Naver, Upstage, SKT, NC, LG granted data for training models

Five consortia were selected as the operators of the Korean government’s project to establish proprietary artificial intelligence (AI) foundation models, aimed at developing large language models using purely domestic technology to achieve global competitiveness and secure digital sovereignty.
글로벌 경쟁력을 확보하고 디지털 주권을 확보하기 위해 순수 국내 기술을 활용한 대형 언어 모델 개발을 목표로 하는 한국 정부의 독자적인 인공지능(AI) 기반 모델 구축 프로젝트의 운영자로 5개 컨소시엄이 선정되었다.
 
The consortia, dubbed Korea's “national AI champions,” will receive a combined 200 billion won in government support, including data resources, high-performance graphic processing units (GPUs) and other essential assistance.
월요일 언론 브리핑에서 과학기술정보통신부는 네이버 클라우드, 업스테이지, SK텔레콤, NC AI, LG AI 리서치가 주도하는 5개 컨소시엄이 프로그램 운영사로 선정되었다고 발표했다.
 
During a press briefing, Monday, the Ministry of Science and ICT announced that five consortia, those led by Naver Cloud, Upstage, SK Telecom, NC AI and LG AI Research, were selected as the program operators.
"다섯 팀은 첨단 AI 모델 개발에서 강력한 역량을 입증했으며, 기초 모델을 처음부터 구축하려는 노력으로 주권 AI의 본질을 추구한 것으로 인정받고 있다."라고 과학기술정보통신부는 말했다.
 
“The five teams have demonstrated strong capabilities in developing advanced AI models and are recognized for pursuing the essence of sovereign AI as they seek to build foundation models from scratch,” the ministry said.
"다섯 팀은 첨단 AI 모델 개발에서 강력한 역량을 입증했으며, 기초 모델을 처음부터 구축하려는 노력으로 주권 AI의 본질을 추구한 것으로 인정받고 있다."라고 과학부는 말했다.
 
The ministry noted that the teams have proposed high-level open-source policies that allow their models to be used commercially by other companies, contributing to the expansion of Korea’s AI ecosystem.
과학부는 두 팀이 다른 기업들이 자사 모델을 상업적으로 사용할 수 있도록 하는 고급 오픈 소스 정책을 제안하여 한국의 AI 생태계 확장에 기여했다고 언급했다.
 
The ministry also confirmed that the selected teams have set scalable goals to advance beyond traditional language models to develop multimodal or omni models. Multimodal models are designed to understand not only text but also images, audio and other types of data. Omni models are aimed at performing a wide range of tasks across different domains using a single unified model.
과학부는 또한 선정된 팀들이 전통적인 언어 모델을 넘어 멀티모달 또는 옴니 모델을 개발하기 위한 확장 가능한 목표를 설정했다고 확인했다. 멀티모달 모델은 텍스트뿐만 아니라 이미지, 오디오 및 기타 유형의 데이터도 이해하도록 설계되었다. 옴니 모델은 단일 통합 모델을 사용하여 다양한 도메인에서 다양한 작업을 수행하는 것을 목표로 한다.
 
The Naver Cloud team is comprised of portal giant Naver, U.S.-based AI startup Twelve Labs and domestic universities. The team aims to develop a proprietary omni foundation model to expand public access and drive industrial adoption.
The Upstage team is comprised of Upstage, developer of Solar LLM, and a number of Korean AI startups including Nota, Lablup and Flitto. The team seeks to develop Solar WBL to be a proprietary foundation model on par with global front-runners, with the goal of building a sustainable domestic AI ecosystem.
네이버 클라우드 팀은 포털 대기업 네이버, 미국 기반 AI 스타트업 12랩스, 국내 대학으로 구성되어 있다. 이 팀은 대중의 접근성을 확대하고 산업화를 촉진하기 위해 독점적인 옴니 기반 모델을 개발하는 것을 목표로 한다.
 
The SK Telecom team is comprised of the telecom company, along with game developer Krafton, mobility AI specialist 42dot and AI accelerator developer Rebellions. The team plans to develop both general-purpose AI agents accessible to everyone and industry-specific agents for business applications.
SK텔레콤 팀은 게임 개발사 크래프톤, 모빌리티 AI 전문업체 42dot, AI 가속기 개발사 리벨리온과 함께 통신사로 구성되어 있다. 이 팀은 누구나 접근할 수 있는 범용 AI 에이전트와 비즈니스 애플리케이션을 위한 산업별 에이전트를 모두 개발할 계획이다.
 
The NC AI team is comprised of a number of domestic universities and Lotte Innovate, and is pursuing the development of a proprietary 200-billion-parameter large language foundation model package with world-class performance.
NC AI 팀은 여러 국내 대학과 롯데이노베이트로 구성되어 있으며, 세계적 수준의 성능을 갖춘 2000억 개의 매개변수를 가진 독자적인 대형 언어 기반 모델 패키지 개발을 추진하고 있다.
 
The LG AI Research team includes the research institute, plus LG Uplus, LG CNS, chipmaker FuriosaAI and a number of other AI firms. The team aims to develop a high-performance AI foundation model that combines both specialization and general-purpose capabilities, while also building a full-stack AI ecosystem that is easily accessible to all.
LG AI 연구팀에는 LG유플러스, LG CNS, 칩 제조업체 퓨리오사아이 등 여러 AI 기업이 참여하고 있다. 연구팀은 전문화와 범용 역량을 결합한 고성능 AI 기반 모델을 개발하는 동시에 누구나 쉽게 접근할 수 있는 풀스택 AI 생태계를 구축하는 것을 목표로 하고 있다.
 
Big-name AI firms such as Kakao and KT also applied for the project but were not selected among the final five.
카카오와 KT와 같은 유명 AI 기업들도 이 프로젝트에 지원했지만, 최종 다섯 곳 중에서 선정되지 않았다.
 
The ministry said the all five teams requested government support in securing data resources. Around 10 billion won worth of datasets will be jointly purchased, including those held by the National Archives, Statistics Korea and the Korean Intellectual Property Office. Also, an additional 20 billion won worth of high-quality broadcast video training data will be provided.
과학부는 5개 팀 모두 데이터 자원 확보를 위한 정부 지원을 요청했다고 밝혔다. 국가기록원, 통계청, 특허청이 보유한 데이터를 포함해 약 100억 원 상당의 데이터셋을 공동으로 구매할 예정이다. 또한 200억 원 상당의 고품질 방송 영상 학습 데이터도 추가로 제공될 예정이다.
 
The government will lend GPUs for Upstage, NC AI and LG AI Research, as SK Telecom and Naver Cloud were selected as GPU providers for the project in a separate bidding process.
정부는 SK텔레콤과 네이버 클라우드가 별도의 입찰 과정에서 프로젝트의 GPU 제공업체로 선정됨에 따라 업스테이지, NC AI, LG AI 리서치에 GPU를 대여할 예정이다.
 
The project has drawn industry attention as the government plans to designate the selected companies as “K-AI Models” or “K-AI Companies,” recognizing them as the country’s flagship AI firms.
이 프로젝트는 정부가 선정된 기업들을 국가의 대표 AI 기업으로 인정하여 "K-AI 모델" 또는 "K-AI 기업"으로 지정할 계획이어서 업계의 주목을 받고 있다.
 
“Upon designating the five elite teams, the government plans to support the application of their foundation models in expanding the AI ecosystem, improving public access to AI and accelerating AI transformation in the public, economic and social sectors,” the ministry said.
"정부는 다섯 개의 엘리트 팀을 지정함에 따라 AI 생태계를 확장하고, 대중의 AI 접근성을 개선하며, 공공, 경제 및 사회 부문에서 AI 전환을 가속화하는 데 기초 모델을 적용할 수 있도록 지원할 계획입니다."라고 과학부는 말했다.
 
“A big applause to not only the five selected elite teams but also all participants who have shown their capabilities and passion for the project,” Minister of Science and ICT Bae Kyung-hoon said. “The government will actively support the growth of Korean AI companies and the expansion of a sovereign AI ecosystem.”
배경훈 과학기술정보통신부 장관은 "선정된 5개 엘리트 팀뿐만 아니라 프로젝트에 대한 역량과 열정을 보여준 모든 참가자들에게 큰 박수를 보낸다"라며 "정부는 한국 AI 기업의 성장과 주권 AI 생태계의 확대를 적극 지원할 것입니다"라고 말했다.
