1:58 war. Though Russia has not announced that it intends to use nuclear weapons
2:02 against Ukraine. Kremlin-linked sources told Bloomberg
2:06 that Vladimir Putin is preparing to escalate Russia's war in Ukraine after
2:09 concluding that peace negotiations have reached a dead end. A growing number of
2:13 Russian officials reportedly believe that a tactical nuclear weapon could be
2:17 considered as a last resort measure if Moscow's position deteriorates further.
2:21 However, Bloomberg reported that there are currently no signs Russia is
2:25 preparing to use tactical nuclear weapons in Ukraine. Russia has
2:29 repeatedly issued nuclear threats since the invasion began using its nuclear
2:33 arsenal as a tool to intimidate Ukraine and discourage deeper Western military

3:30 with weapons and intelligence. Every mechanism for peace talks has
3:34 collapsed leaving the two warring sides back where they started.
3:38 The Kremlin believes that it has already made concessions during the war and that
3:42 each one weaken Russia's position. In the absence of diplomacy, Moscow sees
3:47 few ways to achieve its military goals other than further escalation.
3:51 The intensifying Ukrainian strikes have led a growing number of Russian
3:54 officials to believe that Putin could eventually take the extreme step of
3:58 using tactical nuclear weapons in Ukraine.
4:06 As tensions [music] rise, Putin may now be preparing a new ground offensive
4:10 toward Kyiv and Chernihiv, according to intelligence cited by a senior Ukrainian
4:14 official. On August 28th, a top Ukrainian official revealed intelligence
4:18 on Russia's new war plans, saying Moscow's military leadership has been
4:22 asked to develop multiple operational options. Ukraine says its intelligence
4:27 shows Russia is weighing a new ground offensive toward Kyiv, reviving concerns
4:31 over the capital's northern approaches more than 4 years after the first
4:34 invasion attempt. Kyiv official Pavlo Palisa said Moscow is [music] also
4:38 assessing an offensive toward Chernihiv, a northern region bordering both Russia
4:42 and Belarus. However, no Russian strike units are yet massing near Ukraine's
4:47 northern border, meaning the reported plans do not establish that an offensive
