 이후 반원전 운동이 새로운 국면을 맞이 했다

대만에는 4개 원전이 있다. 4번째는 공사 중 그러나 모두 지진 위험지역에 있다.
1978년이 첫원전인데 2018년 폐쇄 계획
1981년 두번째 2021년에 폐쇄
1984년 세번째 2025년에 폐쇄 현 정부 계획
4번째 원전은 1999년부터 공사 시작 90퍼센트 정도 건설되었지만 운영 중이지 않다.
2011년 3월 17일 탈핵운동이 부활했다.
4번째 원전이 90퍼센트 건설된 상황에서 후쿠시마 사고가 나면서 원전에 대한 반대 시위가 촉발되었다.
원전사고 시뮬레이션을 해보니 대만에서 후쿠시마 사고 같은 사고가 나면 대만 면적의 2/3이 영향을 받게 된다.
또 하나의 쟁점은 4번째 원전 부패 사건 수사 요구이다. 운영이 되지 않는 원전을 왜 완전히 폐쇄하지 않고 계속해서 대규모 예산이 책정되어 있는가에 초점을 두었다.
정부는 4번째 원전이 안전하다고 하며 안전시험 결과를 매번 공개하였지만 안전시험 결과에 대한 불신이 높았다.
반핵 캠패인의 일환으로 웹사이트에서 원전과 개인의 집의 거리를 알려줬다.
예로 대만국립대를 입력하며 현재 이런 거리가 나온다. 30, 24, 349, 38 킬로 거리
반핵운동의 큰 변화는 예술가 화가들이 반핵운동에 참여하여 창의적으로 운동을 진행한 것이다. 여러 번의 퍼포먼스가 있었다.
2013년 반핵운동은 절정에 다다랐다. 대만 전국에서 운동이 일어났다.
이때 국민당은 반핵에 대한 국민투표를 제안 했다. 그러나 국민투표 내용은 매우 제한적 이었다. 그리고 잘못되면 영구적인 결정이 나올 수 있다. 그래서 반핵운동은 탈핵선언을 주장하고 원전 중단을 요구하면서 시위를 했다. 그 결과 국민당은 국민투표 제안을 철회 했다.
2014년 민진당 당수가 단식투쟁을 하며 4번째 원전 건설 중단 요구 하였다.
2014년 4월27일 단식투쟁의 9일째가 되는 날 대규모 반핵 시위가 전국에서 시작되어 총 50만명 이상이 참여 했다.
이 때 국민당은 4번째 원전의 건설을 중단하지만 3년만 하기로 발표했다. 최종결정은 차기 정부에게 맡기겠다는 것이다. 그러나 새로운 정부는 아시아에서 처음으로 탈핵선언을 했다.
마지막으로 대만 반핵 운동 성장 배경에 대해 말하겠다.
내부 요인으로는 민주화, 다양한 시민사회 운동을 들 수 있다. 외부요인으로는 후쿠시마 사고이고 이후 반핵 이슈는 시민들의 일상으로 들어왔다.
또한 4번째 원전 공사의 많은 부정부패 사건으로 불신이 급격히 증가 했다.
외부요인 중 독일의 탈핵선언도 큰 힘이 되었다. 세계적으로 반핵 여론이 증가한 것이다.
후쿠시마 사고 전에는 대만반핵운동은 고령화된 운동으로 이해됐다. 활동가들은 주로 원전 주변 주민들이라고 알고 있다.
그러나 국민당 정부가 본토 중국과 경제 협력 조약을 맺으면서 젊은 세대가 반발하였고 이 같은 저항이 반핵운동에도 힘을 실어주었다.

대만에서 원전은 솔직히 핵무기 개발을 위한 것이라는 것은 모두가 알고 있는 비밀이다.
핵에너지위원회 힘이 약하다 군부 따라다니고 지금은 전력회사에 따라다닌다.
토론자 B 질의: 종교집단의 참여는?
답변 : 가끔 참여하고 있다. 그러나 큰 힘은 되지 않는다. 환경보호 차원에서는 참여하지만 반핵은 적다. 독재시절에는 원주민 종교집단이 참여했다. 장로교는 반핵운동에 참여 하고 있다.
토론자 C (환경 변호사):
나 자신도 어느 무슬림과의 만남에서 이슬람이 반핵이라는 것을 알았다. 법적 접근법에 대한 질문으로 정부를 법적으로 저지할 수 있나? 권위주의적인 정부를 상대로 어떻게 할 것인가? 양안관계와 남북관계도 고려해야 하지 않는가? 내가 알고 있는 일본 환경변호사들은 원전 제조사를 소송하려고 한다. 성공은 미지수이나 여론 형성과 시민의 의식화에 도움을 될 수 있다. 대만 법원에서 입증책임은 회사가 아니라 시민들에 있지만 최근에 4번째 원전과 관련해서 원전측이 전문성이 있기 때문에 안전에 대해서 더 설명해야 한다는 결정이 나왔다.

제1원전과 제2원전 사이에 살고 있는 주민과 함께 활동하고 있다. 30년동안. 대만이 아시아 처음으로 탈핵 선언했지만 걱정이다. 정부는 언제든지 재가동할 수 있다는 불신이 있다. 이유는 전기 비용 그래서 대안에너지를 찾을 필요가 있다. 민진당 정부가 제대로 할 지 모르겠다. 의지가 강하지 않은 것 같다. 구체적인 계획이 없다. 폐기물 처리 계획의 발표가 없다. 특히 한국과 대만 운동이 서로 배울 점이 많을 것 같다. 특히 한국에서 종교 공동체가 큰 역할을 한다고 하는 뉴스가 반갑다. 한국 경험에 큰 관심이 있다. 핵에너지는 가치와 도덕 문제라고 생각한다.
