중국과 러시아는 7월 6일부터 13일까지 실시된 최신 ‘해상연합-2026’ 훈련에 잠수함을 참가시키며 해군 협력을 확대했고, 양국 해군 간 상호운용성이 강화되고 있음을 보여주었다.
2012년 이 훈련 시리즈가 시작된 이후 처음으로 인민해방군 해군의 039B형 잠수함과 러시아 해군의 킬로급 잠수함이 일주일간의 훈련에 참가했다. 이번에 참가한 러시아 잠수함은 우파였다.
이번 해군 훈련에는 양국 해군의 함정 총 10척이 참가했다.
이전의 ‘해상연합’ 훈련은 주로 수상 전투함을 중심으로 이루어졌으며, 작전 구역은 점차 ‘근해’를 넘어 서태평양으로 확대돼 왔다. 이전 훈련에서는 중국과 러시아 군함이 일본 혼슈와 홋카이도 사이의 쓰가루해협과 대만 남쪽의 루손해협 같은 전략적 수로를 통과하기도 했다.
중국 국방부는 올해 훈련이 합동정찰, 방공 및 미사일 방어, 대수상전, 합동 잠수함 수색·구조 작전에 중점을 두었다고 밝혔다.
인민해방군 해군은 055형 구축함 안산, 052D형 구축함 카이펑, 054A형 호위함 우후, 903형 보급함 커커시리후, 926형 잠수함 지원·구조함 양청후, 함명이 공개되지 않은 039B형 잠수함을 투입했다.
러시아 태평양함대는 기함인 슬라바급 순양함 바랴그, 스테레구시급 초계함 레즈키, 프로젝트 21300형 잠수함 구조함 이고리 벨로우소프, 킬로급 잠수함 우파를 참가시켰다.
잠수함의 참가는 중·러 해군 협력 범위가 눈에 띄게 확대됐음을 의미하며, 해전에서 가장 민감한 분야 가운데 하나인 수중전 영역에서 양국 간 작전적 신뢰가 커지고 있음을 반영한다.
양국 해군의 전용 잠수함 구조함이 참가한 점은 수중 작전을 위한 공통 절차 개발에도 중점을 두고 있음을 시사한다.
이번 훈련은 6월 말 일본과 한국 인근 해역에서 중국과 러시아 전략폭격기가 실시한 합동 순찰에 이어 진행됐다. 이러한 활동은 양국 군사 협력의 빈도와 복잡성이 증가하고 있음을 보여준다.
훈련 직후 일본 방위성은 7월 19일 중국 함정 3척과 러시아의 레즈키가 일본의 배타적경제수역에서 작전하고 있었다고 밝혔다. 또한 카이펑은 오키노토리섬 남서쪽 180km 해상에서 실사격 훈련을 실시했다.
일본 정부는 중국에 항의하고, 이 같은 사격 활동이 해상 항행에 초래하는 위험을 강조했다.

China and Russia expand naval cooperation with submarine participation

China and Russia expanded their naval cooperation by integrating submarines into the latest Joint Sea-2026 exercise, held from 6-13 July, and underscoring growing interoperability between the two navies.
For the first time since the exercise series began in 2012, a People’s Liberation Army Navy (PLAN) Type 039B submarine and a Russian Navy’s Kilo-class submarine, Ufa on this occasion, participated in the weeklong drills.
In all, the naval exercise involved ten ships from the two navies.
Previous Joint Sea exercises have largely centred on surface combatants, with operating areas gradually extending beyond the “near seas” into the Western Pacific. Earlier iterations have seen Chinese and Russian warships transit strategic waterways such as the Tsugaru Strait between Japan’s Honshu and Hokkaido islands, and the Luzon Strait south of Taiwan.
China’s Ministry of National Defense said this year’s exercise focused on joint reconnaissance, air and missile defence, anti-surface warfare and joint submarine search-and-rescue operations.
The PLAN deployed the Type 055 destroyer Anshan, the Type 052D destroyer Kaifeng, the Type 054A frigate Wuhu, the Type 903 replenishment ship Kekexilihu, the Type 926 submarine support and rescue ship CNS Yangchenghu, and an unnamed Type 039B submarine.
Russia’s Pacific Fleet contributed its flagship, the Slava-class cruiser Varyag, the Steregushchiy-class corvette Rezky, the Project 21300 submarine rescue ship Igor Belousov, and the Kilo-class submarine Ufa.
The inclusion of submarines marks a notable expansion in the scope of Sino-Russian naval cooperation, reflecting increasing operational trust in one of the most sensitive areas of naval warfare.
The participation of dedicated submarine rescue vessels from both navies also suggests an emphasis on developing common procedures for undersea operations.
The exercise followed a joint patrol by Chinese and Russian strategic bombers in late June over waters near Japan and South Korea. Such activities highlight the growing frequency and complexity of military cooperation between the two countries.
Right after the exercise, Japan’s Ministry of Defense said on 19 July that three Chinese ships and the Russian Rezky were operating within its exclusive economic zone. Furthermore, Kaifeng conducted live-fire drills 180km southwest of Okinotori Island.
Tokyo lodged a protest with China and highlighted the danger posed to maritime navigation of such gunnery activities.
