Sellers have been collecting used cardboard from their neighborhoods and then soaking them in caustic soda to give them a meat-like texture. The cardboard is then chopped up and mixed with real meat. And it's not just a little bit of cardboard that's being stirred in. Some of these snacks have a mix of 60 percent meat and 40 percent paper. The report comes as China is already dealing with a number of food and drug scandal that span everything from pet food to toothpaste. The country took the extreme step of executing the former head of its drug regulation agency for taking bribes.
