I express my deepest regret to inform the fact that the reputation of Potchefstroom University has become a ridicule in Korean society and hereby notify two current issues.
1. Pastor Jung Hyun Oh has received doctoral degree from the university in 1998. However, it has been suspected that his dissertation is severely plagiarized. Because of this, a request for judgment was sent to the university and a reply e-mail included as Attachment #1 has been received. However, it was a shock to read the letter from the university stating that the degree could still be maintained even the fact of severely plagiary is clear. Because of this decision, many scholars and Christians in Korea are suspicious about the fame of the university.
2. According to the article of www.igoodnews.net published on June 23, 2013, it is stated that “even if a doctoral degree has been awarded with a plagiarized dissertation, the validity of the degree is maintained if corrections are made to the dissertation, by the regulations of the university no matter it is discovered after the conferred date.” The article is written in Korean. However, a translated version is unavailable for right now, but you can find the related situation from a news article entitled, “Cardiff University, Potchefstroom University Stand to Lose Their Face,” from the link http://www.koreaittimes.com/story/29811/cardiff-university-potchefstroom-university-stand-lose-their-face (Attachement #2). Because of this article searchable from the Google, the fame of the university has been disgraced even further. I am going to publicize this matter to the world.
Based on the aforementioned circumstances, I would appreciate to verify if the content of Attachment #1 is the official opinion/response of the university and there actually is any regulation stated as the one described in Attachment #2. Although many scholars of doctoral level in Korea do not believe the university has such a disgraceful standard, they are willing to verify the truth.
This message serves to inform you about the decision taken on 29 May 2013 by the Senate of the North-West University about alleged plagiarism by Dr John Jung-Hyun Oh in his thesis submitted to the Potchefstroom University for Christian Higher Education in 1998.
Over the past year the Potchefstroom Campus of the North-West University has received various complaints and enquiries from a number of parties about the matter. These were regarded extremely seriously. The matter was investigated extensively by a specialist committee of the Faculty of Theology, after which their report was considered by both the Extended Management Committee, and on the recommendation of the Extended Management Committee, by the Senate Committee of the said campus. Because of the seriousness of the matter and the implications for the university as a whole, it was deemed necessary that the university Senate pronounce on the matter, which prompted the discussion and decision yesterday at a Senate meeting in Mafikeng.
While it is clear to the Senate that plagiarism indeed occurs in the thesis, Senate decided not to withdraw the thesis and the 1998 award of the PhD degree to Dr Oh, because the thesis still constitutes an original and significant contribution to the discipline, even if all the sections where plagiarism was identified, are removed. Dr Oh are required to correct each and every occurrence of plagiarism in the thesis. These corrections have been stipulated by Senate and provided to Dr Oh. This must be done to the satisfaction of the Faculty and Dr Oh must submit corrected copies of the thesis to the Faculty. He will furthermore be required to address letters of apology to the surviving authors whose works have been plagiarised.

Cardiff University, Potchefstroom University Stand to Lose Their Face
SEOUL, KOREA - The UK’s Cardiff University and South Africa’s Potchefstroom University (now the North-West University) are at risk of having their reputations tarnished.
South Korea-based Christian newspaper “IGoodNews” (http://www.igoodnews.net) reported on June 23 that Potchefstroom University is not the only university to have a post-doctorate thesis editing system in place. Cardiff University has permitted the re-publication of plagiarized PhD theses after correcting the errors found in them.
South Korean academics have cast a dubious eye on the news report. It is natural to alter a PhD thesis before a doctorate is awarded. However, the practice of giving the nod to making alternations of a PhD-winning thesis, the writer of which is found to have undoubtedly committed plagiarism, has raised many eyebrows in South Korea.
Back in 1998, Pastor John Jung-Hyun Oh at SaRang Community Church, located in Seoul, obtained a doctorate from South Africa’s Potchefstroom University. When Pastor Jung-Hyun Oh was suspected of committing plagiarism in his doctoral thesis last year, Potchefstroom University said, “While it is clear to the Senate that plagiarism indeed occurs throughout the thesis, the Senate decided not to withdraw the thesis and the 1998 award of the PhD degree to Dr Oh.”
Potchefstroom University explained, “The reasoning behind this decision is that the thesis still constitutes an original and significant contribution to the discipline, even if all of the sections where plagiarism was identified are removed. These corrections have been stipulated by the Senate and provided to Dr Oh. This must be completed to the satisfaction of the Faculty and Dr Oh must submit corrected copies of the thesis to the Faculty. He will furthermore be required to address letters of apology to the surviving authors whose works have been plagiarized.”
Professor Taechoong Chung of Kyung Hee University said, “The practice of allowing disgraced doctorate holders, obviously found guilty of plagiarism, to fix their plagiarized doctoral dissertations and retain their PhDs is no different from a professor allowing students to correct wrong answers in their already-submitted answer sheets and then altering the students’ academic scores accordingly. The fact that a university exists that still has such a ludicrous system in place is itself alarming."
