북한 인권주간 워싱턴 대회 김현욱 박사 영어 연설문 (2009.4.28.12:00)

Capitol Hill Rally for North Korea Freedom and Human Rrights

Speech by Dr. Hyunuk Kim (President of the Inter'l Forum f. Foreign Policy and National Security, Republic of Korea ) April 28th, 2009,

Chairman Suzanne Sholte, The President of the Defense Forum Foundation and Chairman of the North Korea Freedom Week, who has shown greatest effort to bring more Humane life to the 23 million North Korean people for many years, American Citizens who are here eager to bring North Korean Human Right Issues to the world, and Korean Citizens came here from Seoul to save their brothers and sisters in North Korea, living like slaves under Kim Jong Il's oppressive regime in North Korea.!

Its a great honor and pleasure for me to be here as one concerned citizen about the miserable human right situation of North Korea.

There are no small number of nations and peoples who are living under the miserable political and economic situations. However, among them, we can surely say that the condition for the people of North Korea is among the worst in the whole world. During the mid 1990s, about 3.5 million North Koreans were starved to death and it was more than 15 % of the whole North Korean population. South and North Korean People are a same Nation but now the average heights of the North Korean people is 2.5 inchese shorter than South Koreans and the average life expectancy of the North Korean people is 20 years shorter than the South Korean brothers.

In spite of these miseries, North Korean government and its leaders even do not care about saving its peoples lives by proving proper amount of food. Instead, they buy and develop Nuclear Bombs and Long Range Missile with the money that should be spent for the starving North Korean People. Early in this month, on April 4th, North Korea had test fired a long rang missile that flew more than 2000 miles until its parts pour into the Pacific Ocean. It is known that the North Korean government spent 3 hundred thousands US dollars for that missile test and 3 hundred thousands US dollars can buy one million tons of grains for the starving North Korean people.

North Korean leaders are not only the human right violators of their own people. They also despise the human right of the peoples of foreign countries. North Korea had kidnapped several Japanese citizens and it was even confirmed by the North Korea's supreme leader Kim Jong Il himself when Japanese prime minister Goizumi visited Pyong Yang.

Last month, North Korea had arrested two American female Reporters and also arrested one South Korean Business men without any plausible reasons. We don't know anything about the whereabouts of these recently arrested American reporters and a Korean Businessman. This is also a case of severe human right violation waged intentionally by the North Korean government.

Today, I would like to let you know the bad behaviors of North Korean governments and its leader Kim Jong Il on their detestable human right violations to their own citizens. First of all, the worst human condition in North Korea is mostly caused by Politics. Agony of North Korea is a man made disaster.

One of the North Korea's Pity comes from Hunger. North Korean leaders argue that they lack food and the people of North Korea are starving to death not because of their political and economic faults but because of the natural disasters. Its not true. If North Korean leaders decided to change their economic and political systems, there should have been no more country-wide hunger and starvation again in North Korea. North Koreans starving not because their government have no money. As we Know they have enough money for Nuclear Weapons and Long Range Missile. South Korea has two times more population than North Korea and the size of its arable land is about the same with North Korea but South Korea can provide enough food to support its citizens. Disasters in North Korea are the man-made miseries and the responsibility of these is solely to the North Korean political leaders.

North Korean leaders had also argue that the miseries of North Korean people are mainly due to the American foreign policy toward North Korea. It is also a groundless excuse of the North Korean Leadership. Its true that the United States some times impose economic sanctions to contain and prohibit North Korea's violation of international law and norms. At the same, however, the United States is the largest donator of Rice to the North Korean people. The reason why the North Koreans are starving is not because they lack enough food to eat. It is because of the maldistribution of food by the North Korean leaders. The resources that should go to the people of North Korea is now going to the military under the name of Military First policy of Kim Jong Il.

Human Right issue of North Korea is not limited to the issues of Hunger. North Korea's human right violation is more severe in the realm of every day political life of the North Korean People. North Korea is a country where a God-like leader rules every thing, even the private lives of its whole population. It is called a Totalitarian Dictatorship and also a Theocracy. Kim Jong Il is a God incarnate in North Korea. No North Korean is free to criticize the policies and person of North Korea leader if one is not dare to lose his or her own life. North Korean leaders insisted that their country as a democracy where 100 % of its population has participated in national elections. But this means that the North Korean people even do not have the freedom not to be in the ballot booth in an election day. They have no freedom even to do nothing and rest at home. It is not an election to choose a candidate but an election to say yes or no

to the candidate who was pre chosen by the North Korean government.

On the 8th of March, this year, parliamentary election was held in North Korea with the result of 100% yes and 100% participation of the North Korean people.

Political oppression may be more cruel than economic destitution. Countless number of North Korean people were jailed and prosecuted in public without proper legal processes. The whole society is under observation by the secret police and intelligence organization run by the government. North Korea today is the realization of George Owells' gloomy predictions in his novel titled as "1984 Nineteen Eighty Four"

Now, many North Korean people finally decided to leave their country and their hometown just to survive. The cross the rivers, wastelands and even oceans to find a few food and freedom. Several hundred thousands North Korean people are wandering in Manchuria, China. They fear Chinese officials who caught them and send them back to North Korea. We don't need to explain the fate of the North Koreans caught and returned back to North Korea. We sincerely ask Chinese government to provide North Koreans minimal protection and freedom. Let them have the status of a refugee and also let them choose their final destination.

The Ultimate methods to solve the human right problem in North Korea is to change the current regime in North Korea with a more democratic and reform minded government. We should try to change North Korea from a socialist dictatorship to a liberal democracy. We believe that the Change of North Korea's political and economic system is a synonym with solving North Korea's Human Right problems.

The Problems of North Korea, however, is more deep and wide. The current regime in North Korea have more than 1.1 million regular armed forces with a defense budget which is about 25 % of her Gross Domestic Products. If the irregular forces were counted, North Korea had 5 million armed forces with nuclear weapons and missile effective enough to destroy crucial targets in South Korea and in Japan. Military is the most important organ of the North Korean state. It is even more important than the survival of the average citizens in North Korea.

It is now threatening not only the neighbors in Northeast Asia but also the United States with its long range missiles.

In the years since late 1990s, many countries like South Korea, the United States, China , Japan and Russia all worked hard to prevent North Korea to have her own nuclear bombs. It seems that our efforts, although not futile, could not be regarded as a success. We should devise more effective and realistic ways to prevent North Korean from being an ambitious nuclear power. Last week, Mr. Elbaradei, secretary general of IAEA mentioned in Beijing that North Korea is a nuclear power. It is very much disappointing that such a responsible person say that way. If North Korea is a nuclear power, we don't need to continue the Six Party Talks.

It is a time that we should be more diligent to find out more realistic ways prevent North Korea from being a Nuclear power and also protect North Korean people from Human Right abuses waged by the reckless leaders of North Korea.

We request the freedom-loving peoples of the world that time is short to save the North Korean people. We also requests president Obama. You are not only a leader of the United States but also a leader of the free world. You should care about the miseries of the people living under the dictators like Kim Jong Il, Chaves, and Ahmanejaid. Diplomacy is a good means to be used first. But it should also be supported by the strong will of the American people to punish them if needed.

Thus far, American diplomacy toward North Korea could not achieve it's goal. North Korea continues to develop nuclear weapons and missiles. Its human right violation is still going on. The United States should sent a clear and strong message to North Korea that the US will not allow North Korea to have Nuclear weapons and more human right violations.

During this week, many meaningful events held in Washington D.C the North Korean Human right issue gets the momentum. The larger number of people have participated in this week than other years and this means the rising concern of the human right issue of North Korea among the freedom loving peoples of the world, This also means the worsening of the human right in North Korea.

Citizens of Korea and the United States! Let's not end this event just as a ceremony. We should not be contented with just showing the sympathy toward the North Korean people. We should act. We should work hard to save North Korean People.

There are many ways to save North Korean people. But the most effective way is to change North Korea's repressive political regime. North Korea should have a political system that should care its people, not it's leaders and soldiers. We know that the good days for North Korean people is coming. Lets work hard to bring the good days for the North Korean people.

Thank you so much again to Chairman Suzanne Sholte for your efforts for our brothers and sisters in North Korea. We, the South Koreans also will work hard to save North Koreans. Lets go together. Thank You Very Much.

2300만 북한 주민들의 비인간적인 삶에 유념하고 그들에게 인간다운 삶을 가져다주기 위한 노력에 앞장서서 일하시는  수잔 숄티 여사, 자유를 사랑하고 북한의 인권문제를 세계에 알리는데 가장 앞장선 미국 상하 양원의 의원 여러분, 그리고 오늘 이곳까지 평양에서 서울을 거쳐 멀리 날아와 북한 인권 주간 대회에 참여하고 계신 탈북자 여러분, 그리고 미국 국민과 한국 국민여러분 !

지구상에 처참한 상황에 처해서 살고 있는 국가들과 국민들이 여러 나라가 있습니다만 북한의 사정은 그중에서도 최악이라고 하지 않을 수 없는 상황입니다. 인구 2000만이 조금 넘는 나라에서 인구의 1/7인 약 300만 명이 굶어 죽은 나라입니다. 그럼에도 불구하고 북한 정권은 국민에게 먹을 거리를 제공하기 보다는 핵폭탄과 미사일을 만드는데 국고를 낭비하고 있는 나라입니다. 지난 4월 5일 발사한 북한의 로켓은 그 가격이 3억 달러에 이른다 하며 100만 톤의 식량을 구입 할 수 있는 양이라고 합니다. 북한은 자국 국민의 인권을 탄압 할 뿐 만 아니라 다른 나라 사람들의 인권 마저 무시하는 나라입니다. 북한은 일본인 소녀를 납치해서 수 십 년 동안 돌려보내지 않고 있는가 하면 최근 미국인 여기자 두명을 체포하여 억류하고 있으며, 한국인 회사원 한명도 북한을 비방했다는 명목으로 1개월 째 억류하고 있는 상황입니다.

저는 오늘 북한의 인권 탄압 상황을 여러분들에게 알리고자 하며, 북한 주민의 인권을 탄압하는 김정일 정권의 나쁜 행동을 고발하고자 합니다. 우선 북한 주민의 비통한 삶은 주로 정치적인 이유에서 연유하게 된 것입니다.

북한 주민들의 비참함은 우선 배가 고프다는 사실에서 나오는 것입니다. 북한 정부는 북한의 열악한 자연 환경을 그 이유라고 말하고 있습니다만 그렇지 않습니다. 북한정권이 올바른 경제 제도, 올바른 정책을 택하기만 한다면 곧 해결 될 수 있는 것이 북한의 기근 현상입니다. 북한의 사회주의 제도, 북한의 군사우선 정책 등은 주민들의 식량 구입을 위한 자금을 핵폭탄과 미사일로 전용 시켜 버린 것입니다. 북한보다 경작지 면적이 넓지 않은 남한은 북한보다 두 배가 되는 국민들을 다 먹이고 입히는데 문제가 없다는 사실을 보십시오.

북한과 남한이 경제 격차가 벌어직 된 것은 채택한 제도 때문인 것입니다.

북한 정권은 또한 미국의 경제 봉쇄정책이 북한 주민들을 굶게 만든 주범이라고 이야기 하고 있지만 이 역시 잘못된 주장입니다. 미국은 북한의 침략적인 행동을 제어하기 위해 경제적인 제재를 가한 적이 있지만 세계에서 북한에게 가장 많은 쌀을 제공한 나라이기도 합니다. 북한 주민이 굶주리는 중요한 이유는 이처럼 자유세계가 제공한 식량을 제대로 배분 하지 않기 때문입니다. 헐벗은 주민에게 돌아가야 할 식량이 군인들에게 먼제 지급되고 있는 것이 현실입니다.

북한의 인권 문제는 북한주민은 배고픔에만 한정 되는 문제는 아닙니다. 북한인권 문제는 북한 인민들이 정치적 자유가 전혀 없다는 사실에서 더욱 심각합니다. 북한은 마치 신이 지배하는 나라처럼 되어 있습니다. 북한은 전체주의적 독재정치 체제이며 북한의 독재 체제아래 살고 있는 북한 주민들은 북한 정권을 비판할 수 없습니다. 정권에 대한, 김정일 에 대한 비판은 문자 그대로 죽음을 의미하는 일이기 때문입니다. 북한 정권은 주민 100%가 선거에 참여하는 민주국가라고 주장하고 있지만 북한 주민들은 투표장에 나가지 않을 자유조차 없는 것이 현실입니다. 후보자를 선출하는 선거가 아니라 북한 정권이 지명한 후보를 찬성하느냐 반대하느냐를 결정하는 투표 인 것입니다. 지난 3월 8일 북한의 국회의원 선거가 있었습니다. 북한 주민 100%가 참여했고 100% 찬성으로 국회의원들이 당선 되었다고 합니다. 반대는커녕 침묵할 수 있는 자유조차 없는 나라가 북한입니다.

정치적인 인권 탄압은 경제적인 궁핍보다 더욱 참혹한 것입니다. 북한 주민들은 정당한 사법 절차를 거치지 않고 투옥되거나 처형 되고 있습니다. 삼엄한 군과 경찰에 의해 온 사회가 감시당하고 있는 무시무시한 시회입니다. 조지 오웰의 소설 「1984」가 현실로 나타난 곳이 북한입니다.

북한 주민들은 결국 조국을 떠나 생명을 무릅 쓴 탈출을 감행 하고 있습니다. 그들은 강을건머 바다를 건너 먹을 것이 있고 자유가 있는 곳을 향해 고향을 떠나고 있습니다. 현재 중국의 만주 지역에서 숨어 지내는 탈북자의 숫자는 수 십 만 명에 이른다고 합니다. 이들은 하루하루를 불안 속에 지내고 있으며 중국 정부에 의해 체포되어 북한으로 다시 축출되는 경우가 허다 합니다. 우리는 중국 정부 당국에게도 요구합니다. 북한을 탈출한 한국인들을 난민으로 여겨 주시고 그들에게 식량과 안전을 제공 해 줄 것을 호소합니다. 북한을 떠나 만주지역을 배회하는 북한 주민들이 원하는 나라로 갈 수 있도록 조치 해 줄 것을 국제사회에 강력히 요구하는 바입니다.

북한 주민의 인권 문제를 해결하기 위한 궁극적인 방안은 북한 정권이 보다 민주적이며 개혁 개방 정책을 채택 하는 것입니다. 북한의 사회주의 경제체제와 전체주의적 독재체제는 자유주의 자본주의 민주주의로 변해야 합니다. 북한 정치 체제를 변화 시키려는 노력은 북한 인권 개선을 위한 노력과 같은 말이 된다고 믿습니다.

북한 의 현 정권이 문제가 되는 것은 비난 자국 국민을 탄압하는데 만 있는 것은 아닙니다. 북한은 인구 2300만의 나라이지만 110만 명의 정규 군사력을 보유하고 있는 나라이며 500만 이상이 무장을 갖추고 있는 병영국가입니다. 북한은 GDP의 25%를 군사비를 쓰고 있는 초 군사국가입니다. 군사가 모든 것에 앞서는 나라입니다. 국민의 건강, 경제, 복지보다 강력한 군사력 건설이 더 중요한 나라입니다. 이미 북한은 핵폭탄을 여러 발 보유하고 있는 것으로 알려져 있으며, 지난 4월 5일에는 장거리 미사일을 발사함으로써 동북아시아는 물론 세계의 안보를 위협했습니다.

그동안 한국은 물론 미국을 비롯한 중국, 일본, 러시아, 유럽의 국가들이 북한의 핵개발을 막기 위해 여러모로 노력 했지만 결국 북한의 핵 개발을 막는데 실패 했습니다. 지난 4월 21일 북경에서 열린 한 세미나에서 유엔 원자력 기구의 엘바라데이 사무총장이 붛간을 핵보유국이라고 말 해서 우리를 놀라게 하고 있습니다. 북한이 핵보유국이라면 북한이 핵을 보유하지 못하도록 하는 6자회담은 의미가 없어질 것입니다. 6자 회담도 다만 회담을 위한 회담으로서 더 이상 지속되어서는 안 될 것이며 북한 핵을 폐기 시킬 수 있는 보다 확실한 방안을 강구해야 한다는 사실을 강조하고자 합니다.

국제사회, 특히 미국은 북한 핵을 용납할 수 없다는 보다 강력한 메시지를 분명하게 전달해야만 합니다. 북한이 핵개발을 하고 장거리 미사일을 성공시킴으로서 핵무기 체계를 갖추게 될 경우 미국 역시 북한의 핵위협 아래 놓이게 될지도 모릅니다. 시간이 많지 않습니다. 미국을 비롯한 국제사회는 북한의 핵무기와 미사일 개발을 저지 시킬 수 있는 단호한 조치를 조속히 강구 해야만 할 시점입니다.

미국의 오바마 대통령에게 요구합니다. 전임 부시 대통령의 대외 정책이 강격일변도였다고 비판하는 사람들이 있습니다. 그러나 미국은 자유세계의 지도국가로서 세계의 독재자들에게 준엄한 경고를 가하고, 그들이 인권을 유힌하고 국제평화를 파괴하는 행위를 응징해야 할 사명이 있는 나라입니다. 독재자들을 외교로 설득하는 것은 좋은 방법이기는 합니다만 그것이 효과적인 방안이 되기 위해서는 강제성을 가지고 있어야만 할 것입니다.

북한에 대해서 미국은 오랫동안 외교정책을 구사해 왔지만 결국 북한은 핵을 만들고 미사일을 만들며 인권을 유리하는 나라로서 그대로 남아 있습니다. 우리는 미국이 인권을 유린하고 자유를 탄압하는 북한 독재정권에 대해 강력한 메시지를 보내야 한다고 생각합니다. 북한 체제가 변화 되어야 핵문제, aL사일 문제가 해결될 수 있고 인권 문제도 해결 될 수 있을 것이기 때문입니다.

이번 주 동안 미국 와싱턴에서 열리는 북한 인권 대회는 그 자체로서 대단히 중요한 의미를 가지고 있다고 생각 됩니다. 이미 여러 해 동안 이 같은 행사를 주최 해 왔지만 금년도 북한 인권 주간은 다른 해 보다 그 규모도 크고 참여 인원도 많습니다. 북한 인권에 대한 관심이 커지고 있다는 징표이며 동시에 북한의 인권 유린 상황이 점차 더 나빠지고 있다는 사실을 의미하는 것이기도 합니다.

자유를 사랑하고 국제평화와 안보를 추구하기 위해 노력하시는 미국 시민과 한국 시민 여러분 오늘 우리의 모임이 단지 의식으로만 끝나지 말게 합시다. 우리는 북한주민의 처절한 인권에 대해 측은 한 마음을 가지는 것으로 만족해서는 않됩니다. 우리는 북한 주민들을 구출하기 위한 노력에 앞장서야 할 것입니다.

북한 주민들을 도울 수 있는 방법은 여러 가지가 있습니다. 그렇지만 무엇보다도 중요한 것은 오늘 북한을 지배하고 있는 정치 세력들을 조속한 시일 내에 인간을 사랑하고 인권을 존중하는 정치 세력으로 교체하는 일일 것입니다. 우리는 그날을 기대하며 그 같은 날이 빨리 도래하기 위해 노력 할 것입니다.

수잔 숄티 여사에게 감사의 말씀 전합니다. 더욱 열심히 노력 하여 북한에 진정한 자유와 평가가 도래 할 날을 맞이할 수 있을 때 까지 함께 일 합시다. 감사합니다.
