Assalamuálaikum wa rahmatullahi good news and greetings. How are you guys doing? I hope your brothers are healthy.
Today 17 Ramadan is the day that Muslims commemorate the events of Nuzul al-Quran, which is the day when the Quran is revealed to mankind. So at the beginning of my speech, I wish to congratulate the Nuzul Quran on all Muslims. Hopefully the events of Nuzul Quran celebrated today remind us to always make the Quran a living guide. I also pray that Muslims in this country can have a full fast of worship.
Today, I would like to inform all my brothers and sisters about the latest developments in the implementation of the Conditional Movement Control Order or the CPPB which began on May 4. Alhamdulillah, I see the implementation of the CPPB has been smooth and orderly. No traffic congestion occurs at public transport stations, LRTs, MRTs, buses, restaurants and more. Apparently, the average citizen complies with the prescribed SOP.
The economic sectors have also begun to open. Those who have been displaced in their hometowns or elsewhere have begun to return to their homes. University students stranded on campus have also returned to their families. Thank God.
Many of the sisters have also started working. To date, an estimated 6.64 million or 43.6 percent of workers have returned to work. I expect this number to increase over the next few weeks.
God willing, with the increasing number of workers returning to work in various sectors of industry and business, economic activity in our country will be revitalized. Those who work will get paid. The business people will make a profit and profit. These revenues can be expended in our economic system which ultimately drives the country's economic growth.
I would like to thank the state governments who have cooperated with the federal government in reopening their respective economic sectors.
I'm also grateful that the new cases of COVID 19 remain low and under control. The cure rate is also high. As of May 9, 4,929 or 74.8 percent of patients had been cured. I would like to thank all the doctors, nurses and all the medical staff who have helped to treat all of these patients until they recover.
I also want to share some good news with my sisters. In a study conducted by a Singapore-based research agency, Malaysia ranked fourth out of 105 countries in terms of people's satisfaction with the government's efforts in addressing the COVID-19 outbreak.
So once again, I want to thank all of our frontline staff who have sacrificed so much over the last two or three months to make sure that all Malaysians survived the COVID epidemic 19. I would also like to express my gratitude to my dear brothers and sisters. all Malaysians from Perlis to Sabah who have always been disciplined to comply with the CPP and CPPB directives to make it easier for our frontline personnel to handle this crisis.
As a result of the hard work of the frontline staff and the discipline of our brothers throughout the CPP and the CPPB, we have succeeded in making almost every living or zone in our country green. These regions have not registered any new COVID 19 positive cases in the last two weeks.
Of the 1,178 counties, divisions, zones, sub-zones and precincts nationwide, 1,112 or 94.4 percent were categorized as green, while 62 or 5.2 percent were categorized as yellow and only 4 or 0.34 percent were still in red. What is meant by red status is the regions with more than 40 positive cases of COVID 19.
For your information, there are 4 areas so far that are in red:
Mukim Batu, Gombak, Selangor;
Stone Zone, Stone Mountain, Kuala Lumpur;
New Village Zone, Urban Area, Kuala Lumpur; and
Spouse in Rembau District, Negri Sembilan
For the residents of these areas, I advise you to be more careful when leaving the house. Practice social incarceration. Wear a mouth and nose mask. Always wash your hands. If possible reduce outside activities.
For people outside this area, my first advice is not to visit this area for now. It's best to avoid being exposed to the COVID 19 outbreak.
Second, for the people in the green, do not forget that you are all safe and can move around freely. The brothers may think that the brothers will not be infected with this outbreak because they are in the green. But I always want to remind you that this COVID 19 virus is a silent enemy we have never seen. It can attack us anytime and anywhere.
So, be careful. Social incarceration, wearing mouth and nose masks, and hand washing must continue until we find the vaccine for this virus.
According to the physicians, the process of producing the vaccine usually takes about 12 to 18 months. I have been in contact with several foreign leaders and have been informed that clinical trials are underway to produce the vaccine for the virus. I hope the vaccine can be produced as soon as possible so that we can be free of the COVID-19 threat as soon as possible.
My dear brothers and sisters,
Although we have made many positive progress in the fight against the COVID epidemic 19, our efforts have not been successful. Steps still need to be taken to combat this outbreak. From the general point of view I also see that the average people want the government to continue to take reasonable steps to combat the epidemic.
Therefore, on the advice of the Ministry of Health of Malaysia and the National Security Council, I would like to announce a Conditional Movement Control Order or CPPB effective May 12, 2020, which will resume until June 9, 2020, for another 4 weeks. This means that all regulations and SOPs implemented during the CPPB will remain in effect until June 9, 2020. Any changes to the regulations, SOPs or the list of sectors that are allowed to operate will be notified from time to time.
During this time, there are several major festivals that will usually involve the movement of people, namely Hari Raya Aidilfitri, Kaamatan Festival and Gawai Day. So I want to remind my brothers about the inter-state movement that was still in force during this period. This means, thank you very much, I beg your pardon, for the sake of the safety and health of all of us, the return of the village across the state border for public holidays is not allowed.
I know many people who are sad are unable to go back to their village holidays with their families. Be patient. When things get a little better, siblings can go back to their hometown to visit parents and siblings.
TV and Radio stations can occasionally play Regional Vocal songs. Playing it always makes me feel good too. Play Hari Raya songs that can brighten the mood. I saw on YouTube the song "Jange Kelik La Weii". The song is OK.
But that doesn't mean we can't celebrate Aidilfitri, Kaamatan Festival or Gawai Day. Traveling is allowed among neighbors and families living in the same state with a maximum of 20 people at a time. So there is no need for a grand banquet or an open house.
Every family should comply with health SOPs such as social incarceration, mouth and nose wear, and personal hygiene practices such as the use of hand sanitizer during this festive occasion. Keep the house clean. Wash dishes, spoons, forks and more after use to entertain guests.
The Ministry of Health also recommends that your relatives avoid being in a crowded or enclosed area. When it comes to chatting with guests, take some time off. There's no need to sit too close.
Regarding congregational prayers at mosques, including Friday prayers, the Malaysian Islamic Development Department is refining specific procedures or SOPs that can be practiced by the congregation. InshaAllah, after the SOP is concluded and presented to His Highness His Majesty the King and the Rulers as the heads of the federal Islamic Religions and states for approval, the government will announce the right to pray in the mosque.
I know many Muslims long for a mosque, especially for Friday prayers, terawih prayers and five-hour prayers. God willing, we pray things will get better. Additionally there have been many green areas throughout the country. With the regular implementation of the SOP, I believe the mosques in this area are ready to be opened to members of the parish. Allow some time for the Islamic authorities to refine the relevant SOP.
God willing, in the near future we can perform our worship more fully and the Islamic law will shine again.
The same is true of churches and houses of worship for Christians, Buddhists, Hindus, Sikhs and others. The government will announce certain SOPs to enable non-Muslim brothers and sisters to perform their own house of worship.
About the cross country trip, I was told that there were couples who lived far away from work. For example, the husband works in Perlis, his wife in Johor. Due to travel restrictions across the state, some husbands have not been able to see their children for two months. So I would like to announce that we give this couple a chance to travel across the state for the purpose of meeting their families. For those traveling across the states of Sabah and Sarawak, I wish the Sabah and Sarawak governments to provide the same flexibility. Applications can be made through the Gerak Malaysia application or go to the nearest police station.
On the issue of National Care Aid payments, I hear there are complaints from people who have failed to receive these payments for various reasons. This is because the information is not complete. Some have rejected his application because the record shows income exceeds the eligibility criteria. But they actually lost their jobs and lost their source of income. Some of the applicants are students who have received BPN assistance for the student category. So their application for a BPN payment for the single category was rejected.
This is one of the reasons why the application was rejected. In light of all this, the Minister of Finance has agreed to extend the appeal period for BPN applications by May 31, 2020.
In addition to sending e-mails, applicants whose applications have not been approved can appear by the IRB counters for appeal starting Monday, May 11, 2020. For states holidaying tomorrow, they can go to the IRB counters on Tuesday, May 12, 2020. I do not promise that all appeals will be approved. But any appeal that is qualified and reasonable, God willing can be approved.
I also want to note that yesterday the government approved 2.3 million BPN applications, including new applications and appeals, totaling RM1.7 billion. With the approval, the total number of BPN recipients to date is 10.6 million involving RM11 billion in payments.
My dear brothers and sisters,
We have tried our best to fight the COVID epidemic 19. Our efforts have shown signs of success. But I would advise you not to harp. We are still in the early stages of implementing the CPPB. As the number of people coming out of the house to work increases, the risk of infection also increases.
So, the next few weeks are quite critical for us. The results of the CPPB implementation can only be seen in a few weeks' time. In the event of a significant increase in cases during this period, the government will have to implement the Enhanced Movement Control Order or PKPD for the affected areas.
We want to prevent this from happening. Therefore, I want to appeal to all siblings to obey the government-mandated SOP. It's not difficult. It's simple. Avoid crowded places. Practice social incarceration. Wear a mouth and nose mask. Always wash your hands or use hand sanitizer. Also, leave the house only if necessary.

여기 기준은 하지말라는 것만 안함 되는 듯합니다. 주정부가 4명 허락 했을때 페낭서 안된다고 한 적이 없습니다. 안되는건 현재 식당서 식사하고 운동정도 이죠. 이것도 13일부터는 되니 상관없을 듯 합니다
추후에 페낭 주지사의 발표를 보면 자세하게 알겠죠. 4주 연장이라~ㅠㅠ 능구렁이 같은 연방 정부의 행태 이젠 지겹네요. ^^
뭐 이젠 나름 적응을 해서...^^
한국뿐 아니라 전세계가 락다운 같은 조치들이 완화된 후에 바로 더 퍼지는 경향이 있어서 정부로선 나름 최선의 선택이지 않았나 싶어요. 백신이 나오기전까진 계속 조심 또 조심하는 수 밖에 없는거 같습니다.
