First, they have never executed practical flight tests with airplanes in Korea, and executed practical flight tests with simulators and oral tests instead of airplanes, and recognized simulator training times with the flight times of airplanes.(by Korean aviation law 29-2, and the Enforcement Regulations of the Aviation law of Korea. Section 55)
Is this right?
Second, when did Annex 1 to the Convention on International Civil Aviation’s 2. 1. 6 start? They say “We don’t need airplanes to check practical flight tests any more, because Chapter 2. 1. 6 says simulator tests can be exchanged with practical tests.” Is it right?
Third, they have executed only five subject written tests for the Airline Transport Pilot License. Is it right? Shouldn’t they take practical flight tests with twin engine airplanes?
Forth, they have never executed practical flight tests with airplanes for Instrument Rating.
If anyone has over fifty hours of instrument flight hours, he only needs to take written tests without practical flight tests for instrument rating. Is it right?
Fifth, helicopter pilots shouldn’t fly airplanes but Korean airlines would let them fly airplanes without airplane qualifications.
They said there was no distinction between airplanes and helicopters, so they let helicopter pilots fly airplanes. Can helicopter pilots who have only helicopter commercial licenses, not airplane commercial licenses fly airplanes?
Sixth, flight engineers are not pilots but after working as engineers for five years, the authorities let them became airplane pilots after admitting 500 flying hours.
Is it possible for flight engineers working hours to be substituted for pilot’s flight hours?
Seventh, the chapter 2. 1. 10. 1 of the Annex 1—Personnel License, says that over the age of sixty’s a captain can’t have international flights as a pilot-in-command, and they insist it’s a recommendation, not a compulsory regulation. Is it right? If it was changed, when and how was it changed?

I’ve sent the 17 documents with the evidence that Korean airlines has been using unqualified pilots in the ICAO more than five times since I sent it for the first time from Chicago on Oct. 21 2006.
There is proof of Korean airlines and the government of
They let flight engineers control airplanes after working five years as a flight engineer.
They have been executing practical flight tests with simulators and oral tests since on Oct. 14 1982.(The enforcement regulations of the aviation law of Korea- Section 55-2)
They let them perform : The flight experience by means of the flight simulator designated by the Minister of Construction and Transportation shall be regarded as the airplane flight experience prescribed in section 29 subsection 2 – since on Feb. 5 1999.
Instrument rating tests have been executed with oral tests and written tests only.
Airline transport pilot licenses also have been executed by written tests without practical flight tests. They have never had twin -engined airplanes to check practical flight tests.
These were verified by Korean air Navigation Commissioner, Woo-jong Lee, because he concealed the documents which I sent. He hid the documents after receiving Korean airlines’ instigation, and was bribed from Korean airlines after retirement.

The chairman of Korean airlines, Cho Yang-ho bribed aviation officials with much money to use unqualified pilots. The director of aviation of the ministry of construction and transportation, Sung Ki-soo, the director of Seoul district aviation, Son Soon-yong, the director of Pusan district aviation, Kim Jin-yeul, the director air traffic control, Shin Dong-hoon, they, five were arrested on Nov. 22 1999.
I have accused the officials of Headquarters of Aviation Safety at the Korean prosecute, because they reported the false reports to the judge.

I don’t know why you replied to my questions like this. Are Korean airlines’ problems of unqualified pilots between private parties and their government authorities?
Furthermore these were just as the others with which Woo-jong Lee, air navigation commissioner said to me before. He told me “ICAO could not reply to anything that I did not admit.” I asked for replies many times, but you neither replied to my questions nor permitted my request to meet nor allowed me to enter the ICAO building. I guess you have many problems which gave a handle to the Korean member.
I courteously demand an explanation for my inquiries.
First of all, how and why did Mr. Min Jae Hoon keep the documents instead of you?
Secondly, who handed over the documents to Mr. Min Jae Hoon? What did he or she get from Mr. Min Jae Hoon? Was it a bribe or for money?
Thirdly, why didn’t you claim to investigate to the police? Did you punish him or her?
Fourthly, Korean airlines is an international airlines, not a domestic. Nevertheless, does not the ICAO intervene in Korean airlines’ violations? Is it a problem of private parties?
Fifthly, why didn’t you let me do any demonstrations?
Are you afraid of my demonstrations? Sixthly, why didn’t you let me share the papers to the others? Are you afraid that Korean airlines’ violations should be known to the world?
Seventhly, why didn’t you let me shout Korean airlines’ violations?
Eighthly, why didn’t you let me enter the ICAO building? Are you afraid of me?

I’m an ex-pilot of Korean Airlines, and have flown for over 30 years. The chairman of Korean Airlines, Cho yang Ho has given much money to the officials of the ministry of construction and transportation; Sung Ki soo the director of aviation of the ministry of construction and transportation, Son Soon Yong the director of Seoul district aviation, Kim Jin Yeul the director of Pusan district aviation and Shin Dong Hoon the director of air traffic control. All five persons were arrested on Nov. 22. 1999.
They’ve broken the law, and have been using unqualified pilots. They have never had airplanes to execute the practical flight tests from the beginning until now. They have executed the practical flight tests with simulator and oral tests. They have permitted airplanes’ flight times with simulator training times, therefore everybody could be a pilot with simulator training times without airplanes’ flight times.
They let helicopter pilots control airplanes without airplanes license, for example Choi Ok Man had only 291 hours of UH-1 helicopter, he could be a B-727 pilot with a helicopter commercial license only. And he worked as a flight engineer for 5 years, so he got 500 hours of pilot’s flight times, and he could be a captain.
IFR and Airline Transport Pilot licenses are issued by written tests only.
There are now about 200 unqualified pilots in Korean Airlines
I’ve sent letters, Jul. 14. Jul. 25. Aug. 26. Sep. 8. Nov. 5. 2008. five times and many times of facsimiles but I’ve never received any response yet. I don’t know why you neither reply to my questions nor permit my request to meet.

First, from when the practical flight test was permitted by simulator and oral tests? And what is the law? In
Second, Could be changed simulator training hours into the airplane flight hours? Isn’t there any problem the license by simulator tests only?

Fifth, in the IFR, ATP licenses, they execute a written test only without a flight test, is it possible? They gave IFR licenses to those who do not have any IFR flight hours and experience.
Sixth, they told chapter 2.1.10.1 of Annex1-Personnel Licensing is not a compulsory rule, only recommendation, so they permitted over 60 years pilots until 2000, is that right?
I met Woo-jong Lee who is an air navigation commissioner and Byong-seop Kim who is counselor in the Lee’s office on Aug 13. 2007. They acknowledged Korean airlines’ violations. And he said “If ICAO knows that,

The president of Korean airlines acknowledged that they have used helicopter pilots as airplanes pilots until 1992. But he insisted that there was not difference between airplanes and helicopter before 1993. He could not deny using helicopter pilots, because there were witness, proof and real evidence. Therefore, he acknowledged using helicopter pilots as airplanes pilots, but denied that there was separation between airplanes and helicopters.
But there was separation between airplanes and helicopters from the beginning to now.
He is a liar, lawbreaker but the Korean judge arrested me instead of him.
Korean airlines has been using hundreds of unqualified pilots until now.
Most of them graduated from INHA university which the president of Korean airlines graduated. The president of Korean airlines, Cho Yang Ho is hiring his university’s graduates. They, unqualified pilots should have resigned from flights.
I’ve already submitted 17 documents two times which Korean airlines has been using unqualified pilots. I submit again the document 4 which the president of Korean airlines acknowledged using the helicopter pilots as airplanes, but there was not separation, the 7 which two witness recorded their flights, the 8 which is two witness’ licenses, and the 11, 12 documents which are evidences of the law court.
I would like to have your replies as soon as possible.
