The government is planning to take strict action against gasoline price gouging, as domestic fuel prices have surged amid escalating tensions in the Middle East.

정부는 중동 긴장 고조 속에 국내 유가가 급등하자 휘발유 가격 폭리에 대해 엄격한 조치를 취할 계획이다.

Speaking at a Cabinet meeting on Thursday, President Lee Jae Myung condemned the sharp rise in retail gasoline prices, warning that attempts to exploit a national crisis for profit will not be tolerated.

이재명 대통령은 목요일 국무회의에서 휘발유 소매 가격의 급등세를 규탄하며 국가적 위기를 이용해 이익을 취하려는 시도는 용납되지 않을 것이라고 경고했다.

In line with the president’s directive, the government is reviewing a price ceiling that would prevent gas stations from raising prices beyond a designated level.

대통령의 지시에 따라 정부는 주유소가 지정된 수준 이상으로 가격을 인상하지 못하도록 하는 가격 상한제 도입을 검토 중이다.

“Objectively, there has not been a serious disruption to global oil supplies, yet prices suddenly skyrocketed,” Lee said.

“객관적으로 볼 때 글로벌 석유 공급에 심각한 차질이 발생한 것은 아니지만, 가격이 갑자기 급등했습니다.”라고 이씨는 말했다.

“I’ve heard that prices differ between morning, afternoon and evening, and that some gas stations have raised prices by nearly 200 won per liter ... It appears some are trying to profit from a national crisis with little regard for the hardships of others.”

“아침, 오후, 저녁마다 가격이 다르다는 말도 들었고, 일부 주유소는 리터당 거의 200원 가까이 가격을 올렸다고 합니다... 타인의 어려움을 거의 고려하지 않은 채 국가적 위기 속에서 이익을 취하려는 이들이 있는 것 같습니다.”

He added that while it is understandable that concerns over potential disruptions to the global oil supply have pushed international crude prices higher, the sudden surge in retail fuel costs here appears excessive because these factors have not yet had a tangible impact on domestic supply conditions.

그는 글로벌 원유 공급 차질 우려가 국제 원유 가격을 끌어올린 것은 이해할 수 있으나, 국내 공급 여건에 아직 가시적 영향을 미치지 않은 상황에서 국내 소매 연료비가 급등한 것은 과도해 보인다고 덧붙였다.

Typically, fluctuations in global oil prices are reflected in Korea’s retail fuel prices with a two- to three-week lag, but the current spike came almost immediately.

일반적으로 글로벌 유가 변동은 2~3주 시차를 두고 국내 소매 연료비에 반영되지만, 이번 급등은 거의 즉각적으로 나타났습니다.

According to the Korea National Oil Corp.’s Opinet fuel price information system, the national average gasoline price stood at 1,807.1 won ($1.23) per liter as of 10 a.m. on Thursday, up 29.6 won from the previous day.

한국석유공사 오피넷 유가정보 시스템에 따르면, 목요일 오전 10시 기준 전국 평균 휘발유 가격은 리터당 1,807.1원(1.23달러)으로 전날보다 29.6원 올랐다.

In Seoul, the average gasoline price rose to 1,874.4 won per liter, a jump of 31.8 won in a day.

서울의 평균 휘발유 가격은 리터당 1,874.4원으로 하루 만에 31.8원 급등했다.

It marks the first time since August 2022 that the nationwide average price of gasoline has exceeded 1,800 won per liter.

전국 평균 휘발유 가격이 리터당 1,800원을 넘어선 것은 2022년 8월 이후 처음이다.

Diesel prices have also risen sharply. The national average diesel price increased 56.5 won in a single day to 1,785.3 won per liter, while the Seoul average climbed 61.4 won to 1,865.4 won.

경유 가격도 급등했다. 전국 평균 경유 가격은 하루 만에 56.5원 오른 리터당 1,785.3원을 기록했으며, 서울 평균은 61.4원 오른 1,865.4원을 기록했다.

Lee instructed officials to swiftly explore options for implementing price controls.

이 대통령은 관계자들에게 가격 통제 시행 방안을 신속히 모색하라고 지시했다.

“If it is difficult to designate a single nationwide price ceiling, find practical alternatives such as applying limits depending on region or fuel type, and implement them quickly,” he said.

“전국적으로 단일한 가격 상한선을 설정하기 어렵다면, 지역이나 연료 종류에 따라 상한선을 적용하는 등 실용적인 대안을 모색하여 신속히 시행해야 합니다,”라고 그는 말했다.

He also called for legal measures to address unfair price hikes.

그는 또한 부당한 가격 인상에 대처하기 위한 법적 조치를 촉구했다.

“At the moment, it seems difficult to crack down and impose administrative penalties,” Lee said. “Please urgently review and establish the necessary systems to sanction this. This is not something we should leave unattended.”

“현재로서는 단속하고 행정 제재를 가하기가 어려워 보인다”고 이대통령은 말했다. “이를 제재할 수 있는 필요한 시스템을 시급히 검토하고 마련해 주십시오. 이는 방치해서는 안 될 문제입니다.”

In response, Deputy Prime Minister and Finance Minister Koo Yun-cheol said the government could consider invoking Article 23 of the Petroleum Business Act, which allows authorities to set an upper limit if fuel prices surge sharply.

이에 대해 구윤철 부총리 겸 기획재정부 장관은 정부가 유가가 급등할 경우 상한선을 설정할 수 있도록 허용하는 ‘석유사업법’ 제23조 적용을 검토할 수 있다고 밝혔다.

“We will review fuel prices and if they remain high, we will consider designating a maximum price through an official notice,” Koo said.

“우리는 유가 동향을 면밀히 검토할 것이며, 가격이 계속 높게 유지될 경우 고시를 통해 상한가를 지정하는 방안을 검토하겠다”고 구 장관은 말했다.

The association representing Korea's gas stations said it agreed on the necessity to investigate unusually rapid price increases, but stressed that any policy response should also take into account the operating conditions of gas stations.

한국 주유소 협회는 비정상적으로 급격한 가격 상승을 조사할 필요성에 동의한다고 말 했지만, 어떠한 정책적 대응도 주유소의 운영 여건을 고려해야 한다고 강조했다.

The Ministry of Trade, Industry and Resources also issued a security alert for oil and gas. It marks the first time in Korea that such a resource security alert has been issued for petroleum.

산업통상자원부도 석유 및 가스에 대한 자원 안보 경보를 발령했다. 이는 한국에서 석유에 대해 이러한 자원 안보 경보가 발령된 것은 이번이 처음이다.

The resource security alert system consists of four levels — attention, caution, alert and severe — with the current measure representing the lowest level.

자원 안보 경보 시스템은 ‘주의’, ‘경계’, ‘경보’, ‘심각’의 4단계로 구성되어 있으며, 현재 발령된 경보 수준은 가장 낮은 단계에 해당합니다.

Under the alert, the ministry plans to secure additional crude oil supplies to prepare for potential shortages, make preparations to release government strategic petroleum reserves and strengthen monitoring and enforcement in the domestic petroleum distribution market.

이번 경보 발령에 따라 해당 부처는 잠재적인 공급 부족에 대비해 원유 추가 확보를 추진하고, 정부 전략 석유 비축유 방출 준비를 갖추며, 국내 석유 유통 시장에 대한 모니터링과 단속을 강화할 계획입니다.

Meanwhile, the president also called on the government to swiftly roll out a 100 trillion won ($68 billion) program to stabilize the country's financial markets, citing Middle East tensions as a threat to market confidence.

한편, 대통령은 중동 긴장이 시장 신뢰에 위협이 되고 있다며, 정부에 국내 금융시장을 안정시키기 위한 100조 원(680억 달러) 규모의 지원책을 신속히 시행할 것을 촉구했다.

Lee warned that the worsening crisis in the Middle East is deteriorating the global economic and security environment.

이 대통령은 중동 지역의 위기가 심화되면서 세계 경제 및 안보 환경이 악화되고 있다고 경고했다.

He noted that financial markets are facing growing uncertainties, emphasizing the need for swift and broad policy financing support for sectors expected to be directly affected by the crisis, particularly companies heavily dependent on Middle East exports and the shipping industry.

그는 금융 시장이 점점 더 큰 불확실성에 직면해 있다고 지적하며, 특히 중동 수출에 크게 의존하는 기업과 해운 업계 등 이번 위기의 직접적인 영향을 받을 것으로 예상되는 분야에 대해 신속하고 광범위한 정책적 금융 지원이 필요하다고 강조했다.

In addition, Lee instructed relevant ministries to identify Korean nationals currently in the region and prepare contingency evacuation plans to be used in case the situation worsens.

또한 이 대통령은 관련 부처에 현재 해당 지역에 체류 중인 한국 국민을 파악하고, 상황이 악화될 경우를 대비해 비상 대피 계획을 수립하도록 지시했다.

“While ensuring the safety of our citizens on the ground, make sure to have a rapid and secure evacuation plan ready in coordination with allied countries if needed,” Lee said, stressing the mobilization of all available resources, including military aircraft, chartered flights and overland routes.

이 대통령은 “현지에 있는 우리 국민의 안전을 확보하는 동시에, 필요한 경우 동맹국들과 협력하여 신속하고 안전한 대피 계획을 마련해야 한다”고 말하며, 군용기, 전세 항공편, 육로 등 가용한 모든 자원을 동원할 것을 강조했다.

Joke-A Mime At the Zoo          동물원의 마임 배우

One day an out of work mime is visiting the zoo and attempts to earn some money as a street performer.

However, as soon as he starts to draw a crowd, the zookeeper grabs him and forcefully drags him into his office.

어느 날, 일자리를 잃은 마임 배우가 동물원을 찾아와 길거리 공연으로 돈을 벌어볼까 하고 마음 먹었다.  하지만 사람들이 모여들기 시작하자마자, 동물원 관리인이 그를 붙잡아 강제로 사무실로 끌고 들어갔다.

The zookeeper then explains to the mime that the zoo's most popular attraction, a gorilla, has died suddenly.

그러자 동물원 관리인은 마임 배우에게 동물원에서 가장 인기 있는 볼거리인 고릴라가 갑작스럽게 죽었다고 설명한다.

The keeper fears that attendance at the zoo will fall off. He offers the mime a job to dress up as the gorilla until they can get another one. The mime accepts.

관리인은 동물원 방문객 수가 줄어들까 봐 걱정했다. 그는 새로운 고릴라를 구할 때까지 마임 배우에게 고릴라 분장을 하고 행동해 달라고 부탁한다. 마임 배우는 그 제안을 받아들였다.

The next morning, before visitors arrive at the zoo, the mime puts on the gorilla suit and enters the cage.

다음 날 아침, 동물원에 관람객들이 오기 전에 마임 배우는 고릴라 복장을 입고 우리 안으로 들어갔다.

He discovers that it's a great job. He can sleep all he wants, play and make fun of people and he draws bigger crowds than he ever did as a mime.

그는 이 일이 정말 좋은 일자리라는 것을 깨닫는다. 그는 원하는 만큼 잠을 잘 수 있고, 놀면서 사람들을 웃기거나 놀릴 수 있으며, 마임배우로 일할 때보다 훨씬 더 많은 관중을 끌어모은 것이다.

However, eventually the crowds tire of him and he gets bored just swinging on tires. He begins to notice that the people are paying more attention to the lion in the cage next to his.

하지만 결국 관중들은 그에게 흥미를 잃고, 그 역시 타이어에 매달려 흔들거리기만 하는 것에 지루함을 느끼기 시작한다. 그는 사람들이 자기 우리 옆의 우리에 갇힌 사자에게 더 많은 관심을 기울이고 있다는 사실을 깨닫기 시작한다.

Not about to lose the attention of the adoring crowd, he climbs to the top of his cage, crawls across a partition, and dangles from the top to the lion's cage. Of course, this makes the lion furious, but the crowd loves it.

관객들의 열광적인 관심을 놓치고 싶지 않았던 그는 우리 꼭대기로 기어 올라가 칸막이를 넘어, 사자 우리 위에서 몸을 매달았다. 물론 사자는 이 일로 격분했지만, 관객들은 이 광경을 열광적으로 환영했다.

At the end of the day the zookeeper comes and gives the mime a raise for being such a good attraction as a gorilla.

하루가 끝날 무렵, 관리인이 와서 고릴라 역할을 훌륭히 소화해 낸 마임 배우에게 급여를 올려주었다.

Well, this goes on for some time. The mime keeps taunting the lion, the crowds grow larger, and his salary keeps going up. Then one terrible day when he is dangling over the furious lion, he slips and falls.

그렇게, 이런 일이 한동안 계속되었다. 마임 배우는 사자를 계속 화나게 하고, 구경꾼은 점점 더 늘어나며, 그의 출연료는 계속 올라간다.  그러다가 어느 끔찍한 날, 격분한 사자 위로 몸을 내밀고 있던 그가 미끄러져 떨어지고 만다.

The mime is terrified. The lion gathers itself and prepares to pounce. The mime is so scared that he begins to run round and round the cage with the lion close behind.

 마임 배우는 공포에 떨었다. 사자는 몸을 가다듬고 덮치려 한다. 마임 배우는 너무 무서워서 사자가 바짝 뒤쫓아오는 가운데 우리 안을 빙글빙글 돌기 시작한다.

Finally, the mime starts screaming and yelling, "HELP! HELP ME!", but the lion is quick and pounces.

마침내 마임 배우가 “도와줘! 제발 도와줘!”라고 부르짖으며 소리치기 시작하지만, 사자는 재빠르게 달려들어 덮쳐버린다.

The mime soon finds himself flat on his back looking up at the angry lion when he suddenly hears the lion whisper: "Shut up you idiot! You wanna get us both fired?"

마임 배우는 곧바로 등을 바닥에 대고 누운 채 화가 난 사자를 올려다보게 되는데, 그때 갑자기 사자가 속삭이는 소리가 들려온다. “닥쳐, 이 멍청아! 우리 둘 다 쫓겨나게 만들려고 그래?”
