Kim, an owner of a coffee house in Seoul, said he recently filed a form with KBIZ, a group that represents the interests of over 8 million small and medium-sized businesses, seeking a payout due to the closure of his business.
서울의 한 커피숍 주인인 김씨는 최근 800만 명이 넘는 중소기업의 이익을 대변하는 단체인 KBIZ에 폐업으로 인한 보상금 지급을 요청하는 양식을 제출했다고 말했다.
“I couldn’t see myself going on anymore,” he said. “Not as many come to have coffee or dessert. It’s been months that I thought about being done with this, and now I have no choice, since I can no longer make ends meet.”
"더 이상 내 자신이 계속되는 모습을 볼 수 없었다,"라고 그는 말했다. "커피나 디저트를 먹으러 오는 사람은 많지 않다. 이걸 끝낼까 생각한 지 몇 달이 지났는데 이제 더 이상 생계를 유지할 수 없어서 어쩔 수 없다."
Drinking coffee at a coffee shop has become a luxury to many, according to Kim, since cheaper choices are everywhere.
김씨에 따르면 커피숍에서 커피를 마시는 것은 더 저렴한 선택지가 곳곳에 있기 때문에 많은 사람들에게 사치가 되었다.
“Paying well over 5,000 won ($3.4) for a cup of coffee is obviously something many can live without. What I sell is not a daily necessity. People cut back on having coffee when they feel the pinch of the high living costs. But then what are small businesses like me supposed to do?”
"커피 한 잔에 5,000원(3.4달러)이 훨씬 넘는 돈을 지불하는 것은 분명히 많은 사람들이 없이 살 수 있는 일이다. 내가 판매하는 것은 일상적인 필수품이 아니다. 사람들은 높은 생활비의 부담을 느낄 때 커피 마시는 것을 줄인다. 하지만 나 같은 중소상인은 어떻게 해야 할까?"
A woman who operates a nail shop in Gyeonggi Province shared a similar experience.
경기도에서 네일샵을 운영하는 한 여성도 비슷한 경험을 했다.
She explained that nowadays, consumers can easily purchase a wide range of nail polish, nail care products, and even equipment once restricted to professionals, all available online.
그녀는 요즘 소비자들이 전문가들로만 제한되었던 다양한 매니큐어, 네일 케어 제품, 심지어 장비까지 온라인에서 쉽게 구매할 수 있다고 설명했다.
“It seems like all they need to do is to (search for these products). Adding a personal touch to my work, along with attention to detail have long been a point of pride for me. But many consumers can learn how to do that themselves after having (their) nails done at a shop a few times. Not as many come to the shop for me to keep it open.”
"그들이 해야 할 일은 (이 제품들을) 검색하는 것뿐인 것 같다. 내 작업에 개인적인 감각을 더하고 세부사항에 주의를 기울이는 것은 오랫동안 저에게 자랑스러운 일이었다. 하지만 많은 소비자들이 가게에서 네일을 몇 번만 하면 직접 네일을 배울 수 있다. 가게를 열어두기 위해 나를 찾는 사람은 많지 않다."
These are just two examples of the many small businesses that have sought assistance from KBIZ, widely recognized as the "yellow umbrella." Established in 2007, the social safety net program was designed to offer financial support to small business owners when they close their businesses. Participants pay monthly dues over time, with the payout amount determined by the duration and size of their contributions to the program.
'노란 우산'으로 널리 알려진 KBIZ에 도움을 요청한 수많은 중소기업의 사례 중 두 가지에 불과하다. 2007년에 설립된 사회안전망 프로그램은 소상공인이 폐업할 때 재정적 지원을 제공하기 위해 마련되었다. 참가자는 시간이 지남에 따라 월 회비를 지불하며, 프로그램에 기여한 기간과 규모에 따라 지급 금액이 결정된다.
The program registered a payout of over 1.3 trillion won this year, an all-time high and a 10.1 percent year-on-year increase.
이 프로그램은 올해 사상 최고치이자 전년 대비 10.1% 증가한 1조 3천억 원 이상의 지급금을 기록했다.
The amount of credit guarantee-mediated loan repayments also surged.
신용보증을 통한 대출상환액도 급증했다.
According to Rep. Oh Sae-hee of the main opposition Democratic Party of Korea, the amount of loans repaid by credit guarantees for small businesses came to 1.71 trillion won in 2023, up from 507.6 billion won in 2022. As of October, the figure came to 2.06 trillion won.
더불어민주당 오세희의원에 따르면 소상공인 신용보증으로 상환한 대출액은 2022년 5,076억 원에서 2023년 1조 7,100억 원으로 증가했다. 10월 기준 2조 600억 원으로 집계되었다.
“More small businesses are likely to close down, given (the) high hourly minimum wage and a spike in input material costs, compounded further by sustained high borrowing costs,” an industry official said.
업계 관계자는 "(시간당) 높은 최저임금과 지속적인 높은 차입 비용으로 인한 투입 자재 비용의 급증으로 인해 더 많은 중소기업이 문을 닫을 가능성이 높다."라고 말했다.
The National Tax Service said the number of business shutdowns reached an all-time high of 986,487 in 2023.
국세청은 2023년 사업 중단 건수가 사상 최고치인 986,487건에 달했다고 밝혔다.
According to a survey of 500 small and medium-sized businesses conducted by KBIZ from Dec. 3 to Dec. 12, almost half, or 47.2 percent, said this year’s financing conditions worsened compared to last year, 15.5 percentage points higher than 31.7 percent last year.
KBIZ가 12월 3일부터 12월 12일까지 500개 중소기업을 대상으로 실시한 설문조사에 따르면, 거의 절반인 47.2%가 올해 자금 조달조건이 작년에 비해 악화되었다고 답했으며, 이는 작년의 31.7%보다 15.5%포인트 높은 수치이다.
