태국, 이달 말 부분 개각 단행 (종합)

(방콕=연합뉴스) 현영복 특파원 = 잉락 친나왓 태국 총리는 대홍수로 악화된 민심을 수습하기 위해 이달 말 부분 개각을 단행할 것이라고 현지 언론들이 17일 보도했다.

지난해 8월 태국 사상 첫 여성 총리로 취임한 잉락 총리는 813명의 인명손실을 낸 대홍수로 지도력에 큰 타격을 받았다.

티띠마 차이생 태국 정부 대변인은 이날 "10여명의 각료가 교체될 것"이라며 "잉락 총리가 부분 개각안을 16일 푸미폰 아둔야뎃 국왕에게 제출했다"고 밝혔다.

앞서 내무부장관 비서인 아리 끄라이나라는 "이달말께 부분 개각이 이뤄질 것"이라며 "부분 개각은 국민의 이익을 위해 정책을 시행하기 위한 것"이라고 말했다. 아리 비서는 "일부 장관들의 전문성이 부족했다"며 "내각을 재구성하게 되면 정부의 효율성이 확대될 것"이라고 말했다.

정부 소식통들은 유타삭 사시쁘라빠 국방장관이 보안 업무를 총괄하는 부총리로 승진하고 유타삭 장관 후임으로는 수꿈폰 수와나땃 교통부 장관이 내정된 것으로 알려졌다. 유타삭 장관과 수꿈폰 장관은 탁신 친나왓 전 총리의 최측근들로 알려진 인물들이다.

잉락 총리의 친오빠인 탁신 전 총리는 부정부패 혐의로 해외도피 생활을 하고 있으나 현 정부 내에서 막강한 영향력을 행사하고 있다. 탁신 전 총리의 측근으로 분류되는 레드셔츠(Red Shirts) 지도자 나타웃 사이쿠아 의원도 이번 개각에서 농업부 부장관에 임명될 것으로 전해졌다. 레드셔츠는 지난 2010년 3∼5월 방콕 도심에서 조기총선을 요구하며 반정부 시위를 벌여 정권교체에 1등 공신 역할을 한 단체이다.

끼띠랏 나 라농 상무부 장관은 재무부 장관으로 자리를 옮기고 후임 상무부 장관으로는 분송 떼리야삐롬 재무부 부장관이 내정된 것으로 알려졌다.

PM: Reshuffle aims at suitability

The cabinet reshuffle soon to be announced is aimed at setting people in positions that best suit them and at achieving a proper balance, Prime Minister Yingluck Shinwatra said on Tuesday.

Ms Yingluck said the reshuffle is awaiting approval by royal command. The changes made to the cabinet line-up did not result from her recent order that individual ministries report on their three-month work achievements.

"This reshuffle is aimed at suitability [for the job].  After several months in the job  I want to make some adjustments. "As for (Industry Minister) Wannarat Channukul, he has a health problem.  So I am taking take this opportunity to make changes," the prime minister said. Mr Wannarat is a member of the Chart Pattana Puea Pandin Party.

Ms Yingluck said the reshuffle would not affect the ministerial quotas of the parties in the coalition.

Earlier today, government spokeswoman Thitima Chaisaeng said Ms Yingluck had on Monday forwarded a new cabinet line-up involving "more than 10 changes" to His Majesty the King for approval.

Asked about the post of government spokesperson, Ms Thitima said she had not talked it over with the prime minister.

A Pheu Thai source said the reshuffle involves 16 cabinet posts. Some ministers would be left out and replaced while others would be moved to new portfolios.

The 16 changes in the cabinet line-up were expected to be as follows:
