Gov't must press Cambodia for tougher action on international crimes

정부는 캄보디아에 국제 범죄에 대한 강력한 조치를 촉구해야 합니다.

The Korean public is outraged over the government’s inaction as its nationals faced increasing peril from organized crime in Cambodia.

캄보디아에서 자국민들이 조직범죄로 인한 위험에 직면한 가운데 한국 국민들은 정부의 무대책에 분노하고 있습니다.

The internet is now awash with harrowing accounts from survivors who risked their lives to escape what they described as a hellish detention at the hands of Chinese-led criminal syndicates in the Southeast Asian country.

현재 인터넷에는 동남아시아 국가에서 중국인 주도의 범죄 조직에 의해 지옥 같은 구금 상태에서 목숨을 걸고 탈출한 생존자들의 끔찍한 증언이 넘쳐나고 있습니다.

One escapee recounted making a desperate call to the Korean Embassy in Phnom Penh, terrified he might be spotted by the criminals who had kidnapped him.

한 탈북자는 자신을 납치한 범인들에게 발각될까 봐 두려운 마음에 프놈펜 주재 한국 대사관에 필사적으로 전화를 걸었다고 회상했습니다.

Instead of receiving immediate assistance, he was told by an unnamed embassy official to contact the Cambodian police himself.

그는 즉각적인 도움을 받는 대신 익명의 대사관 직원으로부터 캄보디아 경찰에 직접 연락하라는 말을 들었습니다.

When he explained he didn’t speak the local language, the staffer reportedly advised him to use Google Translate.

그가 현지어를 할 줄 모른다고 설명하자 직원은 구글 번역기를 사용하라고 조언한 것으로 알려졌습니다.

Families of other missing Koreans have also come forward, sharing the pain and helplessness of waiting for news from Cambodia.

다른 한국인 실종자 가족들도 캄보디아에서 소식을 기다리는 고통과 무력감을 공유하며 목소리를 내고 있습니다.

While their individual experiences vary, they all echo the same sentiment: The Korean government was not there when its citizens needed help the most.

각자의 경험은 다르지만 모두 같은 심정을 토로하고 있습니다: 자국민이 가장 도움이 필요할 때 한국 정부는 곁에 없었다는 것입니다.

Foreign Minister Cho Hyun came under intense scrutiny during a National Assembly inspection of the foreign ministry.

Lawmakers harshly criticized Cho and his ministry for their failure to act swiftly.

“When did you become aware of the seriousness of the situation in Cambodia?” asked Rep. Song Eon-seog of the main opposition People Power Party.

“Most recently,” Cho replied. Pressed for a specific date, the minister responded, “Last week.”

Rep. Song fired back: “You must be out of your mind. You clearly never cared about the safety of Korean nationals.”

The foreign ministry deserves the public and political backlash it is facing.

외교부는 지금 직면하고 있는 국민적, 정치적 반발을 받아 마땅합니다.

It ignored urgent pleas from endangered Koreans abroad and failed to recognize the gravity of the situation.

외교부는 해외에서 위험에 처한 한국인들의 긴급한 호소를 무시하고 사태의 심각성을 인식하지 못했기 때문입니다.

Rep. Park Chan-dae of the ruling Democratic Party of Korea has called for the establishment of a dedicated institution to assist Koreans overseas who are in danger.

여당인 더불어민주당 박찬대 의원이 해외에서 위험에 처한 한국인을 지원하기 위한 전담 기관 설립을 촉구하고 나섰다.

Park received public praise for his proactive involvement in rescuing two Koreans detained in Cambodia earlier this year.

박찬대 의원은 올해 초 캄보디아에 억류된 한국인 2명을 구출하는 데 적극적으로 개입해 국민적 찬사를 받은 바 있습니다.

In August, his office received a call from the parents of the abductees.  He immediately relayed the situation to the foreign ministry, urging them to intervene.

지난 8월, 그의 사무실에는 납치 피해자들의 부모로부터 한 통의 전화가 걸려왔습니다.  그는 즉시 외교부에 상황을 전달하며 개입을 촉구했습니다.

 According to Park, the ministry contacted Cambodian authorities, and with the help of a Korean consul, the two Koreans were successfully rescued.

외교부는 캄보디아 당국에 연락을 취했고, 한국 영사의 도움으로 한국인 2명을 무사히 구출할 수 있었다고 박 대변인은 전했다.

Park emphasized that close coordination between his office, the foreign ministry and embassy officials was critical to the successful outcome, highlighting just how crucial swift and decisive action can be when lives are on the line.

박 의원은 외교부와 외교부, 대사관 관계자들 간의 긴밀한 협조가 성공적인 결과를 이끌어내는 데 결정적이었다고 강조하며, 생명이 위태로울 때 신속하고 단호한 조치가 얼마나 중요한지 강조했습니다.

Testimony from survivors and lawmakers suggests the foreign ministry has responded inconsistently to Korean nationals kidnapped in Cambodia.

생존자와 국회의원의 증언은 외교부가 캄보디아에서 납치된 우리 국민에 대해 일관성 없는 대응을 했다는 것을 시사했습니다.

When an influential lawmaker like Park — widely seen as a close aide to President Lee Jae Myung — made a request, the ministry was quick to mobilize resources.

이재명 대통령의 측근으로 알려진 박 의원과 같은 영향력 있는 국회의원의 요청이 있었을 때 외교부는 신속하게 자원을 동원했습니다.

Yet when an ordinary citizen, whose life was in immediate danger, asked for help, the response was passive at best.

하지만 생명이 위급한 일반 시민이 도움을 요청했을 때는 기껏해야 소극적인 대응에 그쳤습니다.

Such a glaring double standard warrants harsh criticism.

이러한 외교부의 명백한 이중 잣대는 가혹한 비판을 받아 마땅합니다.

The ministry’s selective handling of these cases undermines the trust of the Korean public and calls into question the core principles guiding its diplomatic mission, raising serious doubts about whether the ministry has fulfilled its duty to protect Korean citizens abroad.

외교부가 이러한 사건을 선별적으로 처리하는 것은 한국 국민의 신뢰를 훼손하고 외교 사절단을 이끄는 핵심 원칙에 의문을 제기하며 외교부가 재외국민 보호 의무를 다하고 있는지에 대한 심각한 의구심을 불러일으키고 있습니다.

The scale of the problem is alarming. In 2023, around 30 Koreans were reported kidnapped or missing in Cambodia.

문제의 규모는 놀라울 정도입니다. 2023년 캄보디아에서 납치 또는 실종 신고된 한국인은 약 30명이었다.

That number surged to 220 the following year and had already reached 330 by August this year.

이듬해에는 220명으로 급증했고, 올해 8월까지 이미 330명에 달했다.

These rapidly increasing figures point to a clear and escalating crisis that cannot be dismissed.

이러한 급증하는 수치는 무시할 수 없는 명백하고 고조되는 위기를 나타냅니다.

Despite the warning signs, the foreign ministry failed to address the issue as a serious policy priority.

이러한 경고 신호에도 불구하고 외교부는 이 문제를 심각한 정책 우선순위로 다루지 않았습니다.

No cross-ministerial task force was formed. No systematic response plan was implemented.

범부처 태스크포스도 구성되지 않았습니다. 체계적인 대응 계획도 수립되지 않았습니다.

The absence of an effective early warning or crisis management system has directly contributed to the ongoing kidnapping surge.

효과적인 조기 경보 또는 위기 관리 시스템의 부재는 현재 진행 중인 납치 급증에 직접적으로 기여했습니다.

Protecting our citizens overseas is a core responsibility of the foreign ministry.

해외에서 우리 국민을 보호하는 것은 외교부의 핵심 책임입니다.

It’s one reason Korean embassies are staffed with personnel from various government bodies, including military and cultural attaches.

한국 대사관에는 군인, 문화담당관 등 다양한 정부 기관의 인력이 배치되어 있는 이유 중 하나입니다.

The Korean Embassy in Phnom Penh even has a consul dispatched by the National Police Agency.

프놈펜 주재 한국 대사관에는 경찰청에서 파견한 영사도 상주하고 있습니다.

But despite this cross-ministerial presence, the embassy failed to prevent the kidnappings.

하지만 이러한 범부처적인 인원의 존재에도 불구하고 대사관은 납치 사건을 막지 못했습니다.

While it’s true that foreign embassies face limits due to the sovereignty of host countries, that does not excuse inaction.

외국 대사관이 주재국의 주권으로 인해 한계에 직면한 것은 사실이지만, 그렇다고 해서 무대책이 변명될 수는 없습니다.

Just as the ministry coordinated with Cambodian authorities in response to Park’s request, consular officials should have done the same in other cases.

외교부가 박 씨의 요청에 따라 캄보디아 당국과 협조한 것처럼, 영사관 관계자들도 다른 사건에서도 같은 조치를 취했어야 합니다.

Their failure to act raises troubling questions about who gets help and why.

외교부가 조치를 취하지 않은 것은 누가 왜 도움을 받아야 하는지에 대한 의문을 제기합니다.

Korea must learn from its inadequate response to the crisis.

한국은 이 위기에 대한 부적절한 대응에서 교훈을 얻어야 합니다.

It should consider implementing an early warning system and establish clear protocols to protect its citizens in the event they go missing or are kidnapped abroad.

조기 경보 시스템 도입을 고려하고 자국민이 해외에서 실종되거나 납치될 경우 자국민을 보호하기 위한 명확한 프로토콜을 수립해야 합니다.

Additionally, Korea must press Cambodia to take stronger action against international criminal gangs operating within its borders.

또한 한국은 캄보디아가 국경 내에서 활동하는 국제 범죄 조직에 대해 더 강력한 조치를 취하도록 압력을 가해야 합니다.

Tackling transnational crimes such as online scams cannot be done by Korea alone.

온라인 사기와 같은 초국가적 범죄에 대처하는 것은 한국 혼자만의 힘으로는 불가능합니다.

Therefore, it is crucial for Korea to collaborate not only with Cambodia but also with other affected nations to coordinate efforts and crack down on these criminal networks.

따라서 한국은 캄보디아뿐만 아니라 다른 피해 국가들과 협력하여 이러한 범죄 네트워크를 단속하고 공조하는 것이 중요합니다.

Joke-The Woodcutter's Lost Axe  나무꾼의 잃어버린 도끼

One day, a woodcutter was chopping trees by the river when suddenly his axe fell into the water. He began to cry.

어느 날 한 나무꾼이 강가에서 나무를 자르다가 갑자기 도끼가 물에 빠졌어요. 그는 울기 시작했습니다.

At that moment, the landowner happened to pass by and asked why he was crying.

그 순간 우연히 지나가던 땅주인이 나무꾼에게 왜 우는지 물었습니다.

The woodcutter explained that his axe, which he used to make a living, had fallen into the river.

나무꾼은 생계를 위해 나무를 하는데 사용하던 도끼가 강물에 빠졌다고 설명했습니다.

The landowner went into the water and came out holding an axe made of gold and diamonds.

땅 주인이 물속에 들어갔다가 금과 다이아몬드로 만든 도끼를 들고 나왔습니다.

He asked the woodcutter, “Is this your axe?”  그는 나무꾼에게 "이 도끼가 당신 도끼입니까?"라고 물었습니다.

“No,” replied the woodcutter.  나무꾼은 "아닙니다."라고 대답했습니다.

The landowner went into the water again and came out with a silver axe.

땅 주인은 다시 물속으로 들어가 은도끼를 들고 나왔습니다.

“Is this your axe?” he asked.  "이게 당신 도끼입니까?" 그가 물었습니다.

“No,” said the woodcutter.  "아니요." 나무꾼이 말했습니다.

The landowner went in a third time and came out with an iron axe. “Is this your axe?”

땅주인은 세 번째로 들어가서 쇠도끼를 들고 나왔습니다.  "이게 당신 도끼인가요?"

“Yes!” the woodcutter replied happily.  "네!" 나무꾼이 기쁜 마음으로 대답했습니다.

The landowner was so pleased to find such an honest man that he gave him all three axes.

땅주인은 그런 정직한 사람을 발견하고 너무 기뻐서 도끼 세 개를 모두 주었어요.

The woodcutter went home full of joy.  나무꾼은 기쁨에 가득 차 집으로 돌아갔어요.

A few days later, the woodcutter and his wife went walking by the river. Suddenly, his wife fell into the water. Again the woodcutter began to cry, and again the landowner appeared and asked why.

며칠 후 나무꾼과 그의 아내는 강가를 산책하러 갔어요. 갑자기 아내가 물에 빠졌어요. 나무꾼은 다시 울기 시작했고 다시 지주가 나타나 이유를 물었습니다.

“My wife fell into the river!” said the miserable woodcutter.

"제 아내가 강에 빠졌어요!" 비참한 나무꾼이 말했습니다.

The landowner went into the water and came out with Audrey Hepburn at her prime.

땅주인은 물에 들어갔다가 전성기 시절의 오드리 헵번과 함께 나왔습니다.

“Is this your wife?” he asked.  "이 사람이 당신 아내인가요?" 그가 물었습니다.

“Yes!” said the woodcutter.  "네!" 나무꾼이 말했습니다.

“You lied to me!” shouted the landowner, furious.  “당신은 나한테 거짓말했어!” 땅주인이 분노에 차 소리쳤다.

“Please understand,” replied the woodcutter. “If I had said no, you would have come out with Scarlett Johansson or some such.

“제발 이해해 주세요.” 나무꾼이 대답했다.  “제가 거절했더라면, 당신은 스칼렛 요한슨 같은 여자나 그런 예쁜여자와 나왔을 거예요.

And if I had said no again, you would have brought out my real wife, and then I would have said yes.

그리고 제가 또 거절했더라면, 당신은 제 진짜 아내를 데려왔을 테고, 그럼 저는 승낙했을 겁니다.

That way you would have given me all three!    그렇게 하면 당신은 세 명 모두를 제게 주셨겠지요!

But I’m a poor man – I can’t take care of three women. So I said yes right away to Pamela…”

하지만 나는 가난한 사람이라 세 여자를 다 돌볼 수 없어요. 그래서 바로 패멀라에게 예스라고 한 거죠…”
