명색이 대한민국 집권여당 의원의 수상한 '이적(利敵) 행위'를 언제까지 눈뜨고 봐야 하나. 이를 방치하면 나라가 '망조'가 들었다는 소리를 듣게 된다.

민주당 박선원 의원이 4일 국회에서 기자회견을 열고 "국방과학연구소(ADD)에서 무인기(드론) 통제차량의 폐차 시도가 있었다"며 "군의 '외환(外患) 유치' 증거 인멸 정황을 제보받았다"고 말했다. 

박 의원은 "어제 7월 3일 오후 2시30분에 저희 의원실로 국방과학연구소에서 무인기를 테스트하는 데 사용했던 통제차량을 폐차시키려고 하니 막아 달라 하는 한 통의 제보전화가 왔다"라는 말로 시작했다.

그러면서 드론 통제 차량 사진을 공개한 뒤 "무인기를 날리면 그 무인기가 제대로 가서 정찰하고 오는 전 과정, 그리고 무인기에서 촬영한 첩보영상 등을 취합한 종합통제차량"이라고 설명했다.

그는  "마일리지를 보면 6374킬로밖에 뛰지 않은 차량"이라며 "이 정도 크기의 대형 전문차량이면 적어도 2억 원 이상이며 차량 내부에는 드론 통제 시스템으로 가득차 있었다"고 말했다.

박 의원은 '외환 유치 증거 인멸 시도'라고 주장하는 군의 무인기 통제차량 폐차 시도가 있었는지는 정확히 확인되지 않는다. 만약 있었다면 박 의원 같은 이들에 의한 주요군사기밀의 노출을 막기 위한 군의 불가피한 조치였을 것이다.

박 의원은 지난달 30일에도 기자회견을 열고 평양 상공 무인기 사건을 소환해 "김용대 당시 드론작전사령관이 담당 영관급 중대장에게 해당 작전을 지시했다'고 폭로했다.

이어 "해당 무인기가 백령도에서 우리 군이 보낸 것이라는 군 내부 제보를 확보했다"며 "이모 대령, 송모 중령, 우모 중령 등 군 주요 인사들이 깊숙이 개입했다"고 말했다. 이제 집권여당이 됐으니 아마 군내 정보 접근이 훨씬 더 쉬워졌을 것이다.

분단상황에서 우리 군의 비밀 작전을 그대로 폭로하면 누구에게 가장 이로울까. 군사작전은 설령 알고 있어도 국익과 안보를 위해 덮어둬야 할 부분이 있다.  박 의원은 국회 국방위와 정보위 간사로서 취득한 군 내부 기밀을 지금 북한에게 고스란히 갖다 바치고 있는 중이다. 

이게 미국 일본 중국 같은 다른 나라에서 벌어졌으면 어떠했을까. 박선원 의원은 벌써 이적죄, 간첩죄, 군사기밀누설죄 등으로 처벌됐지 않았을까. 그는 대한민국 국회의원으로서 도저히 이해할 수 없는 '친북 이적 행위'를 하고 있다. 왜 군에서는 이런 박 의원을 고발하지 않는지 모르겠다.

박 의원은 평양 상공의 무인기 침투를 '윤석열 계엄'과 억지 결부시키면서, 당시 계속 돼왔던 북한의 지저분한 오물 풍선 살포 행위에 대한 언급은 전혀 없다. 북한이 가만 있었는데 우리 쪽에서 일방적으로 '불법 군사도발' 행위를 한 것처럼 몰아가고 있다. 

스물다섯 차례 머리 위로 오물 풍선이 수도 서울로 떨어졌을때 국민들은 불안하고 정부에 대해 짜증이 났다.  한해 국방비 예산 60조 이상을 쓰면서 한낱 북한 오물 풍선에 속수무책이냐, 언제까지 오물 풍선을 구경만 할 것이냐, 무기력하게 계속 당하지 말고 상응 조치를 해야 한다는 여론이 팽배했다. 박 의원은 이런 사실을 감추고 있는 것이다.

그 뒤 자존심 상한 우리 정부의 '대응 액션'이 있었을 것이다. 

이는 작년 10월 11일 저녁 조선중앙통신을 통해 "한국은 지난 3일과 9일에 이어 10일에도 심야시간을 노려 무인기를 평양시 중구역 상공에 침범시켜 수많은 반공화국 정치모략 선동 삐라를 살포하는 천인공노할 만행을 감행했다"는 북한 외무성의 중대성명으로 알게 됐다. 북한은 노동당 중앙위원회 본부 청사 위에서 포착된 무인기와 대북 전단 사진을 공개했다.

북한 측은 "신성한 국가 주권과 안전에 대한 노골적인 침해이자 국제법에 대한 난폭한 위반"이라며 "대한민국의 이번 도발 행위를 더 이상 설명할 여지도 필요도 없이 응당 자위권에 따라 보복을 가해야 할 중대한 정치군사적 도발"이라고 흥분했다.

이에 우리 군 합동참모본부는 평양 상공의 드론 침투에 대해"확인해 줄 수 없고 대꾸할 가치도 없다"며 NCND(시인도 부인도 하지 않음) 입장을 고수했다. 

그러면서 "최근 일련의 사태에 대한 모든 책임은 비열하고 저급하며 국제적으로 망신스러운 오물 및 쓰레기 풍선 부양 등 도발을 자행하고 있는 북한에 있음을 경고한다"고 말했다.

당시 상황에서 우리 군이 설령 평양 상공으로 드론을 날린 것이 잘못된 것인가, 그런 경고를 한 게 대체 무슨 문제가 있는가. 또 평양 상공 드론 침투가 두달 뒤에 벌어진 윤석열의 12.3 계엄과 무슨 연관이 있나. 

이를 들쑤셔 우리 쪽 군사기밀과 역량을 그대로 노출시키는 박 의원의 행위는 명백히 '이적 행위'다. 그는  평양 상공의 드론에 대해 '불법 군사도발 이라는 북한 성명을 그대로 따르고 있다.

집권 여당의원이 이렇게 북한을 위해 영웅(?)처럼 설쳐되는데도 이재명 정권에선 아무도 제지하지 않고 있다. 이러니 군에서는 비밀병기인 드론 통제 차량 폐기 시도까지 했는지 모르겠다. 

박 의원은 대학 시절 김민석 총리 후보자와 함께 서울 미문화원 점거 방화 사건에 연루된 바있다. 국가보안법 위반 혐의 등으로 징역을 살았다. 이런 그가 문재인 정부에서는 국정원 1차장을 했고, 지금은 국회 국방위와 정보위 간사로 활동하며  군사기밀을 노골적으로 떠들어대고 있다.
