Finland has decided to join France’s “forward deterrence” initiative, opening talks that could include joint exercises and temporary deployments by French strategic aircraft, the Finnish Ministry of Defense and the Élysée announced on September 14, 2026.
The decision extends President Emmanuel Macron’s European nuclear framework to the NATO member with the longest land border with Russia.
The two countries will establish a Nuclear Steering Group in the coming months, with cooperation intended to support strategic signaling and help manage escalation below the nuclear threshold.
Temporary French air deployments among the options
Defense Minister Antti Häkkänen listed three possible forms of cooperation: dialogue on French nuclear doctrine, joint exercises involving Finnish observers or conventional capabilities, and, ultimately, temporary deployments of elements of France’s Strategic Air Forces to Finnish territory. The ministry said the agreement followed confidential discussions at both political and official levels.

The French Strategic Air Forces combine nuclear-capable Rafale B fighters with Airbus A330 Phénix refueling aircraft. Their nuclear strike weapon is the MBDA ASMPA-R cruise missile.
The deployment option follows the concept Macron outlined at Île Longue on March 2, 2026. It envisages dispersing French strategic aircraft across allied bases, giving the force greater geographic depth and complicating an adversary’s planning.
Finland’s decades of experience in dispersed air operations could make it particularly well suited to that model. Its air force trains to operate fighters from civilian airfields and highway strips, with road base exercises such as Baana testing the ability of pilots and ground crews to sustain operations away from their main bases.
These skills closely match NATO’s Agile Combat Employment (ACE): moving aircraft between locations, maintaining sorties with a small logistical footprint and making them harder to target.
For France, Finnish expertise could help support temporary Rafale detachments while reducing reliance on a few fixed air bases.

The Finnish ministry stressed that the initiative complements NATO’s deterrence arrangements and provides no alternative nuclear umbrella. Participation creates no NATO-style collective defense obligations, and France is not asking partners to contribute to the cost of maintaining its nuclear deterrent.
“Each country joining the French initiative will define itself its pace of engagement,” Häkkänen said.
In his March 2 speech, Macron ruled out sharing authority over the use of France’s nuclear weapons, including the planning and execution of a strike. France also retains sole discretion to define the vital interests its deterrent protects.
He identified early warning, air and missile defense, and long-range conventional strike as areas where European partners could strengthen capabilities supporting deterrence.
Häkkänen described Finland’s participation as a natural step given the involvement of its Nordic neighbors. Sweden and Denmark were among the countries announced as participants following Macron’s March 2 speech, while Norway joined later.
Finland joins nine partners already involved in the initiative: the United Kingdom, Germany, Poland, the Netherlands, Belgium, Greece, Sweden, Denmark and Norway.
Finland maintains its peacetime nuclear policy

Finland’s participation comes as Helsinki has also been revising the domestic legislation governing nuclear weapons on its territory.
In March 2026, the government launched a reform of the country’s 1987 Nuclear Energy Act, whose existing provisions prohibit the import, possession and transit of nuclear explosives. The move prompted criticism from Moscow, which said changing the restrictions would increase tensions in Europe.
Finland’s parliament has since approved the removal of the Nuclear Energy Act’s blanket ban on nuclear explosives. The government argued that the existing legislation created legal barriers affecting national defense, NATO collective defense and bilateral or multilateral defense cooperation.
That change, however, does not amount to a decision to station nuclear weapons in Finland. In an August 24, 2026 speech, Prime Minister Petteri Orpo reaffirmed that Finland does not intend to have nuclear weapons on its territory in peacetime. Sweden has adopted a similar position.
Finland could join nuclear-related exercises, support French strategic forces with conventional capabilities and host temporary deployments during exercises or crises, without establishing a permanent French nuclear presence.
Finnish defense officials will now prepare negotiations with France on the practical arrangements, including the level and pace of Finland’s participation.
