참부모경 - 329. 워트게이트 사건과 미국 각성 촉구

1972년 6월 닉슨 대통령의 재선을 위해 비밀공작반이 워싱턴DC 워터 게이트 빌딩의 민주당 전국위원회 본부사무실에 도청장치를 설치하려다가 발각되었다. 이로 인해 닉슨은 대통령직을 사임한 1974년 8월까지 곤경을 겪었다. 참부모님께서는 미국의 정신과 신앙․가치관이 일대 위기에 직면했다고 보시고 1973년 11월 30일 ‘사랑하고 용서하고 하나되라’는 요지의 ‘워트게이트 선언’을 뉴욕타임스와 워싱턴포스트 전면에 발표하셨다. 이 사건으로 인해 미국의 경제적 위기 초래와 세계적인 영도력 상실을 우려하시며 이 틈을 노린 국제공산주의 득세를 경고하셨다. 1974년 2월 1일 백악관 대통령집무실에서 닉슨 대통령과 요담하셨다.
 
4 1972년과 1979년을 중심삼고 미국의 대통령이 꺾여 나갔습니다. 아버님이 닉슨 대통령에 대한 워터게이트선언을 했습니다. 거기에서 아버님과 하나되면 살 수 있는 길이 있다는 것입니다. 그래서 아버님이 상원의원 하원의원들에게 한 사람도 빼놓지 않고 전부 편지를 했습니다. 이것은 우연한 사건이 아닙니다. 2년째 백악관과 우리 교차점을 가졌다는 사실은 역사적인 사건입니다. 워터게이트 사건을 논하게 될 때에는 반드시 역사적으로 아버님의 이름이 남게 되어 있습니다. 이것은 아무리 부정하려야 부정할 수 없습니다.

5 미국이 워터게이트 사건을 중심삼고 혼란이 벌어졌을 때 나는 ‘하나님에게 돌아가자.’고 외쳤습니다. 하나님에게 돌아가기 위해서는 용서를 받아야 하는데 용서를 받으려면 미국 국민도 용서하라는 것입니다. 이것이 ‘워트게이트선언’입니다. 용서하라는 것입니다. 남의 죄를 용서하지 못하면 자기도 용서받을 수 없습니다. 개인적으로나 교회적으로, 거국적으로 닉슨 한 사람을 조건 삼고 ‘너희도 그런 형상의 죄인이니 먼저 회개하고 닉슨도 용서하라.’고 한 것입니다. 아버님이 미국에서 닉슨의 사면 문제를 불러일으킨 것입니다. 민주세계가 몰락하게 되는 것은 기독교가 몰락하기 때문입니다. 기독교가 몰락하는 것은 모든 국가 문제, 모든 세계 문제를 하나님과 담판지어 행하지 않고 자의에 의해서 가고 있기 때문입니다. 에덴동산에서 타락한 것과 마찬가지입니다.
 
6 아버님 자신이 홀로 미국 땅에 나서게 될 때에는 한 개인으로 나타났습니다. 하늘의 명령을 받고 3년이라는 기간에 2억4천만에 가까운 국민에게 아버님의 의사를 알려야 됩니다. 듣든 안 듣든 소문을 내서 알려주어야 됩니다. 그것을 어떻게 할 것이냐? 기반이 없고 협력자도 없는 데다 거기에 반대까지 하는 상황이었습니다. 그런 환경을 어떻게 뚫고 나가느냐? 직행해야 되겠다, 심장부를 뚫고 나가야 되겠다는 것입니다. 그래서 가자마자 이름난 상원의원들을 만났습니다. 하원의원들도 만나 보고 그다음에 저명한 미국의 인사들을 많이 만났습니다. 그다음에는 백악관을 어떻게 뚫고 들어가느냐 하는 것이었습니다. 거기에서부터 해야 되겠다고 생각했습니다. 그런데 워터게이트 사건이 일어난 것입니다. 워터게이트 사건을 중심삼고 내가 손을 대게 되었습니다. 전 국민이 반대하고 전 국민이 희망이 없어 낙망하는 입장에 있으니 여기에서 기독교 사상을 중심삼고 하나의 방향을 제시해야 되겠다고 한 것입니다.

7 나는 오랫동안 수많은 종교와 종교인들을 찾아보았습니다. 수많은 지방의원, 유명한 인사들을 모두 만나 보았습니다. 그리고 그 나라의 명사들도 다 만나 보았습니다. 그들의 가슴에는 세계를 구원하겠다는 생각이 전혀 없었습니다. 워터게이트 사건 때에도 자칫 잘못 미끄러지면 미국은 아주 밑창에 떨어지고 마는 것입니다. 수많은 종교지도자, 빌리 그레이엄 같은 세계적으로 유명한 사람들이 나라의 선두에 서서 국민운동을 일으켜 그것을 방지해야 될 입장인데도 불구하고 그들은 꿈에도 그런 생각을 하지 못하고 있었습니다. 그래서 동양의 일각에서 태어난 문이라고 하는 사람이 책임을 졌던 것입니다. 그러나 그것은 아무렇게나 해서 되는 일이 아닙니다. 목숨을 내걸고 하나님과 담판해서 하나님이 원하시는 것이 무엇인가를 알아보았습니다. 나는 정치가가 아닙니다. 하나님의 말씀에 따라 행동하는 사람입니다. 나라를 지키고 세계를 지키고 나아갈 방향을 누군가가 말하지 않으면 안 되게 되어 있습니다. 그것을 알았기 때문에 모험의 길을 각오했습니다. 통일교회는 최후의 결단을 내렸던 것입니다.
 
8 아버님은 1972년 미국 7대 도시에서 비로소 말씀을 선포했습니다. 그 기반 위에 1973년에 21개 도시를 걸어 놓고 싸워 나갔습니다. 이 기간에 워터게이트 사건을 중심삼고 60일 전에 이것이 제시되어 21개 도시 순회노정을 1월 28일 끝마치게 되었습니다. 그 이후에 워싱턴DC에 와서 닉슨까지 만나게 되었습니다. 내가 만나자고 해서 만난 것이 아니라 닉슨 대통령이 그 날짜를 정하고 자청해서 만나자고 한 것입니다. 우연한 기회로 만난 것이 아닙니다. 어느 국가 원수가 닉슨 대통령을 만나려면 1년 반 전에 미리 다 약속을 해야 되는데 나와 이렇게 만난 것은 역사적 사건일 것입니다. 1월 30일에 국회에 보내는 교서를 발표하기 위해서 2주일에 해당하는 기간을 어느 누구도 만나지 않고 다 스케줄을 잘라 놓았다가, 교서 발표가 끝나고 2월 1일에 모든 국가의 대표자들, 어떠한 대사들도 제쳐 놓고 아버님을 만났습니다. 만날 때 아버님은 닉슨을 대해 ‘우리 기도합시다.’라고 했습니다. 닉슨도 머리 숙여 기도했습니다. 역사적인 그 회견 직전에 기도했다는 것은 여가적인 사건입니다. 극적인 회담을 갖게 되었습니다. 아버님이 얘기하는 가운데 그가 이 나라에서 그 누구보다도 자기를 사랑하고 자기를 위해서 염려하는 사람은 아버님이라는 것을 알고 절절히 감사하며 참으로 충격적인 마음을 가지고 기뻐하는 것을 여실히 느낄 수 있었습니다. 이것을 보면 역사적인 사건이 아닐 수 없습니다. 로마 황제가 예수님을 초대해서 만나는 것과 마찬가지 입장이라는 것입니다. 
 
9 미국 자체가 워터게이트 사건으로 인해 곤두박질하는 것을 아버님으로 말미암아 멈추게 할 수 있습니다. 아버님으로 말미암아 기독교에 새로운 방향을 제시하고, 미국을 중심한 민주세계에 새로운 방향을 제시하여 그들이 뜻을 세우게 되었습니다. 내가 닉슨을 만났기 때문에 이 일이 가능한 것입니다. 아버님은 하나님의 뜻에 의해서 닉슨을 만났습니다. 그렇기 때문에 그를 만나 기도를 한 것입니다. 그것이 우연한 일이 아닙니다. 사람들은 모르지만 그 섭리시대에 있어서 큰 고개를 넘는 것이 이미 결정되어 있었습니다.
 
10 내가 닉슨 개인을 보고 지지한 것이 아닙니다. 대통령직을 지지한 것입니다. 이것은 미국 국민이 앞으로 알아야 할 문제입니다. 나라의 주권자가 새로운 정책을 세우고 그 나라의 운명을 정할 때에는 특권을 가져야 합니다. 그런 의미에서 지지한 것입니다. 닉슨이 있었으면 베트남과 캄보디아가 저렇게 안 되었습니다. 내가 예상한 그대로 되었습니다. 수십억 달러에 달하는 무기를 공산세계에 몽땅 넘겨주는 국가적 수치가 되는 일을 했다는 것은 민주세계를 지도하는 국가로서 참패라는 것입니다.
 
11 내가 닉슨을 지지한 것은 베트남 전쟁을 미국의 승리로 끝내기 위한 목적이 있었습니다. 빨리 끝내야 된다는 것입니다. 이렇게 되는 날에는 아시아 방어권이 연장된다고 보았습니다. 그렇기 때문에 닉슨독트린을 수정해야 된다는 결론에 도달하였습니다. 닉슨독트린대로 되면 한국 안보문제는 자동적으로 수그러들게 됩니다. 미국과 미국 대통령이 하나되어 아시아와 하나될 수 있는 길을 하나님이 원하고 계시는데 미국과 대통령을 분립시켜 이것을 파탄시키려고 한다는 것입니다. 그러니까 내가 사랑하고 용서하고 하나되라고 주장했습니다. 그러면 거기에 기독교가 닉슨과 하나될 것이고 전 국민과 하나될 것입니다. 내가 주장한 것이 동기가 되어 그렇게 된다면 아버님과 하나되는 것입니다. 아버님이 미국을 구하고 하나 만드는 데 공로자로 등장한다는 것입니다. 그러면 닉슨은 나와 의논하게 됩니다. 그랬더라면 이 워터게이트 사건은 즉각적으로 해결되었을 것입니다.

一九七二年六月、ニクソン大統領再選のための秘密工作班が、ワシントンＤＣのウォーターゲートビルの民主党全国委員会の本部事務室に、盗聴装置を設置したことが発覚した。これにより、ニクソンは、大統領職を辞任する一九七四年八月まで、苦境に立たされた。真の父母様は、アメリカの精神と信仰、価値観が一大危機に直面したと判断され、一九七三年十一月三十日、「許せ、愛せ、団結せよ」という旨の「ウォーターゲート宣言」を、「ニューヨーク・タイムズ」と「ワシントン・ポスト」の全面広告で発表された。この事件によって、アメリカの経済的危機が招来し、世界的な指導力が喪失することを憂慮され、この隙を狙った国際共産主義が勢いを増すことがないように警告されたのである。そうして、真のお父様は、一九七四年二月一日、ホワイトハウスの大統領執務室で、ニクソン大統領と会談された。
 
４ 一九七二年と七三年を中心として、アメリカの大統領が気勢をくじかれました。お父様は、ニクソン大統領に対するウォーターゲート宣言を行いました。そこで、お父様と一つになれば、生きる道があるというのです。ですから、お父様は上院議員と下院議員たちに対して、一人残らず、すべて手紙を書きました。これは偶然の事件ではありません。二年目にホワイトハウスと私たちが交差する点をもったという事実は、歴史的な事件です。ウォーターゲート事件を論じるときは、必ず歴史的に、お父様の名前が残るようになっています。これは、いくら否定しようとしても否定できません。
 
５ アメリカが、ウォーターゲート事件を中心として混乱した時、私は「神様に帰ろう」と叫びました。神様に帰るためには赦しを受けなければなりませんが、赦しを受けようとすれば、アメリカ国民も赦しなさいというのです。これが「ウォーターゲート宣言」です。赦しなさいというのです。他人の罪を赦せなければ、自分も赦しを受けられません。個人的に、教会的に、挙国的に、ニクソン一人を条件とし、「あなたたちもそのような姿の罪人なのだから、まず悔い改めて、ニクソンも赦しなさい」と言ったのです。
 
お父様がアメリカでニクソンの赦免問題を呼び起こしたのです。民主世界が没落するようになるのは、キリスト教が没落するからです。キリスト教が没落するのは、すべての国家の問題、すべての世界の問題を神様に談判して対処せず、自分の意向によって進めているからです。エデンの園で堕落する状況と同じなのです。
 
６ お父様自身が一人でアメリカの地に進み出た時は、一個人として現れました。天の命令を受け、三年という期間のうちに、二億四千万近い国民に、お父様の意思を伝えなければなりません。聞こうと聞くまいと、うわさを立てて知らせてあげなければなりません。それをどのようにするのでしょうか。基盤はなく、協力者もいない上に、反対までされる状況でした。そのような環境をどのようにして切り開いていくのでしょうか。直行しなければならず、心臓部を貫いていかなければならないというのです。ですから、行くやいなや有名な上院議員たちに会いました。下院議員たちにも会い、それから著名なアメリカの人士たちにもたくさん会いました。
 
その次は、ホワイトハウスをどのようにして切り開いていくかということでした。そこからしなければならないと考えたのです。そのような時、ウォーターゲート事件が起きました。ウォーターゲート事件を中心として、私が手を付けることになったのです。全国民が反対し、全国民が希望をなくして落胆する立場にいるので、ここでキリスト教思想を中心として、一つの方向を提示しなければならないと考えたのです。
 
７ 私は長い間、数多くの宗教と宗教者たちを訪ねてみました。数多くの地方議員、有名な人士たちに、みな会ってみました。そして、その国の名士たちにもみな会ってみました。彼らの胸の内には、世界を救おうという考えは全くありませんでした。ウォーターゲート事件の時も、まかり間違って転べば、アメリカはどん底に落ちてしまうというのです。
 
数多くの宗教指導者、ビリー・グラハムのような世界的に有名な人々が、国の先頭に立って国民運動を起こし、それを防がなければならない立場であるにもかかわらず、彼らは、夢にもそのような考えをもつことができずにいたのです。ですから、東洋の一角で生まれた文という人が責任をもったのです。しかし、それは適当にやってできることではありません。命を懸けて神様に談判し、神様が願われることが何であるかを探ったのです。私は政治家ではありません。神様のみ言に従って行動する人です。国を守り、世界を守り、進むべき方向を誰かが言わなければならないようになっているのです。それを知ったので、冒険の道を覚悟しました。統一教会は、最後の決断を下したのです。
 
８ お父様は一九七二年、アメリカの七大都市で初めてみ言を宣布しました。その基盤の上で、一九七三年に二十一カ都市を掲げて、闘っていきました。この期間に、ウォーターゲート事件を中心として、六十日前にこれが提示され、二十一カ都市巡回路程を一月二十八日に締めくくりました。その後、ワシントンＤＣに来て、ニクソンにまで会うことになりました。
 
私が会おうと言って会ったのではなく、ニクソン大統領がその日にちを決め、自ら会うことを求めてきたのです。偶然に会ったのではありません。どこかの国の元首がニクソン大統領に会おうとすれば、一年半も前にあらかじめ、すべて約束しておかなければならないのに、私とこのように会ったのは歴史的な事件でしょう。一月三十日に国会に送る教書を発表するため、二週間、誰にも会わずにスケジュールをすべて空けておき、教書発表が終わって二月一日、あらゆる国家の代表者たち、いかなる大使たちも押しのけて、お父様に会ったのです。
 
会った時、お父様は、ニクソンと向き合って、「一緒に祈りましょう」と言いました。ニクソンも頭を垂れて祈りました。歴史的なその会見の直前に祈りを捧げたというのは、歴史的な事件です。劇的な会談をもちました。お父様が話をする中で、彼は、この国で誰よりも自分を愛し、自分のために心配している人がお父様であることを知って深く感謝しながら、本当に心を激しく揺さぶられ、喜んでいることを、如実に感じることができました。これを見れば、歴史的な事件に違いありません。ローマ皇帝がイエス様を招待して会うのと同じ立場だというのです。
 
９ アメリカ自体が、ウォーターゲート事件によって真っ逆さまに落ちていくのを、お父様によって止めることができるのです。お父様によって、キリスト教に新しい方向を提示し、アメリカを中心とした民主世界に新しい方向を提示して、彼らが志を立てるようになりました。私がニクソンに会ったので、このことが可能なのです。お父様は、神様のみ旨によってニクソンに会いました。ですから、彼に会って祈りを捧げたのです。それは偶然の出来事ではありません。人々は知りませんが、その摂理時代において、大きな峠を越えることが既に決定されていたのです。
 
10 私は、ニクソン個人を見て支持したのではありません。大統領職を支持したのです。これは、アメリカ国民が今後、知らなければならない問題です。国の主権者が新しい政策を立て、その国の運命を決めるときには、特権をもたなければなりません。そのような意味で支持したのです。
 
ニクソンがいたならば、ベトナムとカンボジアがあのようにはなりませんでした。私が予想したとおりになったのです。数十億ドルに達する武器を共産世界に丸ごと渡してしまう、国家的な恥になることをしたというのは、民主世界を指導する国家として惨敗だというのです。私がニクソンを支持したのは、ベトナム戦争をアメリカの勝利で終わらせるという目的があったからです。早く終わらせなければならないというのです。そうすれば、アジア防御圈が延長されると考えたのです。ですから、ニクソン・ドクトリンを修正しなければならないという結論に達しました。ニクソン・ドクトリンのとおりになれば、韓国の安全保障の問題は自動的に下火になっていくのです。アメリカとアメリカ大統領が一つになり、アジアと一つになる道を神様が願っていらっしゃるのに、アメリカと大統領を分立させ、これを破綻させようとしているというのです。
 
ですから、私は、「許せ、愛せ、団結せよ」と主張しました。そうすれば、そこでキリスト教がニクソンと一つになり、全国民と一つになるでしょう。私が主張したことが動機となってそのようになれば、お父様と一つになるのです。お父様がアメリカを救い、一つにした功労者として登場するというのです。そのようになれば、ニクソンは私に相談するようになります。そのようになっていたならば、このウォーターゲート事件は即刻、解決したでしょう。

In June 1972 it was discovered that a clandestine team commissioned to support President Richard Nixon's re-election had attempted to wiretap the Democratic National Committee headquarters at the Watergate office complex in Washington, DC. Due to this scandal, President Nixon was in a difficult predicament, and he resigned in August 1974.

True Parents saw that Americas spirit, faith and values were being tested by this grave crisis. On November 30, 1973, they published "The Watergate Statement" in The New York Times, The Washington Post and all throughout America, calling on Americans to "Forgive, Love and Unite." True Parents were concerned that this scandal would trigger an economic and spiritual crisis in America, weakening its global leadership. They warned that international communism would use it as an opportunity to expand its influence. True Father held an important meeting on February 1, 1974, with President Nixon in the Oval Office at the White House.
 
4 In 1972 and 1973 the US president was brought to his knees. I conveyed the Watergate Statement to President Nixon, telling him there would be a way for him to survive if he listened to what I had to say. I also sent similar letters to every US senator and congressman. Watergate was not just a coincidence, but a chance for me to connect to the White House. It is a historical fact that we have been able to maintain ties with the White House for two consecutive years. When people study the Watergate incident, without fail they will see that my name is historically recorded there supporting America and the presidency. 5 When America was in turmoil over the Watergate scandal, I cried out for the people to return to God. In order to return to God we need forgiveness, and I told the American people that in order to receive forgiveness they have to forgive. In the Watergate Statement I was declaring that we should forgive. If we cannot forgive the sins of others, we cannot be forgiven. Using one person, President Nixon, as their representative, I was telling the people that individually, as churches, and as a nation, "You are also sinners. You should first repent and forgive President Nixon." I was the one in America who introduced the idea of pardoning President Nixon.

The democratic world is collapsing because Christianity is collapsing. Christianity is collapsing because while the problems in each nation and the whole world multiply, leaders and peoples are not conferring with God but doing things on their own. It is the same as at the time of the Human Fall in the Garden of Eden. (071-247, 1974/05/01)
 
6 When I first came to America, I was but one individual who had received the command of heaven, and I had only three years to convey my ideas to all 240 million citizens. Irrespective of whether they listened or not, I had to make an impression and let them know. How would I do this? I had no foundation, no cooperation, and there was even opposition. How could 1 overcome this situation? I had to go straight forward and reach their hearts. That is why early on I met with prominent senators. I also met with congressional representatives and then I met many prominent and distinguished people. I then considered how to reach the White House, and that's when the Watergate incident exploded. Because of this incident, it became possible for me to meet President Nixon. Americans were in a state of opposition, hopelessness and disappointment. At that point I thought that I should show them a way forward based on Christian love. (075-203, 1975/01/02)
 
7 For a long time, I researched various religions and religious people. I met with many congressmen and other prominent figures. I also met the prominent people of the nation. I met them, but they had no desire in their hearts to save the world. During the Watergate incident, I saw that America can slip and fall to the bottom of the pit with just a minor mistake, and that the religious leaders, including world-renowned people like Billy Graham, should stand at the front line and lead a citizens' movement to protect America. However, these people were not thinking this way at all.

That is why this person called Moon, who was born in Asia, took responsibility. However, this is not something that is done easily. I had to risk my life and consult with God to find out what He wanted. The person standing here in front of you is not a politician. I am someone who acts according to God's Word. Someone should protect the nation and the world, and show humankind the way to go. I knew this and that is why I resolved to tread this risky path. The Unification Church made this final resolution. 8 In 1972, I proclaimed the Word in seven cities throughout America. Based on that foundation, 1 evangelized 21 cities in 1973. During this time, centered on the Watergate incident, which had come out months before, I concluded the 21-city tour on January 28, nearing the end of the second seven years of the 21-year course. After that, I came here to Washington and met President Nixon.

I did not ask to meet him, but President Nixon himself set a date and offered to meet me. We did not meet by coincidence. If a head of state wants to meet the president, they customarily have to make an appointment one and a half years in advance, so this encounter with him was an historic event. He had cleared his schedule and did not meet with anyone during the two weeks leading up to January 30, when he was to give his State of the Union address to Congress. On February 1, after his address, I was the first person he met. He had turned down all meetings with state representatives and ambassadors in order to meet with me.

When I met him, I said, "Let us pray." President Nixon bowed his head in prayer. It was an historic precedent that we could pray as we began such a meeting. We had an exceptional meeting. He thanked me, saying that Reverend Moon showed more concern about him than anyone else in the nation. I could feel that he was overwhelmed and happy. I cannot deny that it was a historic moment, comparable to that of a Roman emperor meeting Jesus. (070-281, 1974/02/14)
 
9 As a result of the Watergate incident, America's future had become uncertain. I opened a way for Christianity and helped stabilize this country. We also established a way for the democratic world and America to go forward. This is possible because I met with President Nixon according to God's Will. That is why I prayed when I met him. It was not coincidence. People may not know, but it was already determined that we would overcome a major obstacle at that point in the providential era. (070-236, 1974/02/10)
 
10 My support for President Nixon was not for him as an individual, but for his position as president. American citizens should know this in the future. The leader of the nation should have authority when he establishes new policies and decides the fate of the nation. That is why I supported him.

If President Nixon had remained in office, the Vietnam war would not have ended as it did and Cambodia would not have been left in the state it was. I predicted that President Nixon's departure would lead to the current outcome. It is a national shame to have left behind billions of dollars' worth of weapons for the communist world. It should be considered a major defeat for this leading country in the democratic world. (080-040, 1975/10/04)
 
11 I supported President Nixon so that America could end the Vietnam War quickly and with victory. I thought that with this victory, Asia's defense zone would be expanded. I concluded that the Nixon Doctrine had to be revised. If the Nixon Doctrine had stood, the security threat surrounding Korea would immediately have subsided. God desires to see America and her president unite and join in solidarity with Asia.

However, the American people separated from their president. Seeing this, I insisted that they should forgive, love and unite. Then Christianity would have become one with President Nixon and with all American citizens. If that had occurred as a result of what I advocated, people eventually would have united with me. I came here as a benefactor to save and unite America. That is why President Nixon needed my counsel. The Watergate incident could have been resolved very quickly. (106-121, 1979/12/16)
