인간과 핵의 전쟁 70년, 영광스러운 투쟁의 장소인 밀양에서 밀양을 지지하며 '전 지구적 탈핵을 요구하는 청년들의 국제적 연대를 만들어나갈 것이다'라는 내용의 선언문을 발표할 예정입니다.

히로시마와 나가사키에서 핵이 자신의 위용을 드러낸 지 70년이 되었다. 그 70년간 인류는 2,000번 이상의 핵 실험을 진행했고, 435기의 핵발전소가 가동 중이며, 70개의 핵발전소가 건설 중이다. 히로시마, 나가사키, 스리마일, 체르노빌, 후쿠시마는 더 이상 단순한 지명이 아니게 되었다.
70년간, 인간은 핵을 제어하는 데 완전히 실패했다. 수차례의 핵발전소 사고는 지역의 이름을 지옥의 이름으로 만들었으며, 사고가 나지 않은 발전소들은 주변지역에 암 발생률을 높이고 있다. 초고압 송전탑과 같은 부대시설의 건설 과정에서도 지역 공동체가 파괴되고 있다. 10만 년의 수명을 자랑하는 고준위방사성폐기물은 검증된 처리방법이 없음에도 매년 수만 톤씩 이 지구에 생산되고 있다. 인간이 성공적으로 해낸 “제어”는 고작, 핵발전소를 수도에서 멀리 떨어뜨려 도시민 대신 지역민들을 제물 삼은 것뿐이다.
일본에서는 후쿠시마 핵 사고 이후 핵 발전 폐기를 요구하며 수만 명이 거리로 나왔고, 모든 핵발전소가 중단된 상황에서도 전 국민의 에너지 절감 노력으로 문제없는 생활을 유지할 수 있었다. 그런데도 일본 정부는 지금, 다시 제어할 수 없는 핵발전소 재가동을 선택하려 한다. 후쿠시마의 교훈은 채 5년도 되기 전에 잊히고 있다.
후쿠시마 사고는 대만에서도 22만 명의 시민들을 거리로 나오게 만들었다. 그들은 경찰의 탄압을 뚫고 공정률 98%의 룽먼 핵발전소 건설을 잠정 중단시켰다. 룽먼 핵발전소의 향방은 국민투표에 부쳐지게 되었다. 대만의 여론은 핵발전소 폐쇄를 원하고 있다. 원하지 않는 자들은 소수의 이권자들이다.
한국에서는 설계수명이 지난 고리 핵발전소가 아직도 가동되고 있고, 이미 가동 중지된 월성 핵발전소도 재가동이 추진되고 있다. 삼척에서는 주민투표를 통해 85%의 주민이 핵발전소에 반대한다는 것이 밝혀졌으나, 정부는 신규 핵발전소를 강행하려 하고 있다. 밀양에서는 7, 80대 원주민들을 폭력진압하고 때로는 죽음으로 몰아넣으면서 초고압 송전탑 건설이 강행되고 있다. 위험천만한 원전 비리가 발각되어, 준공도 되지 못한 신고리 3, 4호기를 위해서 말이다.
소수의 부유한 자들, 그들의 부당한 이익만을 위해, 도시의 불야성과, 노동자를 제물로 삼아 24시간 돌아가는 공장을 유지하기 위해 세계의 정부는 국제시민들에게 핵의 위협 속에 살 것을 강요하고 있다.
오늘, 그 폭력의 현장 중 하나인 밀양에 일본과 대만, 그리고 한국의 청년들이 모였다. 인간과 핵의 전쟁 70년을 맞아 여기 선 우리는, 이윤을 위해 인간을 도외시하는 핵 성장주의에 단호한 반대를 선언한다. “핵의 안전한 이용” 따위는 없다. 그것은 오로지 지배층의 경제적이고 사적인 안전을 의미할 뿐이다. “착한 핵”도 없고 “나쁜 핵”도 없다. 핵에는 인격이 없다. 우리는 모든 곳에서, 모든 종족의 평화와 화해를 원하지만, 핵과 인간의 화해만은 있을 수 없다. 핵 산업을 존재하게 둘 것인가 아니면 그것을 폐기할 것인가는 인간에게 있어서도 존재의 문제이기 때문이다. To be, or not to be?
우리는 핵을 제어할 수 있는 유일한 해결책, 핵의 위협으로부터 모두가 안전할 수 있는 유일한 해결책인 전 지구적 탈핵을 요구한다.
대만, 일본, 한국, 더 나아가 지구상 그 어떤 곳이 되었건, 이 지구상에 핵 산업이 존재하는 한 그 누구도 안전할 수 없으며 그 누구도 푸른하늘 아래 설 수 없다. 70년을 이어온 인간과 핵의 전쟁에서 우리는 인간의 편에 설 것이며, 동아시아를 넘어 전 지구적으로 핵에 맞서는 청년들의 연대를 모아갈 것을 선언한다.

Seventy years have passed since the bombing of Nagasaki and Hiroshima. Since then human race conducted over 2,000 nuclear tests, and 435 nuclear plants are in operation, and 70 new nuclear plants are under construction. Hiroshima, Nagasaki, Three Mile, Chernobyl, Fukushima became more than just a title.
For 70 years, human race completely failed to control the nuclear energy. Several nuclear accidents turned the region into hell, and plants that did not undergo the accident are contributing to the increase in cancer rates in local area. In building subsidiary facilities such as extra-high-voltage power-line tower, local communities are destroyed. Tens of thousands tons of high-level radioactive waste, with which no qualified processing method exists and which lasts for over 100,000 years is produced every year. The only 'control' that human race succeeded so far is moving the plants away from the capitol so that they can feed on the sacrifice of local residents instead of urban residents.
In Japan after the Fukushima accident, tens of thousands of people rallied into the street calling for the abolition of nuclear powerplants, and though all nuclear plants stopped operating, people had no problem in living because whole nation endeavored to save energy. And yet Japanese government is now making a choice to reactivate the uncontrollable nuclear plants. Lesson of Fukushima is beginning to be forgotten in less than 5 years.
Fukushima accident also caused 220 thousand people to rally into the street in Taiwan. They strived against police repression and put Longmen nuclear plant which was 98% rate of process to a temporary end. The course of the Longmen nuclear plant will be put to a referendum. Public opinion in Taiwan demands for the shutdown of nuclear plants. Only minority who profits from the plants don’t want it.
In Korea, Go-ri nuclear plant that exceeded its designed lifespan is still in operation, and Wol-Sung nuclear plant that was stopped is about to be reactivated. In Sam-Chuk, by means of local referendum, it was represented that 85% of the population stands against the nuclear plant, but the government is pressing ahead on building new nuclear plants. In Miyang, native residents in their seventies and eighties are sometimes harshly crushed and sometimes forced to death to enforce the construction of extra-high-voltage power-line tower. And this is for Shin-Gori plant number 3 and 4, which were, due to treacherous corruption, never completed.
For the few who are rich, and for their unjust profit, and to maintain the white way in the cities and the factories that run 24-hours a day by making scapegoat of the workers, the governments in their respective countries are forcing international citizens to live under the threat of nuclear power.
Today, young people of Japan, Taiwan, Korea are gathered in Miryang, one of the scenes of the violence. We who stand here on the bridge of 70-year war of human race and nuclear declare firm opposition against nuclear growth ideology that disregards human race for the profit. There is no such thing as “safe use of nuclear”. It only stands for the economic and private safety of the ruling circle. There is no “good nuclear” or “bad nuclear”. There is no personality in nuclear energy. We want peace and reconcillation among every species everywhere, but there can’t be reconcillation between the nuclear and the human race. Since, whether to let nuclear industry exist or to abolish it is also a matter of existence to human race. “To be, or not to be?”
We call for the global de-nuclearization, which is the only solution to control the nuclear energy and to be safe from the threat of nuclear power.
As long as nuclear industry exists in Taiwan, Japan, Korea, and anywhere else in the globe, no one can be safe and no one can stand under the blue sky. In the 70-year-war between human race and nuclear power, we will stand by the side of human race, and we thereby declare to bring together young people’s solidarity beyond East Asia on the global scale to fight against nuclear power.
