A political storm has erupted in Seoul over a series of abductions and confinement cases involving Korean nationals in Cambodia, as rival parties clash over who bears responsibility for the government’s slow response to the growing overseas crime crisis.

캄보디아에 있는 한국 국적자들과 관련된 일련의 납치 및 감금 사건으로 인해 서울에서 정치적 폭풍이 발생했다. 이로 인해 정부의 해외 범죄 위기에 대한 느린 대응에 대한 책임을 두고 경쟁 당사자들이 충돌하고 있다.

The ruling Democratic Party of Korea (DPK) accused the previous administration under Yoon Suk Yeol of neglecting the safety of its citizens despite increasing development aid to Cambodia and maintaining ties with religious lobby groups.

집권 여당인 더불어민주당(DPK)은 캄보디아에 대한 개발 원조를 늘리고 종교 로비 단체와의 관계를 유지했음에도 불구하고 윤석열 체제의 전임 정부가 자국민의 안전을 소홀히 했다고 비난했다.

In response, the main opposition People Power Party (PPP) claimed that Chinese criminal syndicates are the root cause of the crimes, urging the government to step up diplomatic pressure on Beijing.

이에 대해 제1야당인 국민의힘(PPP)은 중국 범죄 조직이 범죄의 근본 원인이라고 주장하며 정부가 베이징에 대한 외교적 압박을 강화할 것을 촉구했다.

The controversy has intensified ahead of the National Assembly’s Foreign Affairs and Unification Committee inspection in Phnom Penh, which is scheduled to take place from Tuesday to Friday. Lawmakers plan to visit crime-ridden areas and the Korean Embassy to review efforts to protect citizens abroad.

화요일부터 금요일까지 열릴 예정인 국회 외교통일위원회의 프놈펜 시찰을 앞두고 논란이 격화되고 있다. 국회의원들은 범죄 발생 지역과 한국 대사관을 방문해 해외 시민 보호 노력을 검토할 계획이다.

DPK policy chief Han Jeoung-ae said the previous government “poured money into official development assistance projects while ignoring repeated requests to send additional police officers to Cambodia,” citing a sharp increase in confinement and abduction cases over the past year.

한정애 민주당 정책실장은 지난 1년간 구금 및 납치 사건이 급격히 증가한 점을 언급하며, 이전 정부가 "캄보디아에 경찰을 추가로 파견해 달라는 반복적인 요청을 무시한 채 공적 개발 원조 프로젝트에 돈을 쏟아부었다"고 말했다.

Rep. Kim Young-bae, the committee’s DPK secretary, claimed that “the Yoon government’s negligence and cronyism created the conditions for this tragedy,” adding that “first lady Kim Keon Hee’s ODA favoritism and photo-op diplomacy revealed where its real priorities lay.”

위원회의 민주당 간사인 김영배 의원은 "윤 정부의 태만과 정실주의가 이 비극의 조건을 만들었다"며 "김건희 영부인의 ODA 특혜와 포토업 외교가 진정한 우선순위를 드러냈다"고 주장했다.

Another DPK spokesperson responded to the opposition’s criticism, saying, “Before accusing the government of acting like a contrarian administration that moves in the wrong direction just to be different, the PPP should first apologize for Kim Keon Hee’s so-called ‘Hepburn-style’ photo stunt and the reckless aid giveaways that followed.”

또 다른 민주당 대변인은 야당의 비판에 대해 "정부가 단순히 다른 방향으로 나아가는 반대 행정처럼 행동한다고 비난하기 전에, 국민의 힘은 먼저 김건희의 이른바 '헵번 스타일' 사진 스턴트와 그에 따른 무모한 지원금 지급에 대해 사과해야 한다"고 답했다.

This remark was in reference to an earlier statement from the PPP describing the Lee Jae Myung administration as a “contrary government,” a local expression‎ taken from a Korean folktale about a frog that always did the opposite of what it was told, implying inconsistency and misplaced priorities.

이 발언은 이재명 정부를 "반대 정부"라고 묘사한 국민의 힘의 이전 발언을 언급한 것이다. 이는 한국 민담에서 개구리에 대한 지역적 표현을 차용한 것으로, 일관성이 없고 우선순위가 잘못되었음을 의미한다.

The PPP maintains that Chinese criminal networks are at the center of the crisis. PPP spokesperson Park Sung-hoon said that the abductions and voice phishing scams targeting Koreans in Cambodia are “largely orchestrated by Chinese-run syndicates.”

국민의 힘은 중국 범죄 네트워크가 위기의 중심에 있다고 주장한다. 박성훈 국민의 힘 대변인은 캄보디아에서 한국인을 대상으로 한 납치 및 보이스피싱 사기는 "대부분 중국이 운영하는 신디케이트에 의해 조직된 것"이라고 말했다.

“The government must raise this issue directly with Chinese President Xi Jinping during the upcoming Asia-Pacific Economic Cooperation (APEC) summit,” he said, urging a formal protest against Beijing’s inaction.

그는 "정부는 다가오는 아시아태평양경제협력체(APEC) 정상회의에서 시진핑 중국 국가주석에게 이 문제를 직접 제기해야 한다"며 중국의 무행동에 대한 공식 항의를 촉구했다.

Park also cautioned against “celebrating” the recent repatriations of Koreans from Cambodia, noting that many of those deported were complicit in the criminal operations.

박 씨는 또한 최근 캄보디아에서 추방된 한국인들의 송환을 "축하"하지 말라고 경고하며, 많은 사람들이 범죄 작전에 연루되었다고 언급했다.

“What matters is rescuing the victims who are still missing,” he said.

The dispute escalated after 64 Koreans were repatriated on Saturday, following the dismantling of a criminal enclave involved in online scams.

While the PPP argued that the deportations exposed the scale of transnational crime, the DPK hailed them as “a necessary step to protect citizens and dismantle organized networks.”

According to Cambodian police, many of those detained had been forced to work in the infamous “Wench” compound, where kidnapped laborers were coerced into carrying out digital fraud.

The Korean government later dispatched a joint task force led by Second Vice Foreign Minister Kim Jin-ah and composed of police, prosecutors and intelligence officials to coordinate investigations and support victims.

한국 정부는 나중에 김진아 외교부 제2차관을 단장으로 경찰, 검찰, 정보 당국자들로 구성된 공동 태스크포스를 파견하여 수사를 조율하고 피해자들을 지원했다.

The crisis dates back to August when a Korean university student was found dead, allegedly after being tortured by local criminals. Since then, more than 300 Koreans have reported cases of confinement or extortion in Cambodia.

위기는 지난 8월 한국 대학생이 현지 범죄자들에게 고문을 당한 후 숨진 채 발견된 사건으로 거슬러 올라갑니다. 그 이후 캄보디아에서 300명 이상의 한국인이 감금되거나 갈취된 사례를 보고했다.

Although Seoul has issued stronger travel warnings and increased its law enforcement presence, the two parties remain deeply divided — the DPK portrays the issue as a legacy of mismanagement under the Yoon administration, while the PPP frames it as a matter of Chinese complicity and transnational crime.

서울시는 더 강력한 여행 경보를 발령하고 법 집행 기관의 입지를 강화했지만, 양당은 여전히 깊은 분열을 겪고 있다. 민주당은 이 문제를 윤 정부의 잘못된 관리의 유산으로 묘사하고, 국민의 힘은 이를 중국의 공모와 초국가적 범죄 문제로 규정하고 있다.

With the parliamentary delegation due to arrive in Phnom Penh this week, the Cambodia scandal is expected to dominate the upcoming hearings. The session will be led by Kim Seok-ki, the chair of the Foreign Affairs Committee, and will include lawmakers from the DPK, the PPP and the minor Rebuilding Korea Party.

이번 주 프놈펜에 국회 대표단이 도착할 예정인 가운데, 캄보디아 스캔들이 다가오는 청문회를 주도할 것으로 예상된다. 이번 회기에는 김석기 외교위원장이 주재하며 민주당, 국민의힘, 주국혁신당 의원들이 참석할 예정이다.

Although Foreign Minister Cho Hyun is not scheduled to attend the on-site inspection, he has vowed in Seoul to implement “extraordinary measures” in coordination with the Cambodian government to ensure the safety of Korean nationals abroad.

조현 외교부 장관은 현장 시찰에 참석할 예정은 아니지만, 캄보디아 정부와 협력하여 해외에 있는 한국 국민의 안전을 보장하기 위해 "특별 조치"를 시행할 것을 서울에서 다짐했다.
