Message from the Chief Minister of Penang

My dear people of Penang. Hello.
Today is the 77th day of the Movement Control Order (CPP), and the stage of the Conditional Movement Control Order (CPPB) will expire in a week.
Under the CPPB, the whole country, including Penang which is implementing the 'Staged Recovery Strategy' shows that almost all sectors are allowed to operate again, and some are still subject to Federal Government level decisions.
Thankfully, the curvature of the circulation has been successfully leveled. According to a statement from the Ministry of Health Malaysia (MOH), the new COVID-19 positive case reported across the country yesterday was just 38 cases with a reported case rate of 51 cases. The overall rate of cure and discharge until yesterday was 6,404 cases, reaching 81.51 percent.
In Penang, we have been in the Green Zone for 25 days. In other words, for almost four (4) weeks no COVID-19 cases were recorded. As a reminder, foreign workers are also being screened in Penang to ensure there is no transmission among them. As of May 28, 2020, at the local authority (PBT), 9,654 foreign workers have undergone screening and are grateful that the results so far have been negative.
According to the Penang State Health Department (JKNPP) as of end-May 2020, a total of 1,765 foreign workers involving 56 locations were screened. In addition, inspections were conducted among carers and occupants at 38 senior care centers, and 1,888 workers in 77 markets across the country were undergoing screening. Most recently, a screening of the screening was also conducted against them at the Immigration Detention Facility. Generally, these approaches are taken as a step towards maintaining our Green state status which is a major commitment of the State Government.
As of May 31, 2020, the Royal Malaysian Police (PDRM) Penang contingent data show that the CPPB's compliance rate in the state has reached 97.3 per cent in reports at 17 roadblocking locations with 108 PDRM monitoring teams.

All these achievements prove that the State Government's decision to implement the 'Stage Recovery Strategy' is effective in ensuring that the people of Penang remain protected from this pandemic by focusing on health and economic balance.
Ladies and gentlemen,
This morning, I chaired the special meeting of the State Security Committee (JKKN) of Penang, among the following matters were as follows: -
(i) Scenarios after June 9, 2020, the Meeting agrees that the Movement Control Ordinance, whether conditional or otherwise, may still be extended but it must be in line with the socio-economic recovery and is subject to the decision of the Federal Government. At the same time, based on this principle, state agencies are instructed to provide rigorous standard operating procedures (SOP-SOPs) in preparation for the possibility of more socioeconomic sectors being opened.
(ii) Given that we are almost four (4) weeks away from the Green Zone, I am pleased to announce that the reopening of Penang's recreational parks is legal from June 6, 2020, as follows: Youth Park. ; Furnace Metropolitan Park; Penang Botanical Garden; the climbing area of Jambul Hill; Climbing Bukit Bendera from the heritage path at the foot of the station and the Bukit Bendera jeep road entrance (for pedestrians only). Hours of operation are from 7am to 7pm and the number of visitors is limited to 200 at one time EXCEPT Metropolitan Park Furnace is limited to 50 persons at a time. All visitors are required to register individually through the QR code scans of the PGCare application.
(iii) All Forest Reserves under the supervision of Forestry Department, Bukit Panchor Park, Teluk Bahang, Cherok Tokun, Indoor Blackwater Learning Forest and Bukit Juru are still CLOSED, while Penang National Park is under the supervision of the Department of Fisheries as well as recreational and dam parks. under the supervision of the Penang Water Supply Corporation (PBAPP) is also CLOSED.
(iv) Beginning yesterday, June 1, 2020, 15 nurseries under the Department of Social Welfare (JKM) have been opened with strict compliance with standard operating procedures (SOP). For kindergarten, the Meeting requested that it be brought to the Federal Government's consideration for the opening period.
(v) In conjunction with the current durian, to assist micro-traders who have been affected by the impact of the COVID-19 outbreak, durian stalls are only allowed to 'take away' ONLY starting June 4, 2020, Thursday under the strict SOP of local authorities (Local Authorities). .
(vi) To ensure the marketing of fisherman fisheries in the Seberang Perai Utara (SPU) fishery market, which is currently in operation for seven (7) days, the Penang State Department of Health (JKNPP), SPU District Office, Malaysian Fisheries Development Authority (LKIM) and the Exco will be responsible for further discussions on the matter.
Ladies and gentlemen,
Whether the CPPB will be extended or tightened, I have no answer. The question is whether we are ready to say 'goodbye' to the CPP or the CPPB, and say 'welcome' to the new normal in our daily lives.
What do we need and need to deal with and practice in this new normal? Whether we are willing or not, we need to address it, so our commitment is paramount in ensuring that our personal, loved ones and communities are safe. Therefore, I hope that the people of Penang still take a cautious approach.
Practice 4P practices, which are:
1. Social incarceration;
2. Wear face masks;
3. Wash hands with soap;
4. Observe the symptoms of COVID-19 in ourselves and in those around us.
At the same time, use the PGCare application to record our movements so that the Ministry of Health (MOH) can quickly implement contact tracking in the event of new COVID-19 cases. As of record, as of 2pm this afternoon, 14,665 business premises in Penang had already registered their premises under the PGCare application, and nearly 500,000 users had registered 1.9 million check-ins.

Dear people of Penang,
Here I would like to share one recent news that has just been received.
The Federal Government has canceled an allocation of RM100 million aimed at developing an alternative cable car system for Bukit Bendera.
The allocation was announced by the Federal Government of Pakatan Harapan in the 2020 Budget in October 2019 by the former Minister of Finance.
As a result, the pre-feasibility study of the cable car project is still in process and is expected to be completed by the second half of this year. All information, data and suggestions from this study will be filed for future use.
In light of this announcement, I am very disappointed with the decision of the Federal Government. The abolition of the RM100 million allocation will certainly have an impact not only on the continuation of the Bukit Bendera development plan, but also the Penang economy in general.
In the wake of the economic downturn caused by the COVID-19 outbreak, the implementation of public infrastructure projects will stimulate the local market, provide employment opportunities and various ripple effects to the development of the state economy.
In further action, the State Government will continue discussions with the Federal Government on this issue in the interest of the people and the state of Penang. The Federal Government should ensure that allocation to the state is increased to help the people overcome the economic challenges caused by the COVID-19 outbreak. Without consulting with the State Government and without the full response of the people of Penang, the Federal Government has abolished important provisions. The Federal Government seems to be punishing the people of Penang on this issue.
As such, I hope the people of Penang and the whole of Penang will unite and stand firm against the challenges of the current epidemic and economic situation. The State Government will continue to work to protect the people and the state's economy to ensure that Penang remains viable.
No matter what happens, the State Government will always be with you all. I believe and believe that the people of Penang are capable of winning and winning this battle.

공원을 오픈한다 하니, 한번씩 가까운 보타니컬 가서 산책이라도 해야 할까봐요. 😅

중요한 올해 학교 오픈은 힘들어 보이네요. 대학도 온라인이 확정 되었는데 국제학교는 안중에도 없겠죠.
