물 water, 들어오다 come in, ~(으)ㄹ 때 when,  노 oar or paddle, 젓다 row, ~아/어라 ending word for indicating instructions. 
so  it means [Row when the tide comes in]

As you know, if a boat is stuck in mud, no matter how hard you try, it's impossible to move. However, when the tide comes in, the boat automatically floats, making it easier to move. Therefore, when that time of oppertunity comes in your life, row hard and reach your desired destination.
