11. Ji Cheon Tae / Hexagram 11 : Tai-Peace-4.
▣ Nine in the second position : Embracing the uncultivated,
wading across the river with bare nands, not neglecting those who are distant,
and eliminating private faction;
thus one can accord with and be honored for walking the central path.
[Explanation]
Line 2[九二,구이], welcoming an era of great peace and prosperity,
embraces even the rough and desolate barbarians(of the uncivilized borderlands),
ensurees that no close friends are lost when crossing the river,
and (after crossing the river) must step onto the great highway to travel together.
[Commentary]
Although [Nine in the second position] is not in its proper place and is strong/rigid,
it holds the central position and responds to the fifth line,
making it a wise subject who knows how to act according to the Way(Dao) in times
of smooth development.
Therefore, having ihe ability to manage all affairs gracefully and generously,
this subject embraces those abandoned in rough and desolate places left unheeded
[包荒,포황 - Pohwang] ;
undertakes innovative adventures like crossing the Yellow River empty-handed,
while also appointing and employing such courageous individuals [用溤河,용빙하] ;
abandons no one, whether neglected or distant [不遐遺,불하유] ;
and furthermore, avoids forming private factions with nearby neighboring friends [朋亡,붕망].
Hence, this can be regarded as the proper conduct of a subject who achieves vast glory during
the peaceful era of Tai (泰,태 - Peace/Prosperity),
as the ruler's gentle and broad tolerance aligns with moral governance
Here, Dasan interprets '包荒(포황)' as '荒服(황복 - Hwangbok, remote border lands/barians)',
noting that as the second line changes into Ji-Hwa-Myeong-l (地火明夷,지화명이 - Darkening
of the Light), it implies extending virtue even to distant borderlands and barbarians untouched
by the enlightening virtue of Tai due to darkness.
Dongpa(Su Shi) also advised embracing even those who seem useless,
stating that if a prime minister possesses such open-mindedness and inclusiveness,
they must even endure difficukties as severe as rowing a boat through an opponent's inside,
broadly and grandly embracing opposing forces and dishonest,
petty people to achieve a great deed.
In other words, '包荒(포황)' represents an all-encompassing tolerance that ennfolds the entire
world [八荒,팔황], just as rivers and seas accept all waters without hesitation.
Regarding, 'Yongbingha (用溤河용빙하)', Cheng Yi and Zhu Xi interpreted it as the decisiveness
to cross the Yellow River empty-handed [溤河之勇,빙하지용], while Dongpo viewed it as the raw
courage of an ordinary man crossing a great river on foot without any equipment.
Since the only usable trait among petty men is courage,
even seemingly useless individuals are appointed during the prosperous era of Tai (泰,태).
Furthermore, if 'Pohwang (包荒,포황)' symbolizes outer gentleness(外柔,외유),
'Yongbingha (用溤河,용빙하)' represents inner strenght (內剛,내강),
an example of which is found in Cao Cao's poem Short Song Style
"Mountains do not mind being high [山不厭高,산불염고].
Waters do not mind being deep [
When Duke of Zhou spat out his food to welcome wise men [周公吐哺,주공토포],
All people under heaven submitted to him with true devotion [
'Bulhayu (不遐遺,불하유)' and 'Bungmang '(朋亡,붕망)' also demand that during times
of smooth governance, one should not abandon those who have grown distant,
nor act selfishly with close associates, but instead conduct oneself harmoniously.
Therefore, 'Pohwang (包荒,포황), Yongbingha (用溤河,용빙하), Bulhayu (不遐遺,불하유),
and Bungmang (朋亡,붕망)' constitute a special code of conduct exclusive to Nine
in the second position [Nine 2],
which is not easily attained by everyone during the era of Tai(泰,태).
Additionally, the character 'Sang (尙,상)' in 'Deuksang-u-junghaeng (得尙于中行,득상우중행)'
is praise corresponding of the Middle Way that fits this conduct perfectly.
Ultimately, the overall meaning of [Nine 2] is that, as Confucius annotated,
if one possesses great virtues―such as the magnanimity to embrace hardships,
the decisiveness to cross a graat river, the thoughtfulness to draw close to those far away,
and the fairness to sever private motives―the way of a subject who shines brightly
and succeeds in an era of peace and prosperity will be realized [Xiang Commentart :
Listening to the historical story regarding the wisdom and conduct of Xiao He(蕭何,소하),
who served as the Prime Minister of the Han Dynasty.
This is a case where the Tai Hexagram (泰卦,태괘) moves to the Ming Yi Hexagram(明夷卦,명이괘)
(meaning to shine brightly by spreading the benefits of culture to barbarians in all directions).
For reference, below is the passage referencing 'Tai(泰,태)' from the official memorial(表文,표문)
written by Jeong Do-jeon under the prder of Yi Seong-gye during the early Joseon Dynasty,
presenting 60 horses to the Ming Dynasty.
"Between heaven and earth, there has originally been a principle of ruin and prosperity.
Since the lineage of King Gongmin in our small stste was severed,
it has been a long time since the Wang clan perished,
and the calamities of the people increased day by day.
Woo(禑,우) created the seeds of discord by attacking Liaodong.
(Omitted) As Your lmperial Majesty rules the world from deep within the palace,
seeing brightly far beyond ten thousand li,
following the principle of embracing distant regions as revealed in the『 l Ching -周易,주역』
(Book of Changes), and achieving the benevolent virtue (人德,인덕) of soothing people
from distant lands as mentioned in the『 Liji -예경』(Classic of Rites),
(Omitted) We will serve with even greater sincerity and offer our devotion by paying tribute
and offering blessings forever, even after tens of millions of years."
During the reign of King Munjong, such an incident also occurred.
When an epidemic broke out in Gyeonggi and Hwanghae provinces,
the king permitted the Suryukjae(水陸祭,수륙제 - Water-and-Land- Ritual).
Then, lnspectors General including Jeong Chang-son(鄭昌孫,정창손) submitted memorials
advocating for the abolition of the event, and the king rebuked them as follows :
"ln the governance of a sovereign, how can one be bound only by constant
principles (經常,경상) and be unable to adapt (變通,변통)?
You criticize me with a single phrase saying l fail to perceive thoroughly,
but these are words spoken without actually knowing.
A scholar must investigate principles, embody them personally,
and take the clear distinction between right and wrong as wisdom."
Along with this, he issued the lesson "Pohwang(包荒,포황),"
instructing them to 'accept even all foul things."
"Pohwang (包荒,포황)" has been viewed by many as 'broad magnanimity'as explained
earlier, and "Yongbingha(用溤河,용빙하)" is usually read as 'decisiveness'.
