March has just arrived
and also semester has started. Freshman have escaped from struggled school days
so they might be expecting destined love. And enrolled students also have hope
that they will fall in love with upcoming new love. However, does they can meet
these fate love without an effort?
As new semester, 2016, let's heard about student's worry about love.
Q. I am shame of blind date.
A. There are many students who are shame of any type of artificial date.
However, there is a propitious moment to everything. These blind dates are also
no exception. Especially, for women, the chance of these date would be rare if
they passed the day of freshman and sophomore. Students have to live for the
moment and try to have more experience. Don't be shame of going on a blind date
not to regret when you reached your mid-20s.
Q. I am waiting for fated love.
A. As well as freshman, there are many students who are expecting destined love
even students in their mid-20s. Falling in love at the very first time picking
up the book on the ground and choosing a book at the same time in a library as
we can see through the screen are the just fantasy. Fated partner is for the
people who make their own destiny. And destiny is for the people who make
coincidence chance. We make our fate.
Carpe diem, guys! Seize the day. Students enjoy the moment and opportunity
given to you now. There is only the chance which never come when the time
passed by. Most of all, shatter your illusions derived from the movie and
drama. Do not dream of meeting the man or woman like the main character in the
movie. Actively go on a blind date and win your love. We don't know where you
can meet your fated love. It is not good idea to define the boundary of meeting

New major in Seoul Campus

New college is made in Social Science Campus. That is ICT convergence college. ICT is abbreviation for Information and Communications Technologies. We know it focuses on information and technology. It starts from this year and class of 16 studies first. There are Department of Digital Contents and college of Convergence Software under ICT college. Let's take a look at these college.
1. Department of Digital Contents(DCD)
This major is created to train human who is needed in digital contents industry.
Digital contents means product lines that are produced, distributed and spend through digitalized method. For example, there are video, image, MP3 music file and multimedia books.
As traditional contents and new digital contents are incorporated with information and communication technology, a digital contents industry is gradually being expanded. DCD provides computer and programming skills for this. Also, it educates humanistic and artistic sensitivity for developing imaginative cultural contents. This major's goal is that training interactive media contents experts and digital contents experts. Its representative curriculums are a manual on digital contents creation, media information processing programming, computer animation, etc.
Paths after graduation are digital contents planner, program developer, marketing experts. Or, students of this major may enter Google, NHN, Kakao, Facebook, etc.
Difference of Dept. of Digital Media and Digital Contents is what is focusing on. In case of Dept. of Digital Media, it progresses media education placing emphasis on image, advertising and promotion field. On the other hand, Dept. of Digital Contents progresses computer, programming skills and humanistic, artistic feeling education placing emphasis on developing digital form contents(e.g. mobile game, social media).
2. College of Convergence Software
A software become core competitiveness to create high-value in finance, machine, media, medical, construction, etc. We can't follow up international flow of software convergence without understading and knowledge about software technology.
This college has goal that it is training software engineer who has humanistic knowledge and international sense. It falls into Application Software and Data Technology major.
(1) Application Software major
Computer software is divided into base software for driving of computer itself(e.g. operating system, communication) and application software that provides services through utilizing base software(e.g. bank, game, robot) Easily, application software is specially created for using computer system in some application area.
This major trains application software engineer, especially business application software engineer. Its representative curriculums are an introductory in convergence software, web-programming, software application and practice.
Paths after graduation are that they enter a data processing department of business, bank and government. Or, students may advance software developer and start a new company.
(2) Data Technology major
As we can see examples of Google, Apple, Amazon, data doesn't stay simple object of storage or search. As developing of big-data technology, variety mobile devices and social network, technology that creates and gathers big-data and expresses as analyzing that becomes core element of business competitiveness.
This major has goal that it is training imaginative and practical convergence talent through organized practical education. Its representative curriculums are an introductory in convergence software, web-programming, big-data system, data-visualization.
Paths after graduation are that they become data analyst, big-data computing manager in IT company, public company, government, etc. Or, students may start a connected venture business.
With the stream of modern times, the college is created to train convergence talents. In fragments, these majors are natural science that focuses on computer technology. But, computer technology needed in these major is less dependent on math and science than other engineering major. Also, these major is needed to educate humanistic knowledge for producing convergence talent. That's the reason why this college is created in Social Science Campus.
If this college become sophomore, it is possible that you have double major or minor. So, It had batter that undergraduate students also concern about this College.

Fairy Tale for Adults

It isn't until we become adults that we can finally realize what golden lines in fairy tale mean. When we were children and read the fairy tale, we don't know what they meant, but when we grow up and read it again, we can find that they touch our heart. And sometimes, very well-known saying is from storybook we read when we were young. So we are going to introduce three books and their lines that feel entirely different from the sense of the moment as a child. Let's see the fairy tale for adults.
1. The Little Prince
'The Little Prince' is a fairy tale that instills innocence of childhood into adults, and imagination into children. The book tells a tale of a little prince who have resided the asteroid named B612 and fell to an African desert : He tells stories about what he have experienced to a pilot who made an emergency landing there and his spirit returns to the universe after being bitten by a poisonous snake. This fable begins with a ridicule at the grown-up that obsess only about visible thing. And It teaches us "What makes the desert beautiful is that somewhere it hide a well," and "one must look with the heart."
What does it mean to 'tame'?
If you tame me, then we shall need each other.
To me, you will be unique in the whole wide world.
To you, I shall be unique in the whole wide world.
One sees clearly only with the heart. Anything essential is invisible to the eyes.
Must be seen exactly just like you do. Most importantly, the eyes do not seem inclined to.

2. Alice's Adventures in Wonderland
‘Alice's Adventures in Wonderland’ is filled with figuration, symbol, and twisting from slight and well-organized jokes, puns using a homonym, parodies of popular song to satires on state of the period. Naive and bold Alice has an adventure in a fantasy world named Wonderland valorously. The story seems freaky, but actually, it is exactly that everyone must have visualized in his or her mind. The book is sort of hard to understand for eyes of children, but adult's vision can rediscover lots of symbolic and figurative expression.
If you don't know where you're going, just go.
Every adventure needs the first step.

3. My Sweet Orange Tree
The main character Zeze is a five-year-old boy who is immature rascal but possesses an amazing sensibility. The book wets our hearts slowly undoing with childish innocence though a pure mind of Zeze. "My Sweet Orange Tree" doesn't have foreshadow and special episode. However, it makes adults self-reflect on a narrow viewpoint when facing children, and deals with isolation children feel and their needing affection. Rereading "My Sweet Orange Tree" presents the meaningful time that you can meet Zeze forgotten in your mind.
Why should children grow up?
You should not afraid of being adult.
It is not to shoot someone dead using Buck Jones' revolver. I just kill him in my mind. Then someday, he will die.
Kong Na-ri who newly translated "The Little Prince" emphasized on the importance of process inside a book and its meaning. Simultaneously, but, she also said "you don't have to find the answer all the time." : Don't try to interpret the symbolical expression of characters and lines. Just read a storybook slowly and open it again when coming to mind. Various modern books like profound philosophy, fantasy, novel are good, but reopen the fairy tale that you overlooked before. Then, you will see a different meaning in a different fairy tale.

Link with the World; Hash Tag

World is being connected with #(hash tag). Just simply put ‘#’ in front of a word, we can be the one with people all over the world who share the same interest or specific daily life. Now, ‘#’ has the new name which is called ‘hash tag’, compared to the past’s function as number sign or symbol before. And, hash tag was named the world’s most frequently, widely used word.
Hash tag is a kind of labeling function to posts and can be used when bind related information. As putting hash(#) in front of specific word, we can express it is content about the specific word. (For example, if it is post about music, we enter ‘#music.’) Words behind the hash tag should not be written leaving space. Otherwise, it is not considered as hash tag. Now, we can search, upload and approach information easily by using hash tag. Maybe hash tag can be regarded as trivial thing but they are making a huge change in our society.
In 2007, 8 years ago, Chris Messina’s a single twit that ‘How do you feel about using (pound) for groups. As in #barcamp [msg]?’ changed the world. He felt sorry for huge amount of scattered information, so he suggested to bind information into specific theme using hash tag. However, it could not be used right after that comment. Many people look down on usage of hash tag, saying that it is function for tech-freak. But few years later, hash tag began to vitalize as twitter set up a link on every hash tag. As they take the advantage by introducing hast tag, many SNS such as youtube, tumblr and facebook, began to introduce hash tag. Like this, it spread rapidly around the world, at the same time, its purpose also developed variously.
#Hash tag as marketing purpose
‘The one who catches the hash tag becomes the winner.’ It is widely used phrase among marketing section. Like this, section that takes note of hash tag’s possibility and utilizes its function is marketing section. Fast viral effect and easiness of diffusion effect are advantages of using hash tag. According to the survey result conducted by RadiumOne, an advertisement platform, 34% of respondent use hash tag when they search for interesting brand categories and 10% of respondent use hash tag when they participate in promotion or social media events. Also, considering that seven-tenths of respondents are using hash tag through mobile machineries, hash tag is becoming very important way in its practical use.
# Reflect Social, Cultural Phenomenon
Last year, the world was shocked at terror targeted ordinary people in middle of the downtown in Paris. As people that have no interests like religion, politics and economy lose their life, many people of the world were cherishing the memory of a deceased person. And among them, phrase using hash tag, ‘#prayforparis,’ became a big issue through instagram, twitter and other SNS. Like terror in Paris, phrase ‘#PrayFor’ is used widely when express word of encouragement for each country’s citizens. Also in April last year, phrase ‘#prayfornepal’ was used for expressing the world’s condolences on casualty of Kathmandu earthquake. According to TOPSY, a social analysis site, ‘#prayforparis’ was used 3 million times on twitter for a day. It shows that just a simple phrase can unite world into one.

Hast tag is not always dealing with severe political, social issues. It becomes the representative culture of Instagram as being used as playful elements such as #Selfie, #OOTD(outfit of the day). Also, for Leonardo DiCaprio who does not seem to have relation with Oscar award, his fans use witty expressions like #poorleo, #GiveLeoAnOscar and at the same time, they send him love. Chris Messina who made hash tag for the first time said that hash tag should not be so long or ambiguous. But some netizens seek fun destroying hash tag’s functional aspect deliberately.
We can say that how these things can make enormous results. Also, we can say that does it really can produce productive product. However, it can be explained with just a simple example. Twits that contain hash tag are reposted two times more than twits that do not contain hash tag. It means spread of sympathy and sharing about specific theme are much faster in the case of containing hash tag than which are not. Using hash tag in marketing purpose can be explained in this context.
Link with the world hash tag! It’s hash tag generation now. Maybe Chris Messina, who made the hash tag for the first time, would have not expected that people all over the world would use hash tag so much. Now hash tag is becoming one of the major trends of our society. Then what about make your own hash tag?

What is representative icon in country?

In 2003, A nation's icon is born in Korea. That is ’Pororo' that gained a nickname '뽀통령’. Children stop crying if parents turn on ’Pororo' programs. This makes new word ’Pororo effect'. Like this, popularity of ’Pororo' is beyond simple character. There is ’Pororo' in Korea, what is nation's character in other country? We arrange recognizable character as it is praised as nation's icon.
1. Korea : ’Pororo'
’Pororo' is animation that talks about episodes of some animals in snow village. Characters are penguin, beaver, dinosaur, white bear, humming bird, fox. A penguin ’Pororo' is character that wear pilot hat and goggles. That is flightless penguin's dream. While popularity of ’Pororo' is skyrocketed, It starts that ’Pororo' characters has been drawn in school supplies, household items, taxi, etc.
2. USA : The Simpsons
The Simpsons has been loved by Americanan for a long time and was chosen for Time magazine's best Television series. They were made by Matt Groening and first introduced at FOX broadcast in 1987. The hero of this animation is hommer who is the man of the house and speaks for workers and middle-class. Marge is hommer's wife and housewife. Bart and Lisa are elementry student and Meggy is baby. This family is a typical family that is usually seen around. And their daliy life is similar to our routine. The Simpsons has appeal to the public as it is delivering a satirical message and expressing American dark comedy through their routine. It has televised in peak-time for a long time in American broadcast history and soon will be televised season 28.
3. Japan : Hello Kitty
Hello Ktty was made by Sanrio that is Japan's character design company in 1974. At that time, Sanrio tried to make a character which overtakes American character 'Snoopy' popular in Japan. Inspired by cat that is Japanese favorite animal. they made Hello Kitty.
Although it doesn't appear in book or cartoon, it was made into a television movie extraordinary. As this popularity, theme park which is mainly Hello Kitty-themed is was born in Tokyo. It has entertained the public of all generation not just kids.
4. Belgium : The Smurfs
The Smurfs was made by Belgian cartoonist Pierre Culliford. It is character that is blue dwarf and lives in the forest. 'Smurfs' was derived from misspeaking 'salt' when he dined out with Belgian André Franquin. Origianlly, Smurfs played supprorting role in Joan and Pirurui that was his other cartoon. But, Smurfs got popularity more than main character. Then, he realized Smurf's popularity and created The Smurfs that appeared Smurfs as main role. Due to original cartoon's popularity, It is produced to television animation in Hanna Barbara Production in 1981.
5. Finland : Moomin
Moomin was made by woman story writer Tove Jansson in Finland. Although Its appearandce is similar to hippo, it is created to model Troll in Scandinavian countries' tale. (not Troll in Harry Potter) A round-looking Moomin Troll appeared as main character in novels, cartoons, picture books and animations. Moomin's story is imaginary tribe Moomin interests adventure based in Finland's unique natural environment. Unlike Anglo-American clamorous method, It touched the public's heart as Finish calm method and has became nation's character. Due to Moomin's popularity, Character goods, museum, theme park was created. Specially, Moomin World in Naantali grew up to Finish andmark space.
6. Holland : Miffy
Miffy is called 'Nijintje'(little and cute rabbit) in Holland. Miffy is created by writer Hendrik Magdalenus Bruna in 1955. Miffy's story consists of various episode that character suffers during growth. At that time children grew with Miffy and naturally Miffy got love of all Dutch. Now, Miffy is working hard to help troubled kids. And as not using harm contents to children in Miffy goods, Miffy is representative nice character.
As we can know when we look at the representative character of each country, character is beyond merely character and gives people to valuable meaning. Though character represents something that happened during that time period, it has story of feelings that connects in today.
Characters provide a friend, fun, dream and create exchange of feelings when viewer enjoy works together. Sometimes we learn many things from simple and easy thing. If you saw story of characters that you didn't see in adults, you could find hidden wisdoms about life in story.

The judicial examination vs Law school

As Ministry of Justice announced that bar exam will be postponed until 2021, law school students in all parts of country including Seoul National University, refused to attend rest of semester and submitted voluntary resignation collectively. And all the 59 professors in law school of Seoul National University announce a statement against Ministry of Justice’s postponement of bar exam abolition. Moreover, after bar exam applicants’ tonsure, they picketed with signs and claimed to have face-to-face talk with the head of law school, resisting to abolish bar exam.
Pros and cons of bar exam and law school have always been a heated controversy.
But recently controversy arose again with Ministry of Justice’s announcement
that bar exam that planned to be abolished in 2017 will be postponed until
2021. In the view of maintenance of bar exam, whoever can try upward movement
without limitation and can train more competent legal profession.
Bar exam is qualifiable for the people who learned 35 credits in law regardless
of university, college, correspondence college and self-study. And the
successful candidate’s average duration of study is about 5 years. When they
pass the bar exam, they enter to the Judicial Research and Training Institute
and are evaluated for 2 years. During the long study period, they
can learn about law, and during the Training Institute period, not only
competence but also evaluation in many quarters can be possible.
However, under the legal system, it is only possible to take the bar exam after
receiving one's undergraduate degree and graduating from three years of law
school. And it have a high pass rate. It is to lower the lawyer’s fee by
producing many lawyers. By bar exam it produces less than 1000 lawyers but in
the case of law school, it produces about 18000 lawyers and compared to bar exam,
it produces about 20 times more. Also, it is not limited just learning law, it
can produce judicial officers that distinguished in many different fields.
But there is a shortcoming that its tuition is beyond their practice
considering that their parent is age to retire at the regular. And law school
adds fuel to Korea’s qualification fever that requires toeic and name
recognition of university. Moreover, it is controversial because law school
does not show its exam result. Pass or not is determined with closed doors, so
there is an opinion that it is unfair. And it leads to criticism that law
school system is for people who have many judicial officers in their family.
As the position of protection of judicial examination, they denounce the law
school which attempt to abolish the judicial examination and support the stance
of the world which whoever could become a judicial officer regardless of age,
rich and poor, academic background. In practice, they argue about 85% people
support the judicial examination and want to sever the link passing down
poverty or wealth to their children. Also they criticize the position of law
school which is the hereditary succession of wealth and law school makes only
wealthy child to be a judicial officer so ordinary person could not become a
judicial officer.
Most of all, if the judicial examination and law school are maintained
simultaneously, more judicial officer could be sent out into life so people
could enjoy favor of reasonable and high-quality legal benefit. In practice,
public opinion about approval rate of maintaining the judicial examination is
high.
On the contrary, in a position of law school, if the judicial examination
retained, there would be more examinee who risks their life to pass the
examination and it is not appropriate for an era of internationalization
because Jurisprudence is studied and taught focusing the judicial examination.
And, they say that becoming judicial offer through law school is cheaper than
judicial examination. Recently, it is true that high school graduate and lower
classes rarely passed the bar exam. Law school provides diverse scholarships
and entrance-related benefits as special admission to lower-income group and
they reduce the period of the study to 3~5 years so they could defend against
training the examinee who spent several years studying for the bar exam not to
waste 10, 20 years like judicial examination.
However, at the stance of judicial examination, law school is special selection
in 21st centuries that children from wealthier families easily go into law.
Most of all, on the average, lawyers from the judicial examination are highly
acclaimed that they are more competent than judicial offer from law school. And
in the term of the judicial examination, the reason why the position of law
school insist that abolish the judicial examination is, lawyers from the
judicial examination are treated better than law school in law.
There is a opinion that retain judicial examination and law school
simultaneously. But, It has negative view that they could split into 2 factions
and it would erects barriers. This matter is expected to be a fierce battle and
it would exert its influence under the direction of related bill. Also it could
be influenced by decision of the constitutional court challenged as a examinee
filled a petition. Even if judicial examination abolished, there is always the
possibility of revival of it. The examination which is training the national
judicial officers reflected public opinion should retain.

Don't Throw Away Peel

When we eat food covered peel, we cut the peel and throw away the peel. But, if Peels are made good use of, we could save money and get eco-friendly products. A food waste also is reduced, so It is killing two birds with one stone. Let's look at peel's reverse charm.
Ⅰ. Housekeeping
- Fruits
1. Apple
Sometime, you might have burned a pot. Though you wash the pot with loofah sponge, it isn't cleaned. This problem is solved with apple's peel. Peel an apple into water and boil for 10 minutes. At this time, putting a little vinegar is more effective. Dip sponge into the boiled water. If you wipe the pot with wet sponge, the pot is cleaned.
2. Lemon
A lemon's peel has antibacterial and sterilizing power. So, lemon's peel can be turn to a natural cleaner. Cut the lemon's peel in proper size and put it to a pot and cover with water. Boiling until water evaporate half of water. If lemon's peel draws well, pour it in a spray bottle. It could be used when you clean hand-stained mirror and cellphone. It has just lemon's scent, so it is good for a natural air freshener.
3. Banana
You migth have worried about old leather. Banana's peel can change old leather.
Scrub the old leather with The inner peel. Next, you polish with towel. Then, you
can get leather as good as new.
4. Oriental melon
A oriental melon's peel is effective at removing bad smell. Dry the peels and put it in a refrigeration. Then, it can remove food's smell. If you put the peel in shoe rack, you can remove shoes smell and some of the moisture.
5. Tangerine
Tangerine's peel can be used in various ways. First, boil a pot and frypan that is oily as a fish dishes with water and tangerine's peel. Then, you can remove fish smell and grease.
Second, dry the peels and boil with water. Put white clothes for 10 minute in the boiled water. It appear bleaching effect.
Third, a dried peel can act as a natural air freshener in room and bathroom.
- Vegetable
1. Potato
Potato's starch contents is useful for cleaning up. Polish mirror and bathroom c overed slime with assembled some of potato's peel. Next, you polish with towel. Then, you can see cleanliness. Besides, it is effective to sink cleaning.
- Egg
1. Egg
Egg's peel is used for manure. Because egg's peel includes minerals as calcium, it helps plants to grow up. Also, egg's peel is effective to mixer cleaning. Grind the peel in mixer with water. Then, stains in mixer are removed. After mixer cleaning, dry crúmbling peels. Then, you have to use it for manure.
Ⅱ. Facial pack
1. Watermelon
You might throw away watermelon's thick peel. But, it is used for pack. Watermelon's peel consists of water about 90%. You have probably burned your skin as summer's sunlight. Cut white portion of watermelon into small pieces and put it in refrigerator for 20 minute. Then, take out the pieces and put that on your face. It has a calming effect.
2, Grape
Grape is effective to sagging skin because grape has anti-oxidant. So, grape's peel helps skin improving. A grape's seed also has anti-oxidant. Grind grape's peel, seed and milk. And mix that with half cup of water, flour and honey. You put it on your face.
A peel could have been food waste. But, peels has a variety of changing. Try to use a peel as household, face pack, etc. You can save the money and become eco-friendly person.

We can easily find people who are merged into something. We often call them ‘Deokhu,’ and they seem to gain energy and get motivation of life. Sometimes, there are some concerns to them, but it seemes that they do not care that well. Then what does ‘Holic’ mean to them and how affect their everyday life?

Q1: What Kind of ‘Holic’ Are you?
A: I am immersed in writing good phrase on diary.
Q2: What is the reason for you to immerse in?
A: At first, I like to read books so I started to write down impressive phrases. And the amount of phrase became bigger and bigger, I decided to keep it up regularly. When I read it suddenly, I feel kind of comforting and helpful. So I am immersed in it more.
Q3: How does ‘holic’
affect your life?
A: It makes me think more deeply. I did a self reflection by reading phrases that I wrote. I always make many resolutions but I used to forget what I determined. But reading what I wrote before, I reflect on myself.
Q4: Is there any strength or shortcoming?
A: As I mentioned above, strengths are that can think more deeply, reflect on myself and widen my ideas. And I can concentrate more on trivial things. Shortcomings are sometimes question arises that wrote this phrase really meant to me or just collect good phrase.

A: Nowadays, I am immersed in reading Ekuni Kaori’s novel.
Q2: What is the reason for you to immerse in?
A: At first, I began to read her novel because her book’s cover is beautiful. But not only its cover but also its content is really meaningful. So after that, I started to read Ekuni Kaori’s novel. In her novel, there are much value that the author wants to say. Recently, I read ‘falling evening.’
Q3: How does ‘holic’
affect your life?
A: I get into a habit that read books in the subway. In the past, I used to play games with smart phone when I took the subway. So from that time, I also get into a habit that take at least one book in my bag. Looking at me, people around me also started to read books!
Q4: Is there any strength or shortcoming?
A: ‘Get into something’ is the best strength. But as I am immersed in books too much, time to do other thing decreases relatively. It's the shortcoming.

A, There is so much more I want to do. For example, buy something, traveling, eat something, etc. I need money to do them. Because I didn't want to rely on parents, So, I started part-time job and became more and more involved in the part-time job.
Q3: How does ‘holic’ affect your life?
A. While I was doing the part-time job, I thought seriously my aptitude. Also, I had a lot of experience when I met many people. Many people who I met in the part-time job provided me some of lessons.
Q4: Is there any strength or shortcoming?
A: Advantages of a part-time job are that I feel a sense of achievement. Because I bought something from money I earned. I can find out my interests and aptitudes through the part-time job. Negatives are that I lost time to study and spend alone time. Also, I couldn't go to my hometown usually.

A. I'm holic to organize and proceed lecture for university students in my group.

A. I found myself grow up through organizing and proceeding a lecture. I can learn from that to how to plan, lead attention. I has gained confidence while I work in group.

I could have broader horizons to do something. So, I has trying to think outside the box. Also, I became trust my potential.

Advnatages of 'Holic' is holic itself. Actually, immersing something is difficult. So, immersing in my work is lucky for me. Nagative of 'holic' is that I impose my self. Sometime, I let me work around the clock. So, I often feel tired when I come back home.
'Holic' something isn't a bad thing. 'Holic' gives them the strength to go on. As they immerse something, they feel alive in that they put his heart and soul into that. Then, why don't you 'Holic' something like them? You get the engine of life in the boredom of your everyday life.

Lack of Treatment for Heroes

Until the society we are living in now, there are many contributors for our country. War veterans who dedicated their all for our nation’s future during the Korean War, soldiers who dedicate their youth for our nation’s security, fire fighters who risk their life for citizens’ safety and so on. They do deserve to be treated with respect. But now, the level of support and treatment for them is very poor.
According to statistical data of Ministry of Patriots and Veterans Affairs, war veterans’ average age is about mid eighties. But still now there are lots of problem about respectful treatment for war veterans. Korean War veterans’ average war pension is only 17 million won officially, and 87% of them suffer from the hardships of life. They use the term ’60 years with war’ to express their situation. Nevertheless, most of war veterans are proud of what they did for nation and it makes us feel sad. Actually, our nation provides many support plans such as education, medical care, but region that can have support plans is limited. Moreover, nowadays almost information is digitalized through the internet. The sad part is most of war veterans have difficulty in using internet so they cannot have support plan frequently.
Compared to other developed countries, poor conditions of treatment for war veterans reveal explicitly. In case of US, they provide war veterans with about 1295 dollars every month for pension, and invite veterans to official meeting like presidential inauguration. Also, when hold a funeral, they provide the highest level of military funeral and has made an effort to provide comfort to their old age. In case of Russia, in their annual Victory Day, every war veterans who fought for Russia celebrates their career. Citizens are give flowers to war veterans and military parades are held in Moscow and it leads to suburb. Of course, it is difficult to make direct comparison. But we can infer that treatment for heroes is really opposite.
Treatment for fire-fighting officers who endeavor for citizen’s safety is also in poor state. We can easily realize that support for fire-fighting officers is not enough considering the photo that they get dehydrated when they are working. They cannot receive firefighting equipment right moment, so they have to buy necessary equipment at their own expense. Also, there are lots of fire trucks that are on its last legs and its water is exhausted within 2-3 minutes. According to statistical result, 26% of firefighting equipments are worn out and in case of suppression equipments and personal protective gears, each 43% and 34% of them are worn out. Situation like this does not change despite annual government inspection. Ironically, fire service budget is decreased 154 billion won to 138 billion won. What is worse, budget for equipment decreased in half. Poor working conditions like this, one in five fire-fighting officers retire in five years.
The more advanced country, the better treatment and recognition for fire-fighting officers receive. In case of US, they are equipped with great equipments. They provide gloves that cannot be harmed by anything like hammer, sword, bullet and fire. By contrast, Korean fire fighters can be seen with old gloves and even cotton work gloves. And in case of Germany, welfare system for fire-fighting officers is well formed. Fare compensation for dangerous working condition and welfare system for injury are representative. Above all things, rate of social respect for fire fighter is really high because of the belief that it is valuable job. Like so, fire-fighting officers deserve respect. In Korea, however, there are lots of mistreatment for them.
We can easily find unreasonable treatment in case of soldiers who devote their youth. Not long ago, there was a soldier who loses his leg because of landmine. Government gave this soldier medical expenses only for a month, and does not care about rest of the medical expenses, so soldier’s family contracts huge debt. In this situation, however, government installed sculpture called ‘foot of peace,’ and it costs about 200million won. Only then it became a controversy, government provide his family medical expenses. Even it is prepared from other soldier’s budget. Like this, there are many men of national merit who became disabled during army service. Among them, severe disabled soldier and police officers are classified into men of national merit first-class. They suffer from not only physical pain but mental anguish. In this situation, former presidents have promised to give better treatment for them at every events that held in national holiday. But it always ended with a mere show.
17 million won for War pensions to war veterans, it is really small amount. On any account after war, 87% of war veterans have hardship of their life is inevitable problem of our society. Therefore, expansion of support in accordance with war veteran’s income is needed. At this moment, we should not regard this budget as a simple expense. War veterans enable our country to maintain before industrialization. And this expense will be a positive influence to our country’s image development. So, respectful treatment for war veterans should be improved immediately. Fire-fighting officer’s lack of treatment makes hearer feel anxious. Their poor working condition can threaten not only fire fighter’s safety but also citizen’s safety when fire breaks out. Thus, now is a crucial juncture that needs to prepare budget for modernizing firefighting equipment. Also, citizen’s tax should be used clearly and be used for improving their working environment. Our society should become a society that fire fighter is treated well.
‘You are never forgotten’ is a slogan of JPAC(Joint Pow/Mia Accounting Command). Like this slogan, we should consider that if we forget someone who devoted their life for our country and someone who are devoting themselves for nation’s safety, there will be no one when our country facing the risks. Now, it is the time to pay our respect to heroes.

Way to Protect Our Cultural Heritage

In 2008, A fire destroyed up to 88 percent of Sungnyemun Gate. It is emerged that 69-year-old man who had a complaint about land compensation set Sugnyemun on a fire. The world's press exhibited impatience, and we could not evade a disgrace to our country. It was a typical case showing how weak our cultural asset protection was, and awakening the people. In 2013, Sugnyemun Gate was restored, but few months later, the news about its poor restoration made the people not only be in shock again but also feel a letdown. We cannot keep turning our backs anymore. Let's look at the present condition of cultural properties conservation of Korea.
At a Sungnyemun rebuilding project, Cultural Heritage Administration stood for principle 'to reestablish as the original form with traditional techniques and implements.' To do this, they had to discuss whether 5 years, the construction deadline, are proper first of all. In fact, operation of Sungnyemun restoration leaded to the event business excessively. : building factories to bake roof tiles and getting forges temporarily in the middle of Seoul. Furthermore, a chronic construction practices to push ahead repeated and a peace-at-any-price principle and an makeshift way was prevalent. The undried wood was used, and the untested dancheong work(traditional multicolored paintwork on wooden buildings) proceeded. It was a reason that Japanese material and synthetic pigment were used in the process of Korean traditional rebuilding. The problem of dancheong in unproven way cut-off from tradition was revealed immediately. The dancheong was starting to peel off on the third day after the restoration was complete. And five months later, damage appeared to anywhere. The journalists sharply criticized "It is the greatest shameful case of damaging tradition. This is a current picture of Korean cultural properties restoration using Japanese materials to keep Korean tradition."
Also, only half wooden cultural legacies designated as national treasures have fire insurance. The uninsured wooden cultural heritages include the Tripitaka Koreana which are protected by the UNESCO program. According to the article 34 of the Cultural Properties Protection Law in force, a nation and a local government can burden the price if management association is unable to do. However, Cultural Heritage Administration does not provide fire insurance cost of national treasures which are owned by temple and private. And they stand to have no responsibility to insurance.
The way we treat the palace that the royal family inhabited during the Joseon Dynasty also seems to matter. Opening at night in Gyeongbok Palace present us with an antique mood and gorgeous beauty of construction. However, some citizens show an immoral and irresponsible attitude like bringing food and drink not allowed in the palace and crushing a pot with a mat spread. That would have been inconceivable in the past. It is no exaggeration to say that the Koreans are losing the preciousness of cultural legacy. We can easily tell the reason from a gap of the palace entrance fee between other country and Korea. Consider the example of France. An admission of the Versailles Palace is 15 euros (more than 18,500 won). By comparison, an admission of the Gyeongbok Palace is only 3,000 won. An anecdote about a entrance fee is famous. : Officials wanted to increase it from 1,000 won to 5,000 won but government opposed because it was too expensive. So it was priced as 3,000 won.
Then what is the way to protect our cultural heritage? First, the government need to increase budget to protect cultural legacy. According to the current state of cultural budget in 2013, England, France, Italy, and Taiwan has 0.3%, 0.94%, 0.44%, and 1.16% in order, but Korea has only 0.17% of whole budget. The gap of a real budget is much bigger considering the difference in economic scale. So, the insistence that the budget of Cultural Heritage Administration should be 1% at least to change the current policy for cultural legacies protection was propounded.
In fact, depending on the status of cultural assets stealing and retrieving in August last year, the number of cases about stolen treasures is about ten thousand five hundred for seven years. On the other hand, return rate of stolen treasures is just about seven hundred, 7% of the whole. But, the budget for an antitheft system is decreasing every year. It is a hundred million won, only 30% compared to 2.6 billion won in 2008.
Second, domestic institution for protection of cultural heritage should be increased. There are some organization for discovering and researching, but few for preserving. To more effective management, the government need to support the organizations for protection and cooperate closely.
The reason for cultural heritage conservation is to succeed national culture and make it possible to use someday. As a result, we can promote cultural improvement and contribute to cultural development. To inculcate great talents in the future with proper sense of history, the protection of historical tracks, cultural assets, is necessary. For this, the effort of the government and citizen is urgently needed.
