Seoul requests exemptions from tariffs in high-level talks in Washington

서울, 워싱턴 고위급 회담에서 관세 면제 요청

Korea requested its exemptions from the United States' "reciprocal" and item-specific tariff measures and suggested a package deal to be made by July, Seoul's Ministry of Trade, Industry, and Energy said Friday.

한국은 미국의 "상호" 및 품목별 관세 조치에 대한 면제를 요청하고 7월까지 일괄 협상을 제안했다고 서울시 산업통상자원부가 금요일 밝혔다.

These proposals came during trade talks between the two nations' finance and trade authorities in Washington, D.C., Thursday (local time). Korea’s Deputy Prime Minister and Finance Minister Choi Sang-mok, Trade Minister Ahn Duk-geun, U.S. Treasury Secretary Scott Bessent and U.S. Trade Representative (USTR) Jamieson Greer took part in the trade consultation following the Donald Trump administration’s “reciprocal” tariffs imposition.

이러한 제안은 목요일(현지 시간) 워싱턴 DC에서 열린 양국 재무 및 무역 당국 간 무역 협상에서 나왔다. 도널드 트럼프 행정부의 '상호' 관세 부과 이후 한국의 최상목 부총리 겸 재무부 장관, 안덕근 통상교섭본부장, 스콧 베센트 미국 재무부 장관, 제이미슨 그리어 미국 무역대표부(USTR) 대표가 무역 협상에 참여했다.

The trade ministry said Choi expressed Korean citizens’ concerns regarding the imposed reciprocal and item-specific tariffs, proposing to explore mutually beneficial cooperation that could be in advantage for both countries.

무역부는 최 장관이 부과된 상호 및 품목별 관세에 대한 한국 시민들의 우려를 표명하며 양국에 유리할 수 있는 상호 이익 협력 방안을 모색할 것을 제안했다고 밝혔다.

In a press conference following the talks, Choi said he stressed to the U.S. counterparts that Korea is a reliable trade partner.

회담후 기자회견에서 최 부총리는 미국 측에 한국이 신뢰할 수 있는 무역 파트너임을 강조했다고 말했다.

"We explained that we need calm and orderly negotiations," Choi said, referring to Korea's leadership change following former President Yoon Suk Yeol's ouster and a snap presidential election slated for June 3.

최장관은 윤석열 전 대통령 축출과 6월 3일로 예정된 조기 대선 이후 한국의 지도부 교체를 언급하며 "우리는 차분하고 질서 있는 협상이 필요하다고 설명했다"고 말했다.

"The two sides have formed a consensus that Korea will prepare a 'Juy package' for removal of the tariffs before July 8 when the delay of the reciprocal tariffs is finished and that the two will keep talks on tariffs, nontariff measures, economic security, investment and foreign exchange policies."

Choi said they did not discuss the issue of sharing costs for U.S. Forces Korea.

최장관은 주한미군 비용분담 문제에 대해서는 논의하지 않았다고 말했다.

The deputy prime minister added that more detailed working-level consultations will soon take place between Korea’s industry ministry and the USTR, noting that Greer will visit Korea to attend the Asia-Pacific Economic Cooperation Trade Ministers’ Meeting scheduled for May 15 to 16.

부총리는 그리어가 5월 15일부터 16일까지 예정된 아시아태평양경제협력체 통상장관회의에 참석하기 위해 한국을 방문할 것이라고 언급하며, 곧 한국 산업부와 USTR 간에 보다 구체적인 실무 협의가 이루어질 것이라고 덧붙였다.

Ahn proposed ways for the two countries to contribute to each other in achieving sustainable and balanced trade between Korea and the United States.

안장관은 한국과 미국 간의 지속 가능하고 균형 잡힌 무역을 달성하기 위해 양국이 서로 기여할 수 있는 방안을 제안했다.

During a separate bilateral meeting between Ahn and Greer following the "two-plus-two” consultation, Ahn requested that the U.S. would exclude Korea from reciprocal tariffs, item-specific tariffs such as on automobiles and steel, and any new tariffs to be imposed in the future.

"2+2" 협의 후 안 장관과 그리어 장관 간의 별도 양자 회담에서 안 장관은 미국이 한국을 상호 관세, 자동차 및 철강과 같은 품목별 관세, 그리고 향후 부과될 새로운 관세에서 제외해 줄 것을 요청했다.

The Trump administration started imposing country-specific "reciprocal" tariffs, including 25 percent duties for Korea, on April 9, only to place a 90-day pause on them shortly afterward to allow for negotiations. Its 25 percent levy on automobiles went into effect on April 3, with the same-rate duties on some auto parts set to come no later than May 3.

트럼프 행정부는 4월 9일부터 한국에 대한 25% 관세를 포함한 국가별 '상호' 관세를 부과하기 시작했지만, 협상을 위해 곧바로 90일간 유예 조치를 취했다. 자동차에 대한 25% 관세는 4월 3일에 발효되었으며, 일부 자동차 부품에 대한 동일 세율 관세는 늦어도 5월 3일까지 적용될 예정이다.

"As both countries agreed on a framework of consultations through this meeting, working-level meetings will follow next week to decide the consultations' coverage," he said through the ministry.

그는 외교부를 통해 "양국이 이번 회의를 통해 협의의 틀에 합의함에 따라 다음 주 실무 회의를 거쳐 협의 범위를 결정할 것"이라고 말했다.

"We will prudently engage with the U.S. through continuous communication with relevant ministries and industries.”

After the consultation, Bessent described the talks as "very successful," saying that Korea’s officials came with their "A-game” during a press availability at the White House following the meeting.

"We will be talking (about) technical terms as early as next week as we reach that agreement on understanding as soon as next week. So the South Koreans came early. They came with their A-game, and we will see if they follow through on that," he added.
