1. believe = regard 생각하다, 여기다

2. those families 어떤 가족? → the Child Protective Unit이 refer한 가족

어디에 refer한? → the family preservation program팀에

안드레아는 그런 가족도 많은 것을 옳게 하고 있다고 생각한다. (they are doing a lot right)
