통일가의 역사는 봄으로부터 출발했습니다. 봄은 생명이 약동하고 꿈을 키울 수 있는 아름다운 계절입니다. 그래서 아버님이 봄을 좋아하셨습니다. 여러분은 행복한 사람들입니다. 농부는 봄에 미래의 수확을 위해서 정성을 다하여 땅을 가꾸고 씨를 뿌립니다. 여러분도 마찬가지입니다. 

우리에게는 세상의 누구도 갖지 못한 보화가 있습니다. 아주 중요한 씨가 있습니다. 그것을 내가 여러분에게 주었습니다. 3대 경전과 천일국 헌법입니다. 이것을 가지고 여러분은 이 봄에 씨를 뿌려야 됩니다. 여러분이 참된 주인이 되어 세상을 교육해야 합니다. 우리밖에는 아는 사람이 없습니다.

이 나라의 위정자와 모든 지도급에 있는 사람들이 배워야 합니다. 그 길만이 이 나라가 살고, 세계가 사는 길입니다. 그런데 여러분이 하늘 앞에 보답할 수 있는 실적을 거두지 못하면 설 자리가 없습니다. 이때가 얼마나 절박하고 감사한 순간인가 하는 것을 잊지 말아야 합니다. (2014.5.1 천정궁)

천일국이 시작된 지도 4년이 됐습니다. 그동안 내가 여러분에게 무엇을 보여줬습니까? 여러분이 살아가는 데 있어서 참부모님과 하나가 된 삶을 살았다고 할 수 있는 교육자료로서 3대 경전을 편찬했습니다. 천일국의 헌법을 만들었습니다.

전 세계 모든 나라의 모델로서 갖춰야 할 분야가 많이 있습니다. 그래서 최고 위원회를 만들고 5원(천정원, 천의원, 천법원, 천재원, 천공원)을 정했습니다.

우리는 부모님을 중심 삼고 한 체제로 나아가야 합니다. 기관이라든가 모든 면에서 종합하여 한 체제가 되어 부모님을 중심 삼고 종적으로 대오를 맞춰서 나아가야 할 때입니다. (2016.10.6, 용평리조트)

천일국 4년부터 천정원, 천공원, 천재원의 3원을 천일국 헌법에 의거하여 대체기관의 체제에서 독립적인 통치기구의 체제로 출범함을 하늘부모님과 천주 앞에 천지인 참부모님의 이름으로 선포합니다. (2016.2.20, 청심평화월드센터)

4) 天一国憲法の制定と天一国の5苑 - 1 

統一家の歴史は春から出発しました。春は生命が躍動し、夢をはぐくむことができる美しい季節です。ですから、お父様は春がお好きでした。皆さんは幸福な人です。農夫は春に、未来の収穫のために心を込めて地を耕し、種を蒔きます。皆さんも同じです。

私たちには世の中の誰ももつことのできなかった宝物があります。とても大切な種があります。それを私が皆さんにあげました。三大経典と天一国憲法（教会法）です。これをもって皆さんはこの春に種を蒔かなければなりません。皆さんが真の主人となって世の中を教育しなければなりません。私たち以外には知っている人がいません。

この国の為政者とすべての指導者クラスにいる人々が学ばなければなりません。その道が唯一、この国が生き、世界が生きる道です。ところが、皆さんが天の前に報いる実績を収められなかった場合には、立つ瀬がありません。この時がどれほど切迫した時であり、感謝すべき瞬間であるかということを忘れてはなりません。（2014.5.1、天正宮博物館）

天一国が始まってから4年になりました。その間に、私は皆さんに何を見せたでしょうか。皆さんが生きていくにあたって真の父母様と一つとなった生涯を生きたと言える教育資料として三大経典を編纂しました。天一国憲法（教会法）をつくりました。全世界のすべての国のモデルとして備えるべき分野がたくさんあります。

ですから、最高委員会をつくり、5苑（天政苑、天議苑、天法苑、天財宛、天公苑）を定めました。私たちは父母様を中心として一つの体制で進まなければなりません。機関であるとかすべての面で総合して一つの体制となって、父母様を中心として縦的に隊伍を組んで進まなければならない時なのです。（2016.10.6、龍平リゾート）

天一国4年から天政苑、天公宛、天財宛の3宛を、天一国憲法（教会法）に基づき、代替機関の体制から独立的な統治機構の体制として出帆することを、天の父母様と天宙の前に天地人真の父母様の名によって宣布します。（2016.2.20、清心平和ワールドセンター）

Chapter 4 : The Cheon Il Guk Constitution and the Five Branches of the Cheon Il Guk Administration - 1 

The Unification movement's history begins from the spring. Spring is a beautiful season that throbs with life and a time when dreams can be cultivated. That is why True Father loved spring. You are truly happy people. A farmer cultivates his land with all his heart and plants seeds in the spring in order to bring in the harvest later in the year. This also applies to you.
 
You have a treasure that no one else on earth possesses. You have very important seeds, which I have given to you. They are the three holy scriptures and the Cheon Il Guk Constitution. You must take them and plant the seeds in the spring. You should become true owners and educate the world.

We are the only ones who know the truth. Politicians in this nation and all those in leadership positions should learn. This is the only way for the nation and the world to live. However, if you fail to yield results and have nothing to return to Heaven you will have no place to stand. Please do not forget how urgent this time is and how grateful you should be. It has been four years since the start of Cheon Il Guk. What have I shown you during this time? I compiled the three volumes of the Holy Scriptures as educational material that will guide you and enable you to say, "I have lived in unity with True Parents” throughout your lives. I created the Cheon Il Guk Constitution. As the model nation for the whole world, there are many areas in which we must equip ourselves.

That is why I established the Supreme Council and set the five branches of the Cheon Il Guk administration: Cheon Jeong Won, Cheon Eui Won, Cheon Beob Won, Cheon Jae Won and Cheon Gong Won. It is now time to combine all areas, including our existing organizations and projects, and align them under one system that advances centered on True Parents. (2016.10.06, YongPyong Resort) 
 
From the 4th year of Cheon Il Guk, three additional branches will be added to the Cheon Il Guk administration: Cheon Jeong Won, Cheon Gong Won and Cheon Jae Won will be added to the Cheon Il Guk Constitution.

Each of them will be established as an independently governed branch. I proclaim this in the name of the True Parents of Heaven, Earth and Humankind before Heavenly Parent and the cosmos. (2016.02.20, CheongShim Peace World Center)
