IMPLEMENTATION OF MOVEMENT CONTROL COMMAND RECOVERY (CPPP)
June 7, 2020 (Sunday)

Assalamualaikum Warahmatullahi Speech and Peace,
How are you guys doing? I wish you good health and good brother and sister.
1. Last Friday afternoon I announced the National Economic Re-enactment Plan or PENJANA with 40 initiatives worth RM35 billion to assist the country's economic recovery efforts affected by the outbreak of the COVID-19 outbreak. This afternoon I will announce some steps the government will take to enter the COVID-19 recovery phase. This phase of recovery is part of the exit strategy of the Movement Control Order which came into effect on March 18, 2020 followed by the Conditional Movement Control Order from May 4, 2020.
2. Thankfully, since the CPP and the CPPB implemented the COVID-19 infection rate in our country, the trend has been declining. The Ministry of Health's statistics show that the rate of infection among locals is decreasing and under control. Most of the cases that have been recorded lately are import cases and cases involving illegal immigrants in immigration detention depots. We are grateful that the swift action of the frontline personnel has successfully suppressed the spread of COVID-19 among detainees at the immigration depot and the situation is currently under control. At the same time, the medical and public health capacity of our country is also at a more positive and reassuring level. This shows that Malaysia has successfully curbed the transmission of COVID-19 and is now entering the recovery phase.
3. I wish to congratulate the front line staff and all of you who have contributed to our success in preventing the COVID-19 outbreak. This success is yours all. You have given good cooperation to the authorities by complying with all SOPs as long as the CPP and the CPP are implemented.
4. So, this evening I want to announce a news that is a bit of a relief to all of you. The CPPB which expires on June 9, 2020 will be replaced by the Recovery Movement Ordinance or the CPPP which will start from June 10, 2020 to August 31, 2020. During the CPPP period, more freedom will be given to the brothers to carry on their daily life activities while obeying SOP continuously.
5. Beginning June 10, 2020, cross-country travel will be allowed except in areas designated by the Enforced Movement Control Order or the CPPD. So, for those who want to visit parents who live far away in another country, they can do so. Just my advice is to keep yourself clean, wear face masks when in public and avoid crowded places when you return home. Remember, if your parents are seniors, they are in the category of people vulnerable to infection. So while we enjoy visiting them, our main responsibility is to protect them from infection.
6. During the CPPP period, almost all social, educational, religious, business, economic sectors and so on will operate again in stages with full compliance with the SOP. As announced by the Senior Minister of Defense, barber and salon services will be allowed. Open market, morning market, night market, guest market, bazaria, food court, hawker center, food truck and food stall will also be allowed.
7. In addition, commercial activities involving sales and marketing transactions that are not in the business premises are also permitted. Also included in the list are museum visits, indoor busking, self-service laundry, recreational fishing activities including commercial fishing ponds and filming. Meetings and workshops are also allowed provided full compliance with health protocols and space optimization.
8. In the sports category, several sports and recreation categories will be reopened with SOP compliance. These include sports team preparation exercises, sports activities that do not involve physical contact such as bowling, badminton, archery, shooting and more. Outdoor group activities such as bike riding and motorcycle convoys are also allowed. What is still not allowed is sports or games competitions involving large crowds of supporters or spectators such as stadiums, swimming and public swimming pools, and contact sports such as rugby, wrestling, boxing, football, basketball and hockey.
9. In accordance with the national economic regeneration phase and no further cross-border sanctions, domestic tourism activities will be allowed. So siblings can bring their family to travel around the country by adopting a new or new normal after almost 3 months. For those who want to travel abroad, wait a moment because our country's borders are still closed.
10. In the category of festivals and religious activities, I want to share the good news. Hari Raya Aidiladha celebrations and worship services will be allowed subject to SOP Islamic religious authorities. For church prayers and religious activities in mosques and houses of worship, the relaxation of allowing more pilgrims to attend the mosque's open space or house of worship is being elaborated by the government and will be announced shortly.
11. For parents with children who attend school, their siblings must be wondering when the school will open. For the information of the brothers, the school will open in stages during the CPPP after receiving advice from the Ministry of Health. The Ministry of Education will make a detailed announcement in the near future.
12. During the recovery period towards this normalization, some of the activities and sectors in the negative list during the CPPB will be eased or opened based on the stipulated SOP. For example, business hours are back to normal with the implementation of new habits that involve premises owners and customers. Social incarceration, the use of face masks in public and hand washing with soap or hand sanitizer are new habits that must be practiced.
13. Although I have announced a lot of loopholes, this does not mean that any restrictions will be put on the government to control the spread of COVID-19. Some activities or sectors are still prohibited. These include pubs, nightclubs, amusement parks, reflexology centers, karaoke centers, theme parks, large-scale religious parades, festivals, open houses and any other activities that involve the presence of crowded people somewhere that makes it difficult social incarceration practices and compliance with SOP.
14. To learn more about the list of activities or sectors that are authorized and unauthorized, you can visit the National Security Council website.
My dear brothers and sisters,
15. Government will implement CPPP based on 7 Strategies:
• Strengthening Public Health;
• Legislation and Enforcement;
• Strengthening of Border Control;
• Full Opening of the Economic Sector;
• New American Culture;
• Strengthening Community Responsibility; and
• Risk Protection.
16. This strategy will be implemented through the Ministerial Special Committee on CPPP Implementation chaired by the YB Minister of Defense. While at the state level, this strategy will be implemented through committees established by the Chief Minister and Chief Minister. Implementation of this strategy will require the cooperation and support of all parties including the federal and state government machinery, the private sector, non-governmental organizations and community leaders and leaders.
17. Since the CPP was implemented almost 3 months ago, the government has implemented various strategies and measures to address and curb the COVID-19 outbreak. Lots of control and restrictions are imposed on brothers and sisters. That can't, this can't and so on. However, I realize that the government cannot forever control the lives of our brothers and sisters to prevent this outbreak. I know my sisters also want to live their lives as usual. Sisters like to go out to work, do business, relax, travel with family and do other activities in their daily lives.
18. So, now is the time for the government to give more freedom to the brothers on the condition that their own brothers take the responsibility to adopt new habits of life and to comply with all government-mandated SOPs. This means that the responsibility for ensuring that the COVID-19 epidemic remains in the hands of brothers and sisters. I also want to emphasize the importance of the role of community leaders including village leaders, community leaders and NGOs in curbing the outbreak by ensuring that all members of the community comply with the government-mandated SOP. Not least is the role of the employer. Employers must also ensure that all employees comply with the SOP at work.
19. If all brothers and sisters continue to be disciplined and well-spoken, I believe that the outbreak of the outbreak will remain under control and we will enter the normalization phase after August 31, 2020 until the vaccine for the COVID-19 virus is discovered. However, I would like to remind you that in the event of a sharp increase in COVID-19 positive cases during this period, the government will not hesitate to implement the Enhanced Movement Control Order or the CPPD in the relevant areas or localities. I hope we are all disciplined so that we can avoid COVID 19 cases.
20. In connection with the implementation of the CPPP, I urge all brothers and sisters to adopt the MySejahtera application developed by the government to enable them to carry out self-assessment. The application will also enable the Ministry of Health Malaysia to take prompt, accurate and effective action to identify and inform close contacts in the event of COVID-19 infection in the community.
21. What is important is that we must all be ready to inculcate new habits in our lives. Yes, sometimes we find it difficult to practice, but trust that each difficulty will be followed by pleasure. As Allah swt says in surah Al-Syarhu verses 4 and 5:
فَإِنَّ مَعَ ٱلۡعُسۡرِ يُسۡرًا. إِنَّ مَعَ ٱلۡعُسۡرِ يُسۡرٗا
Which means:
Therefore, (justify your belief) that every difficulty is with ease. Again, it is argued that in every case it is easy to be comfortable.
22. Finally, I pray that our health and well-being will be preserved and that we can all live a happy life with our families and loved ones.

물건너 갔다기 보다는.. 분명 단계적으로 학교를 열거라고는 했는데
그 단계가 얼마나 서서히 진행될지
secondary 졸업반 - 나머지 secondary - primary 순으로 개학할텐데 그 시기가 언제일지
교육부가 발표한 사항에 또 페낭주지사가 어떻게 겐세이 놓을지
명확히 알수 없으니 희망고문이 지속되는거죠
사실 이번학기 얼마 안남았으니 학교들은 이번학기 푹 쉬면서 학교 오픈 준비하고 9월 학기 열기를 희망할것 같기도 합니다

주간 이동이 가능해진 상황에서 학교까지 오픈하면 잘못하다가는 헬게이트 열릴 수 있으니 좀 더 지켜보는 입장인 듯 합니다. 위기에는 극단적인 안전을 택하는 것이 맞습니다.
다만 경제활동이 안 되니 바이러스가 잡히기 전에 나라가 망할 수 있어서 경제활동부터 오픈을 하는 것이고요.
정부도 이런 상황에서 뭘 선택해도 욕 먹기 때문에 최대한 밀도가 높은 모임을 줄이자는 쪽을 가는 것 같습니다.
경제나 사회활동에 초점을 준 나라들은 집단감염 전략을 택했고요. 한국은 그 극단에 있는 전략을 하고 있지만 소수의 미꾸라지 때문에 쉽게 진정되지 않고 있습니다.
이 나라도 정답이 아닌 차선을 선택하는 일이라 어쩔 수 없겠죠.
제가 하는 유일한 운동이 수영이라 콘도 수영장은 좀 열었으면 했는데 이제 다른 실내 운동을 찾아봐야 할까 싶습니다. 항상 유익한 정보 감사드립니다.
