The main opposition Democratic Party of Korea (DPK) said Sunday that it will introduce a downsized budget bill for next year in a plenary National Assembly session this week, after the party railroaded the proposal through a parliamentary committee despite the ruling party's boycott.

DPK floor leader Park Chan-dae unveiled the plan two days after his party, which holds a parliamentary majority, pushed the 2025 budget bill through the parliamentary special committee on budget and accounts, defying objections from the ruling People Power Party.
The budget proposal puts next year's budget at 677.4 trillion won ($485.3 billion), down 4.1 trillion won from the initial plan proposed by the government.

"The DPK has inevitably decided to introduce the reduced budget bill in a plenary meeting on Monday, the legal deadline (for the bill's passage)," Park said in a press conference.

The floor leader called the move an "extraordinary" measure to "normalize" state housekeeping, emphasizing his party's efforts to block a tax cut for the superrich and slash the budgets for state agencies wielding power.

The budget cut affects the whole amount flagged for special activity expenses of the presidential office's secretariat and national security office, as well as those of the prosecution, the state audit agency and the police.
​
It also halves the government's 4.8 trillion-won reserve fund to 2.4 trillion won.

The ruling party has denounced the move as "neutralizing the functions of the prosecution, the police and the state audit agency" by cutting such budgets, claiming such a vote is only aimed at shielding DPK leader Lee Jae-myung, who faces several trials.

Park left open the possibility of a revision to the budget bill, saying, "There is sufficient room for further negotiations if the government and the ruling party show a forward-looking attitude."
DPK Chair Lee echoed the stance, saying, "The government can submit a revised bill if necessary," while meeting with North Gyeongsang Province Gov. Lee Cheol-woo, who requested a budget increase for the 2025 Asia-Pacific Economic Cooperation (APEC) summit to be hosted in Gyeongju next year.

The statutory deadline for approving the national budget is Dec. 2, but the National Assembly has managed to meet it only twice in the past two decades.

Meanwhile, the DPK floor leader also revealed his party's decision to delay taxation on virtual assets by two years, as the ruling party has insisted, but said that the party seeks to vote down a bill on easing inheritance and gift taxes. (Yonhap)

(서울=연합뉴스) 임형섭 설승은 기자 = 더불어민주당 박찬대 원내대표는 1일 국회 예산결산특별위원회에서 4조1천억원 규모의 감액만 반영한 내년도 예산안을 통과시킨 것과 관련 "부득이하게 법정시한인 내일 본회의에 감액 예산안을 상정하기로 했다"고 밝혔다.

박 원내대표는 이날 국회에서 기자간담회를 열고 "나라 살림을 정상화하기 위한 특단의 조치"라며 이같이 말했다.

박 원내대표는 "민주당은 초부자감세 저지와 권력기관 특활비 등의 예산을 대폭 삭감한다는 대원칙 아래 심사를 이어왔다"고 말했다.

이어 "지역사랑상품권 발행 지원, 고교무상교육 국비지원 유지, RE100 대응과 재생에너지 투자 확대, AI(인공지능)·반도체 투자와 중소기업 지원, 아동수당 확대 등 저출생 대응 사업 확대, 국민 안전 사업 투자 확대 등 6대 미래·민생 예산 확보에 최선을 다했다"고 강조했다.

박 원내대표는 "그러나 여당과 합의가 불발되고 기재부가 증액에 동의하지 않았다"며 이에 따라 감액안을 본회의에 상정하게 되는 것이라고 설명했다.

박 원내대표는 또 "민주당은 예산부수법안도 내일 본회의에서 처리할 방침"이라며 "2년 연속 역대급 세수 결손이 이어지고 있는 상황에서 정부가 낸 세법안은 초부자 감세 기조를 더욱 강화하고 있다. 민주당은 초부자만을 위한 감세에 동의할 수 없다"고 말했다.
