참부모경 - 379. 평화자동차와 보통강호텔

참부모님께서는 김일성 주석과의 회담에서 자동차공장 합작 투자사업도 합의하셨다. 1998년 1월 7일 출범한 평화자동차가 70퍼센트, 북한의 기계공업전문회사인 조선련봉총회사가 30퍼센트의 지분을 갖는 합영회사였다. 평화자동차는 총부지 33만 평에 세워졌으며, 북한의 기간산업을 남북 합영으로 설립해 남측이 주도한다는 점에서 상당한 의미가 있었다. 평화자동차는 초기에 이탈리아 피아트사 제품을 조립생산했다. 그리고 평양 번화가에 있는 보통강호텔을 1993년 11월에 인수, 운영하였다.
 
5 나는 북한에 대해 형님 자리, 아버지 자리에서 할 일을 하는 것입니다. 한 푼의 이익도 안 가질 것입니다. 2002년 4월 6일에 평화자동차 공장 낙성식을 하지만, 내가 거기에서 돈 한 푼 가져올 생각을 안 합니다. 더 투입해야 되겠다고 생각합니다. 거기에 투입을 하더라도 내가 직접 투입하는 것이 아니라 미국이 투입하게 하는 것입니다. 그렇다고 주변 국가인 러시아와 중국이 포기하는 것이 아니라 미국을 통해서 같이 후원하게 하는 것입니다. 그래야 러시아와 중국도 산다는 것입니다. 가인 아벨이 하나되지 않으면 망하게 되어 있습니다. 그 원칙은 어디에나 공식인데, 그 공식으로 풀어 나가는 것입니다.
 
6 현재 입장에서 볼 때 북한은 나를 빼놓아서는 안 됩니다. 지금 통일중공업 기술을 중심삼고 평화의 간판을 붙인 자동차를 만들었습니다. 북한에서 지금 휘파람과 뻐꾸기 등의 자동차를 만들고 있는데, 평양에서는 우리 공장에서 나온 자동차를 타게 되어 있습니다. 이제 3천 대를 만들어 달라는 주문을 받았다는데, 3천대를 만들려면 현재의 시설을 가지고는 어림도 없습니다. 그리고 중국에서 제일 좋은 차, 제일 좋은 기계의 수리를 북한에서 할 수 있도록 준비하고 있습니다. 북한의 산업을 부흥시키기 위해서 자동차 공장을 만들어 놓았으니 우리 기술로 자동차나 배도 수리해 줄 수 있게 하겠다는 것입니다. 그러니 나 혼자서 그 누구도 하지 못한 것을 한 것입니다.
 
7 북한에 자동차 공장을 만든 것이나 베트남에 자동차 공장을 만든 것은 모험을 한 것입니다. 베트남에 자동차 공장이 들어가는 것을 미국이 반대했습니다. 그러나 베트남에 들어가 개척해서 기반을 닦고 이탈리아 회사와 기술제휴를 하게 되었습니다. 그렇게 해서 우리 공장이 발전하니까 베트남은 자기들 국가 이익에 지장이 된다고 하면서 이탈리아와 다시 계약을 한 것입니다. 결국 우리 자동차 공장의 문을 닫게 만들었습니다. 베트남에서 그런 여러 가지 어려운 싸움을 하면서 만든 자동차 공장을 옮겨다가 북한의 평화자동차 공장에 연결시켜 나온 것입니다. 베트남에서 자동차를 만들어 지금까지 손해만 보다가 이제 적자를 넘어설 수 있는 기준에서 북한과 손잡고 중국에까지 연결시키면 상당히 희망적인 산업 기반의 문이 열리는 것입니다. 이 기준을 내가 개척했기 때문에 북한을 중심삼고 중국에까지 연결시킬 수 있습니다. 기술을 도입해서 역으로 흘려보낼 수 있습니다. 그래서 지금 평화자동차 기술을 중심삼고 중국 안동현의 큰 자동차 공장과 자매결연을 하여 기술을 도와주면서 싼 제품을 만드는 것입니다. 싼 물건을 더 싸게 만들 수 있는 곳이 중국입니다. 거기에서 만든 것을 평화자동차 제품으로 시장에 내놓으려고 합니다.
 
8 북한에서 자동차 공장 설립 허가를 받았다는 것은 참으로 놀라운 일입니다. 세계 자동차산업의 경향이 어떻게 될 것이냐? 앞으로 세계적인 자동차공업의 주도권을 쥘 수 있는 나라는 미국이 아닙니다. 미국은 태평양 건너에 있습니다. 또 유럽도 아닙니다. 유럽 자체는 공업기술이 평준화되어 있어서 경쟁이 치열하기 때문에 거기에서는 경영을 원활하게 해 나갈 수 없습니다. 자동차산업이 살기 위해서는 다른 나라의 기준을 찾아야 합니다. 자기 자체 내에서 소모할 수 있는 기준이 아닙니다. 그렇게 생각할 때 세계적으로 찾아야 할 시장이 어디냐? 중국이 있고, 러시아가 있고, 이슬람권이 있습니다. 여기를 판매시장으로 할 수 있는 나라가 세계의 자동차회사를 대표할 수 있다는 것입니다. 이러한 기준을 중심삼고 자리만 잡으면 세계의 모든 자동차회사 부품까지 공급할 수 있습니다. 북한은 인건비가 쌉니다. 또 중국과 가깝기 때문에 중국 사람들을 얼마든지 쓸 수 있습니다. 국제적 기술만 가지고 있으면 된다는 것입니다. 이렇게 요건을 갖추고 여기에서 자동차 공업을 시작한다면 세계에서 당할 곳이 없습니다. 그러니까 북한에 자동차 공장을 만든다는 것에 세계의 모든 전문가들이 초점을 모으고 주시한다는 것입니다.
 
9 북한의 평화자동차 공장은 김일성이 직접 명해서 허가를 받아 만들었습니다. 금강산 관광과 자동차 공장은 김일성이 나에게 부탁해서 한 것입니다. 그렇기 때문에 이것은 유훈사업으로 넘겨주지 않으면 안 될 입장에 있습니다. 그리고 거기에 대한 여러 가지 내용도 김일성이 나와 공동 결의해서 발표한 내용에 들어가 있습니다. 그런 확실한 내용을 김일성이 공개하지 않고 침묵을 지켜 왔다는 것이 참 고마운 일입니다. 내가 세계평화연합이라는 세계적 조직을 중심삼고 각국에 기반을 갖고 있기 때문에 자동차 공장을 만들 수 있는 능력이 있다는 것을 압니다.
 
10 북한 평양의 보통강 근처에 일본 식구들이 경영하는 보통강호텔이 있습니다. 거기에서는 미국 일본 한국의 텔레비전 방송을 언제나 볼 수 있습니다. 북한에 단 한 곳뿐입니다. 아버님을 얼마나 믿었으면 그렇게 하겠느냐는 것입니다. 외국 손님들이 보통강호텔을 찾기 때문에 거의 만원입니다. 지금은 적자가 안 나고 흑자가 납니다. 북한에서는 호텔에 왔다 가는 손님이든 무슨 단체든 전부 믿지 않지만, 보통강호텔에 근무하는 15명의 일본 통일교회 사람들은 그야말로 믿는다는 것입니다. 그들 중에 아기를 낳은 열두 사람은 일본에도 왔다 갔다 하지만, 어느 한계 내를 마음대로 다닐 수 없는 환경에서 생활하더라도 불평하는 사람이 하나도 없습니다. 틀림없이 법을 지키고 틀림없이 약속을 행하니 믿을 사람은 이들밖에 없다는 것입니다. 일본 사람을 누가 그렇게 만들었느냐는 것입니다. 아무런 불평 없이 살아가는 그 사람들, 그러한 길을 가는 사람들을 보고 북한 사람들이 공산주의 사회와 비교할 때 천리만리의 거리가 있음을 느낀다는 것입니다. 그러니까 통일교회 사람들이 북한에 들어온다면 어디서든지 무조건 받아들이는 것입니다. 남한 정부 사람들은 안 되지만 통일교회 교인들은 누구든지 들어올 수 있는 입장이 돼 있습니다.
 
11 아버님이 북한을 방문한 후에 북한에 경제 기반을 닦아 주고 자유세계와 통할 수 있는 통신 기반을 만들어 주었습니다. 보통강호텔에 위성 안테나를 설치하여 인공위성과 통할 수 있게 해서 자유세계의 방송을 시청할 수 있고 자기들이 방송할 수 있는 준비를 내가 다 해주었습니다. 또 무역을 할 수 있는 조직체계를 만들어서 교육해 주었습니다.

真の父母経 - 379. 「平和自動車」と普通江ホテル

真の父母様は、金日成主席との会談で、自動車工場の合弁投資事業にも合意された。一 九九八年一月七日に出帆した「平和自動車総会社」は、統一グループの「平和自動車」が七〇パーセント、北朝鮮の機械工業専門会社である朝鮮連峰総会社が三 〇パーセントを負担する合営会社であった。総面積三十三万坪の敷地に建てられた「平和自動車」は、北朝鮮の基幹産業を南北合営で設立し、南側が主導すると いう点で大きな意味がある。「平和自動車」はその初期に、イタリアのフィアット社の製品を組立生産した。また、平壌の繁華街にある普通江ホテルを一九九三 年十一月に引き継ぎ、運営した。

5     私は北朝鮮に対して、兄の立場と父の立場ですべきことをするのです。利益は一銭も受け取りません。二〇〇二年四月六日に「平和自動車」の工場落成式をしま すが、私はそこで一銭のお金も手にするつもりはありません。さらに投入しなければならないと考えています。そこに投入するとしても、私が自ら投入するので はなく、アメリカに投入させるのです。だからといって、周辺国家のロシアと中国をそこから撤退させるのではなく、アメリカを通して一緒に後援させるので す。そのようにしてこそ、ロシアと中国も生きるというのです。カインとアベルが一つにならなければ、滅びるようになっています。その原則はどこでも公式で すが、その公式によって解いていくのです。

6     現在の立場から見れば、北朝鮮は、私を抜きにしてはやってゆけません。今、「統一重工業」の技術を中心として、平和の看板を付けた自動車を造りました。北 朝鮮で今「フィパラム」や「ボックギ」などの自動車を造っているのですが、平壌では、私たちの工場から出てきた自動車に乗るようになっているのです。これ から三千台を造ってほしいという注文があったというのですが、三千台を造ろうとすれば、現在の施設では話になりません。

また、中国で一番良い車、一番良い機械の修理を北朝鮮でできるように準備しています。北朝鮮の産業を復興させるために自動車工場を造っておいたの で、私たちの技術で自動車や船も修理してあげられるようにしようというのです。ですから、私一人で、誰もできなかったことをしたのです。

7     北朝鮮に自動車工場を造ったことや、ベトナムに自動車工場を造ったことは、冒険でした。ベトナムに自動車工場が入ることにアメリカが反対しました。しか し、ベトナムに入って開拓し、基盤を築いて、イタリアの会社と技術提携をすることになりました。そのようにして、私たちの工場が発展するので、ベトナムは 「自分たちの国益に支障を来す」と言って、自分たちでイタリアと再び契約したのです。結局、私たちの自動車工場を閉鎖するように仕向けました。そのような 様々な厳しい闘いをしながら造ったベトナムの自動車工場を移し、北朝鮮の「平和自動車」工場に連結させてきました。

ベトナムで自動車を造り、今まで損害ばかり出しましたが、これから赤字を克服できる基準で北朝鮮と手をつなぎ、中国まで連結させれば、相当に希望的な産業基盤の扉が開かれるのです。この基準を私が開拓したので、北朝鮮を中心として、中国まで連結させることができます。

技術を導入し、反対に流すことができます。それで今、「平和自動車」の技術を中心として、中国の安東県にある大きな自動車工場と姉妹結縁をし、技術 的に助けてあげながら安い製品を造るのです。安い物をさらに安く造れる所が中国です。そこで造った物を「平和自動車」の製品として市場に出そうと思いま す。

8     北朝鮮で自動車工場の設立許可を受けたというのは、本当に驚くべきことです。世界の自動車産業の傾向は、どのようになるでしょうか。これから、世界的な自 動車工業の主導権を握ることができる国は、アメリカではありません。アメリカは太平洋の向こうにあります。また、ヨーロッパでもありません。ヨーロッパ自 体は工業技術が平準化されていて、競争が熾烈なため、そこでは経営を円滑にしていくことができません。

自動車産業が生きていくためには、他の国の基準を求めなければなりません。自分自体内で消耗(消化)できる基準ではないのです。そのように考えると き、世界的に訪ねていくべき市場はどこでしょうか。中国があり、ロシアがあり、イスラーム圏があります。ここを販売市場にできる国が、世界の代表的な自動 車会社をもつようになるというのです。

このような基準を中心として定着さえすれば、世界のすべての自動車会社の部品まで供給できるのです。北朝鮮は人件費が安いです。また中国と近いた め、中国人たちをいくらでも用いることができます。国際的な技術さえもっていればよいのです。このように要件を備えて、ここで自動車工業を始めるとすれ ば、世界でかなう所がありません。ですから、北朝鮮に自動車工場を造ることに、世界のすべての専門家たちが焦点を合わせて注視するというのです。

9     北朝鮮の「平和自動車」工場は、金日成主席が直接命じ、許可を得て造りました。金剛山観光と自動車工場は、金日成主席が私に頼んだのでやったことです。で すから、これは遺訓事業として引き渡さなければならない立場にあります。そして、それに対する様々な内容も、金日成主席が私と共同決議をして発表した内容 に入っています。そのようなはっきりとした内容を金日成主席が公開せず、沈黙を守ってきたのは、本当に有り難いことです。私には「世界平和連合」という世 界的組織を中心として各国に基盤があるので、自動車工場を造る能力があることを知っているのです。

10    北朝鮮の平壌の普通江近辺に、日本の食口たちが運営する普通江ホテルがあります。そこでは、アメリカ、日本、韓国のテレビ放送をいつでも見ることができま す。(そのような所は、)北朝鮮でたった一ヵ所だけです。お父様をどれほど信じていれば、そのようにさせるのかというのです。外国からの訪問客たちが普通 江ホテルを訪ねてくるので、ほぼ満員です。今は、赤字ではなく黒字を出しています。

北朝鮮では、ホテルに寄っていく客だろうと何かの団体だろうと、全く信用しませんが、普通江ホテルで働く十五人の日本の統一教会員たちは、本当に信 用するというのです。彼らの中で子供を生んだ十二人は日本にも行ったり来たりしますが、ある限界内にいながら思いどおりに行き来できない環境で生活して も、不平を言う人は一人もいません。間違いなく法を守り、間違いなく約束を実行するので、信じられる人は彼らしかいないというのです。

誰が日本人をそのように育てたのかというのです。何の不平も言わずに生きていく人たち、そのような道を行く人々を見て、北朝鮮の人たちが共産主義社 会と比較するとき、千里、万里の隔たりがあることを感じるのです。ですから、統一教会の人々が北朝鮮に入ってくれば、どこでも無条件に受け入れます。韓国 政府の人々は駄目なのですが、統一教会員たちは、誰でも入っていける立場にあるのです。

11    お父様が北朝鮮を訪問したのちに、北朝鮮に経済基盤を築いてあげ、自由世界と通じる通信基盤をつくってあげました。普通江ホテルに衛星アンテナを設置して 人工衛星と通じるようにして、自由世界の放送を視聴でき、自分たちが放送できる準備を私がすべてしてあげました。また、貿易ができる組織体制をつくって教 育してあげたのです。

Chambumo Gyeong - 379. Pyeonghwa Motors and the Botonggang Hotel

True Parents entered into a joint venture with President Kim Il-sung to build an automobile factory in North Korea. Pyeonghwa Motors General Corporation was launched in Nampo on January 1, 1998, as a joint venture between the Tongil Group (Seoul), which owned 70 percent of the shares, and the North Korean Ryonbong General Corporation, a government-owned company specializing in machinery production, which owned 30 percent of the shares. The Pyeonghwa Motors factory occupies 270 acres (1.09 million square meters). It is a key industry of North Korea, representing North-South cooperation. It was managed by South Koreans, and this had significant implications. In its early stages, it manufactured and assembled parts for Italy's Fiat. Also, the Unification movement began operating the Botonggang Hotel in downtown Pyongyang after acquiring it in November 1993. 
 
5 I am doing what I have to do for North Korea from the position of an older brother and father. I will not profit a penny. The inauguration of the Pyeonghwa Motors factory will take place April 6, 2002, and I do not have the slightest intention to reap any profit from this. I think only about investing more. It is not my personal investment; it will be Americans who invest, and people from neighboring nations such as Russia and China will not be excluded. They will invest along with the United States. In this way Russia and China can benefit as well. There is only destruction when Cain and Abel do not unite. This fundamental principle is a formula that is applicable everywhere, and I am resolving the current situation using it. (372-327, 2002/03/25)
 
6 Currendy North Korea cannot exclude me. By using the technology of Tongil Heavy Industries, they are manufacturing automobiles to which the message of peace is attached since they bear our brand name Pyeonghwa (Peace). Now North Korea is making its own cars, the Hwiparam (Whistle) and Bbeokgugi (Cuckoo), and people in the city of Pyongyang are driving the cars our factory produces. I heard that we received an order for 3,000 vehicles, and that this is beyond our current capacity. I am preparing for North Korea to gain the technical skills to repair the best cars and machinery from China. Since I have created an automobile factory in order to revive North Korea's industries, I will also ensure that they have our technology to enable them to repair cars and ships. I am doing this by myself; no one else has been able to do it. (574-248, 2007/09/04)
 
7 There were risks involved in founding an automobile factory, whether in North Korea or in Vietnam. America opposed my idea of building an automobile factory in Vietnam. But still we entered Vietnam, laid the foundation and later entered into a partnership with an Italian company. After our factory had made some progress, the Vietnamese government accused it of hindering its national interests. In fact, the government had made a separate contract with the Italian company beforehand, and this forced us to close down our factory. We had built this factory in Vietnam from scratch under great hardship. We then moved it to North Korea in order to create what is todays Pyeonghwa Motors. Our Vietnamese factory was always losing money, but now we look forward to making a profit. After joining hands with North Korea, the future is beginning to look bright for our business, especially if we can open the door to China. Having pioneered a company of this standard, I can connect us to China through North Korea. We can bring in technology and let it flow back. This is why we formed a sister relationship with a large automobile factory in Andong Province, China, using the technology of Pyeonghwa Motors. By helping them improve their technology, we can manufacture products economically. In China we can manufacture products at a low cost. We will offer inexpensive Chinese-made goods on the market, together with products from Pyeonghwa Motors. (443-203, 2004/03/23)
 
8 It is amazing that we have received permission to build an automobile factory in North Korea. How will the global automobile market change in the future? America will no longer hold the leading role in the global automobile industry. America is across the Pacific Ocean. Europe also will not be in the lead. It is difficult to manage an automobile factory in Europe because the equalization of technology creates fierce competition. If a European automobile company is to survive, it must market in other countries. Serving their domestic market alone slows their production, and they cannot afford that. So with this in mind, where in the world should we be searching for market share? There is China, there is Russia and there is the Islamic world. Companies that succeed in these markets will lead the global automobile industry. If we bear this in mind, we can supply car parts all over the world.

Labor costs are low in North Korea. It also shares a border with China, so we can bring in Chinese workers. All we really need is technology that meets the international standard. If we can jump into the automobile industry with this condition fulfilled, no one in the world will be able to outperform us in the market. This is why experts around the world are focusing their attention on the factory we are creating in North Korea. (311-218, 1999/09/10)
 
9 I built the automobile factory in North Korea with Kim Il-sung's personal permission. In fact, Kim Il-sung requested that I design both Mt. Geumgang tourism and the automobile factory. Therefore, I need to hand these over once they get going. There are many things with regard to these enterprises that Kim Il-sung and I decided jointly. The fact that Kim Il-sung did not announce all the details of this business development is something to be thankful for. I have a foundation in each nation through our world peace activism. It is well known that I can inspire support to help the world through an automobile factory. (311-220, 1999/09/10)
 
10 Near the Botong River in Pyongyang is the Botonggang Hotel, managed by our Japanese members. There one can watch television broadcasts from America, Japan and South Korea around the clock. There is no other place in North Korea where this is possible. This reflects the extent of North Korea's considerable trust in me. The Botonggang Hotel is usually fully booked with foreign guests.

North Korea may not trust anyone who goes in and out of the hotel, whether it be a group or an individual, but they trust the 15 Japanese people who manage the hotel. Twelve of them have given birth to children there and are able to travel freely to and from Japan. Even though their in-country travel is restricted, none of them has complained. North Korea trusts only these people, because it believes they will keep their promises and not break the law.

Who taught these Japanese people to behave this way? When the North Koreans compare the Japanese members, who live without a word of complaint, with citizens of their communist society, they see a huge gap. This is why Unification Church members are welcomed in North Korea. North Korea will not allow any South Korean government official to enter, but it will welcome any Unification Church member. 11 After I visited North Korea, I laid not only the economic foundation for the North but also its foundation for communication with the free world. Installing a satellite antenna at the Botonggang Hotel enabled guests to watch broadcasts from the free world. I assisted the North in making preparations for broadcasting its own programs. And beyond that, I proposed a market system they could use and helped them understand it. (262-175, 1994/07/23)
