Houthis to Target Ships in Red Sea that Travel to Israeli Ports in New Escalation, Group Says

The Houthis will resume attacks on commercial ships in the Red Sea if those ships have ties to companies that work with Israeli ports, the Yemen-based group announced this week.
While the Houthis are calling it a “fourth phase of escalation,” the move from the group is the phase of the Houthis’ Red Sea attacks when they expanded their strikes to any ship that visited Israeli ports or was associated with a company that had ties to Israel.
The last time the Houthis announced they would attack ships, the United States had multiple ships in the Red Sea. This time, it has none.
The Houthis attacked two Greek-owned ships, sailing under Liberian flags, sinking both, in early July, the first indications that the Houthis, which had been focused on striking Israel, may resume maritime attacks. In the case of MV Eternity C, the Houthis killed mariners aboard the ship, while taking others as hostages.
The Wall Street Journal reported that no naval ship — U.S. or partner — helped the Eternity C as it faced off against the Houthis in a 16-hour long battle. Another commercial ship helped rescue mariners.
When the Houthis began attacking ships in the Red Sea the first time, the U.S. had independent destroyers in the Red Sea, like USS Carney (DDG-64), with the Dwight D. Eisenhower Carrier Strike Group arriving in the Red Sea in December. The U.S. also announced the creation of Operation Prosperity Guardian in December 2023, which was a multi-national agreement to protect shipping in the Red Sea.
Currently, the U.S. has the Gerald R. Ford Carrier Strike Group in the Adriatic Sea, operating with the Italian Navy, while the Nimitz Carrier Strike Group is in the Gulf of Oman, where it has been since tensions heightened between the U.S. and Iran, according to USNI News’ Fleet and Maritime Tracker.
The U.S. has used independent destroyers to maintain a presence in the Red Sea since October 2023, but they are no longer in the Red Sea, as of last week, according to USNI News’ tracker.
The lack of U.S. and allied ships in the Red Sea will likely affect the post-attack rescue the most, said Afshon Ostovar, an associate professor at the Naval Postgraduate School and author of “Wars of Ambition,” about the U.S. and Iran. It could create a more permissive environment as well, although Ostovar pointed out that given the size of the Red Sea and the Houthi’s other targeted areas, naval ships in the Red Sea could not stop all attacks even if they were present.
The Houthi attacks on the Greek ships, whose companies had done business with Israeli ports, may suggest that the Houthis are taking the same approach but with a more aggressive rhetoric, Mohammed Albasha, a Yemen expert who authors the risk analysis Basha Report, told USNI News.
“The Houthis are once again trying to position themselves as the primary defenders of Gaza,” Albasha said in his email. “In this phase, they said they will target any shipping company or any vessel belonging to a company that does business with Israel. They explicitly stated that ships from any country would be targeted, which clearly suggests that U.S.-linked vessels could be included.”
The Houthis and the U.S. have a ceasefire in effect, as long as the Houthis do not attack U.S. ships.
While the Houthi’s statement could be seen as a threat to U.S. ships, it is likely part of the group’s messaging, not a hint of military action, Albasha said. U.S. shipping is already limited in the Red Sea due to the nearly two years of Houthi actions, with most of the traffic connected to European and Chinese interests.

The Houthis announced the new phase over the weekend, saying it is linked to the active starvation happening in Gaza due to lack of aid reaching Palestinians.
However, the Houthis are more likely using attacks on commercial shipping as a “major real-world military drill for the group,” Nadwa Al-Dawsari, an associate fellow at the Middle East Institute, wrote on LinkedIn.
“Each operation sharpens their targeting, naval warfare, and propaganda capabilities, while testing how far they can push without real consequences,” she wrote.
The Houthis do not have to attack every ship in the Red Sea, but they need to attack enough to keep the threat credible, Ostovar said.
“You don’t always know what the Houthi’s sort of calculus is for these sorts of threats,” Ostovar said. “But my guess is that they intend to make good on them.”
The Houthis have had little success with their attacks on Israel, Ostovar told USNI News last week. While the Houthis won’t degrade Israel, it allows the group to say they are in the fight.
The Houthis have a willingness to bear the risk and consequences of their actions, Ostovar said, pointing to the bombing campaigns in response to the Houthi’s Red Sea activity. Despite the bombings by Israel and the two campaigns from the U.S. under the Trump and Biden administrations, the group has not changed its overall posture.
The group also learns from their operations, he said.
“I think that’s what makes the Houthis the most dangerous is that they are both sort of willing to take the risk, but they are also an evolving threat,” Ostovar said.
On Monday, the Houthis released an approximately five-minute long video of the hostages from Eternity C. In the video, the hostages speak about the decision to travel through the Red Sea.
The video also shows the Houthis treating wounds of the mariners in the group and shows a video of the mariners speaking with their families.
While it is not clear if the mariners were coerced into praising the Houthis’ care or questioning the decision to travel in the Red Sea, Al-Dawsari wrote on LinkedIn that they were saying what the Houthis told them to say.
“I’ve warned before: the Houthis aren’t just disrupting shipping. They’re taking hostages and weaponising them for leverage,” she wrote on Linkedin. “This is the future of #maritime if the world keeps failing to take their threat seriously!”
Eternity C sinking in the Red Sea after Houthi attack
The Houthis are using the video to bolster their claim that Eternity C was a legitimate target because it was linked to Israeli ports, Albasha wrote on social media site X.
“Whether the testimonies were coerced remains unknown, but the video marks a new level of media orchestration by the Houthis, blending real human suffering with deliberate messaging to serve their political aims,” he wrote.
Ostovar called it standard propaganda. While the hostages might sound complementary toward the Houthis, everything they say is under duress.
“They create the press that they want, as opposed to allowing sort of others, their enemies or adversaries, to dictate the narrative,” he said.
A military media site for the Houthis also put out a video Monday that warns Cosmoship Management S.A., the Greek company that managed Eternity C, that two other ships will be targeted due to visiting Israeli ports.
The first is container ship HSL Nike while the other is bulk carrier Faith, according to the video.
