인도 국방부는 의회 위원회에 프랑스가 주도하는 미래전투항공체계(FCAS) 참여를 위한 작업을 시작했다고 밝혔다. 이는 이 프로그램의 중심에 있던 프랑스-독일 공동 전투기 사업이 붕괴한 지 두 달 만에 나온 것이다.
이 사실은 2026년 8월 7일 인도 하원에 제출되고 상원에도 보고된 국방 상임위원회의 제25차 보고서를 통해 공개됐다.
6세대 전투기 계획에 관한 권고에 답하면서 국방부는 한 문장으로 6세대 전투기 개발 프로그램에 “공동 참여하기 위한 노력을 조직적으로 시작했다”고 밝혔으며, 해당 프로그램을 FCAS로 지목하고 프랑스 정부가 주도하는 사업이라고 설명했다.
국방부의 답변에는 더 이상의 세부 내용이 없었으며, 이에 위원회는 6세대 전투기 개발과 획득 상황, 마련된 로드맵, 잠정적인 획득 일정에 대한 상세 보고서를 요구했다. 또한 인도 공군이 위원회에 자립을 위한 전환점이라고 설명한 국산 첨단 중형전투기(AMCA)의 개발 상황에 대해서도 보고를 요청했다.
사태 전개에 뒤처진 권고

트라피에는 2026년 7월 22일 반기 실적 발표에서도 개인적으로는 그러한 협력 방식을 선호하지만 결정권은 프랑스 정부에 있다고 말했다. 다쏘는 미래 전투기 시제기를 독자적으로 개발할지, 협력 방식으로 개발할지를 놓고 프랑스 정부와 논의가 진행 중이라고 밝혔다.
수렴하는 요구조건

파리와 베를린 사이에서 가장 큰 갈등을 일으켰던 작전 요구조건 가운데 두 가지는 뉴델리도 공유하고 있다. 프랑스와 인도는 모두 핵 억제력의 공중전력 구성요소를 유지하고 있으며 고정익 항공모함을 운용한다. 독일은 둘 다 보유하지 않는다.
프랑스와 인도의 방산 협력도 깊어지고 있다. 인도 국방획득위원회는 2026년 2월 MRFA 사업을 통해 라팔 전투기 114대를 도입하는 사업에 필요성 승인(Acceptance of Necessity)을 부여했으며, 국방부는 위원회에 이 사업이 전력 공백을 해소하는 동시에 인도 내 생산능력을 확대하기 위해 추진되고 있다고 설명했다.

중국이 긴박감을 더하다
인도의 관심은 자국 전투기 개발사업의 상황과 비교했을 때 빠르게 진행되는 중국의 개발 속도에서도 비롯된다. 중국 인민해방군은 5세대 청두 J-20과 선양 J-35를 실전 배치했으며, J-36과 J-50으로 알려진 두 종류의 6세대 추정 설계 시제기도 이미 비행했다.
반면 인도는 더 큰 사업의 기원이 1980년대까지 거슬러 올라가는 테자스 Mk1A의 생산량 확대에도 여전히 어려움을 겪고 있다. 인도는 2024년 2월부터 기체 인도를 시작할 예정이었지만 제너럴일렉트릭 F404-IN20 엔진 부족으로 일정이 지연됐으며, 약 30대의 기체가 완성됐거나 조립·시험의 여러 단계에 있으면서 엔진을 기다리고 있다. 테자스 Mk2와 AMCA는 여전히 개발 중이며, 국방부는 위원회에 AMCA의 목표 시점을 2035년이라고 설명했다.

따라서 프랑스-인도 공동사업은 양국 모두에 이익을 제공할 수 있다. 인도는 자국의 항공모함 운용 및 핵전력 요구조건에 부합하는 6세대 전투기 사업에 접근할 수 있으며, AMCA 일정이 지연될 경우 중국에 더 뒤처질 위험도 줄일 수 있다. 반대로 프랑스는 독일과의 결별로 잃은 자금과 산업 역량, 잠재적인 주문 규모의 일부를 인도를 통해 보완할 수 있다.
그러나 이러한 이해관계의 일치가 원래의 협력을 붕괴시켰던 바로 그 문제들, 즉 주도권과 사업분담, 지식재산권을 둘러싼 협상을 견뎌낼 수 있을지가 결정적인 쟁점이 될 것이다.

India moves to join France’s FCAS after split with Germany

India’s Ministry of Defence has told a parliamentary committee that it has started work on joining the French-led Future Combat Air System (FCAS), two months after the collapse of the Franco-German fighter that sat at the center of the program.
The disclosure came in the Standing Committee on Defence’s Twenty-Fifth Report, presented to the Lok Sabha and laid in the Rajya Sabha on August 7, 2026.
Answering a recommendation on sixth-generation planning, the ministry said in a single sentence that it had “initiated efforts in a concerted manner to co-join” the sixth-generation fighter aircraft development program, identifying it as FCAS and describing it as spearheaded by the French government.
The reply offered no further detail, leading the committee to request a detailed status report on the development and acquisition of sixth-generation aircraft, any roadmap prepared, and a tentative timeline for acquisition. It also asked for a status report on the indigenous Advanced Medium Combat Aircraft (AMCA), which the Indian Air Force has described to the committee as an inflection point for self-reliance.
A recommendation overtaken by events
The recommendation the ministry was answering was written before the European program broke apart. The committee’s Twentieth Report, presented on March 18, 2026, described two consortia pursuing sixth-generation aircraft: the GCAP, grouping the United Kingdom, Italy and Japan, and the FCAS, with France and Germany [the report omits Spain – ed. note]. It recorded that the Indian Air Force would try to join forces with one of them and begin considering a sixth-generation fighter immediately, so as not to fall behind.

By the time the ministry furnished its replies in July 2026, the second of those consortia no longer existed in the form described. France and Germany abandoned the joint fighter on June 8, 2026, after years of unresolved disputes between Dassault Aviation and Airbus Defence and Space over leadership, workshare and intellectual property. Berlin has since moved toward a national program backed by German industry. The ministry’s reply refers to FCAS as a French-led effort rather than a Franco-German one.
Dassault Aviation Chairman and CEO Eric Trappier told a French Senate committee on July 1, 2026, that the company remained open to cooperation, provided the rules were agreed at the outset, and did not exclude a non-European partner.
Presenting half-year results on July 22, 2026, Trappier said he personally favored such an arrangement but that the decision rested with the French state. Dassault said discussions were under way with the French government on a demonstrator for a future combat aircraft, either on a national basis or in cooperation.
Converging requirements

Two of the operational requirements that proved most divisive between Paris and Berlin are shared by New Delhi. France and India both maintain an airborne component of their nuclear deterrent and operate fixed-wing aircraft carriers. Germany does neither.
Franco-Indian industrial ties have also deepened. India’s Defence Acquisition Council granted Acceptance of Necessity in February 2026 for 114 Rafale fighters under the MRFA program, which the ministry told the committee is being pursued both to close a capability gap and to expand manufacturing capacity in India.
A joint statement issued during President Emmanuel Macron’s visit to New Delhi from February 17 to 19, 2026, established a Joint Advanced Technology Development Group and elevated the relationship to a “Special Global Strategic Partnership.”

China adds urgency
India’s interest is also driven by the pace of Chinese development, measured against the state of its own fighter programs. The People’s Liberation Army has fielded the fifth-generation Chengdu J-20 and Shenyang J-35, while prototypes of two apparent sixth-generation designs, the J-36 and J-50, have already flown.
India, meanwhile, is still struggling to ramp up production of the Tejas Mk1A, whose broader program traces its origins to the 1980s. Deliveries were due to begin in February 2024 but have been held up by shortages of General Electric F404-IN20 engines, leaving around 30 airframes built or at various stages of assembly and testing while awaiting powerplants. The Tejas Mk2 and AMCA remain under development, with the ministry telling the committee that the latter is targeted for 2035.

A Franco-Indian program could therefore offer something to both countries. India would gain access to a sixth-generation project aligned with its carrier and nuclear requirements, reducing the risk of falling further behind China if the AMCA schedule slips. France, in turn, could replace some of the funding, industrial capacity and prospective order volume lost with Germany.
Whether that alignment can survive negotiations over leadership, workshare and intellectual property, the same issues that fractured the original partnership, would be the decisive question.

첫댓글 중국-파키스탄의 JF-17처럼 기체/비행제어와 임무장비를 완전히 분리해서 기체/비행제어는 프랑스가 다 알아서 하고, 임무장비는 인도가 쓸 것들에만 인도 국산을 넣는 식으로 하는 것이 가장 나을 것 같습니다.

애비오닉스는 이런 비행제어 장비와 임무장비가 통합돼 있는게 보통인지, 분리돼 있는게 보통인지 모르겠네요. 옥신각신하는 거 막을려면 임무장비는 분리해서 알아서 만들게 하는 게 최선이긴 하겠습니다.
