태국(방콕) – 태국 내각은 이미 77억 바트가 지급된 잠수함 계약에 대해 독일제 엔진을 중국산 CHD620 엔진으로 교체하고, 건조 기간을 1,217일 연장하는 계약 수정안을 승인했다.

2025년 8월 5일, 현지 언론에 따르면 내각은 중국과 정부 간(G2G) 계약을 맺은 위안급 S26T 잠수함 사업에 대해 기존 계약서상의 독일 MTU396 엔진을 중국산 CHD620 엔진으로 교체하는 방안과 건조 기간 연장안을 승인했다.

해당 잠수함 사업은 2017년 태국 해군이 중국 CSOC와 선박 건조 계약을 맺으면서 시작되었으나, 중국이 계약서에 명시된 독일 MTU396 엔진을 확보하지 못하면서 2021년 이후 건조가 중단된 상태였다.

현재까지 공정률은 64%에 도달했으며, 전체 18회 분할 납부 중 10회차(77억 바트)는 이미 지급 완료되었다. 하지만 남은 55억 바트의 40%가 아직 미지급 상태다.

내각, 그리펜 전투기 4대 1개 비행대 도입 승인

같은 날, 내각은 공군과 해군이 제안한 대로 잠수함과 함께 그리펜 전투기 4대(1개 비행대) 도입도 승인했다.

전투기 도입사업 1차분으로, 스웨덴에서 Saab JAS 39 Gripen(그리펜) E/F형 전투기 4대를 195억 바트에 도입할 예정이다. 이는 국방부 나타폴 낙파닛 부장관의 제안에 따른 것이며, 태국 공군이 요구한 3단계 도입계획의 첫 단계다.

이 사업안은 원래 지난주 내각에 제출될 예정이었으나, 서류 문제로 8월 5일로 연기됐다.

앞서 6월 4일 판팍디 파타나쿤 태국 공군참모총장은, 태국이 운용 중인 F-16 전투기들은 2028~2035년 사이 운용이 종료될 예정이므로 대체기 도입이 늦어질 경우 국가방위태세에 공백이 발생할 것이라고 밝혔다. 이에 따라 태국 공군은 전투공격기 대체사업을 통해 후속 전투기 도입이 필수적이라고 설명했다.

태국 공군은 스웨덴에서 최신형 Saab JAS 39 Gripen 전투기 1개 비행대(총 12대, 600억 바트 규모) 도입을 확정했다. 총 20개 후보 기종 중 Gripen이 선정됐다.

이번 전투기 도입은 스웨덴 정부와 G2G 형식으로 이뤄지며, 2035년까지 10년간 3단계로 진행된다. 1단계에서는 4대(195억 바트)가 2029년까지(4년 내) 인도된다.

태국 공군 공식 SNS에는 “Saab JAS 39 Gripen E/F… Ready for Take Off”라는 메시지와 함께, 내각의 승인 소식이 전해졌다. Gripen 전투기 도입은 태국 공군의 영공 방위능력을 강화할 것으로 평가된다.

보도에 따르면, 판팍디 공군참모총장은 8월 23~27일 사이 그리펜 4대 도입 계약을 체결하기 위해 출국할 예정이다.

한편, 태국 공군은 이미 운용 중인 Gripen 전투기를 태국-캄보디아 국경 영공 방위 임무에 투입한 바 있어, 신형 Gripen 비행대 도입과 관련해 국내 논란이 이어지고 있다.

The Cabinet has approved a contract amendment for the submarine, replacing the German engines with Chinese CHD620 engines, after a 7.7 billion baht payment was already made.

On August 5, 2025, reporters reported that the Cabinet approved a contract amendment for the Yuan Class S26T submarine project, which Thailand signed a government-to-government (G2G) agreement with China. This includes replacing the original German MTU396 engine with a Chinese CHD620 engine, and extending the ship's construction time by another 1,217 days.

Reporters stated that the Yuan Class S26T submarine procurement project, for which the Royal Thai Navy signed a contract with CSOC of the People's Republic of China to build the ship in 2017, was hampered by China's inability to procure the German MTU 396 engines specified in the contract, resulting in the shipbuilding being suspended in 2021.

Currently, 64% of the process has been completed. 10 installments of the total 18 installments, totaling 7.7 billion baht, have been approved for payment. However, 40% of the remaining 5.5 billion baht is still outstanding. (Khaosod)

Cabinet approves purchase of 1 squadron of 4 Gripen aircraft

On August 5, 2025, reporters from Government House reported that the Cabinet approved the purchase of a squadron of four Gripen aircraft along with submarines, as proposed by the Air Force and Navy.

For the first phase of the procurement project for the purchase of four Saab JAS 39 Gripen fighter aircraft, or Gripen E and F models, from Sweden, valued at 19.5 billion baht, as proposed by Deputy Minister of Defense Gen. Nattapol Nakphanit, in accordance with the needs of the Royal Thai Air Force (RTAF), after the details of all three phases of the procurement process were completed.

It was reported that the Gripen procurement project was scheduled to be submitted to the Cabinet last week, but due to document issues, the proposal was moved to August 5th for approval.

Reporters noted that previously on June 4th, Air Chief Marshal Panpakdee Pattanakul, Commander-in-Chief of the Royal Thai Air Force, stated that Thailand's F-16 fighter jets would be gradually decommissioned between 2028 and 2035 after 37 years of service. Failure to procure replacement aircraft would impact national defense readiness. The Royal Thai Air Force is therefore required to procure replacement fighter jets under the Fighter Attack Aircraft Replacement Project.

The Royal Thai Air Force has jointly concluded that it will purchase Saab JAS 39 Gripen (Gripen) fighter jets, the latest models, from Sweden, one squadron, totaling 12 aircraft, worth 60 billion baht, from a total of 20 selections.

The aircraft procurement format is through the Swedish government, or G2G. The project is divided into three phases within a 10-year timeframe (by 2035). Phase 1 includes four aircraft, valued at 19.5 billion baht, to be delivered by 2029 (4 years).

The Royal Thai Air Force's Facebook page posted the message "Saab JAS 39 Gripen E/F... Ready for Take Off." The Cabinet has approved the purchase of replacement Saab JAS 39 Gripen fighter jets for the Royal Thai Air Force, strengthening its ability to maintain sovereignty over the airspace.

Reporters reported that Air Chief Marshal Panpakdee Pattanakul, Commander-in-Chief of the Royal Thai Air Force, is preparing to travel to sign a contract for the purchase of four new Gripen fighter jets between August 23-27.

However, the new squadron of Gripen fighter jets has become an issue after the Royal Thai Air Force used its in-service Gripens to protect sovereignty along the Thai-Cambodian border. (Khaosod)
