Opposition chief urges top court to act swiftly on impeachment

야당 대표, 헌법재판소에 탄핵에 대한 신속한 조치 촉구

Korea’s opposition leader on Sunday urged the Constitutional Court to rule swiftly on a bid to remove President Yoon Suk Yeol from office, a day after parliament voted to impeach him over a short-lived attempt to impose martial law.

Yoon's powers will be suspended until the court rules on the case, either removing Yoon from office or restoring his powers. The court has up to 180 days to decide, and if he’s dismissed, a national election to choose his successor must be held within 60 days.

Prime Minister Han Duck-soo, the country’s No. 2 official, took over presidential powers later Saturday. Han was appointed by Yoon, whose government has struggled to pass legislation in the opposition-controlled parliament.

Lee Jae-myung, the leader of the opposition Democratic Party of Korea, told reporters Sunday that a swift ruling is the only way to minimize national chaos.

Lee also proposed the creation of a national council where the government and the National Assembly would work together to stabilize state affairs. He said bipartisan cooperation is essential to navigating the political paralysis that has halted high-level diplomacy and spooked financial markets since Yoon's martial law decree.

Lee also said that the Democratic Party of Korea would not seek to impeach of Han, despite some calls to do so over his alleged inaction to prevent Yoon’s martial law enforcement. Lee said there was no need to introduce further political uncertainty.

“The Democratic Party of Korea will actively cooperate with all parties to stabilize state affairs and restore international trust,” Lee said. “The National Assembly and government will work together to quickly resolve the crisis that has swept across the Republic of Korea.”

Yoon’s Dec. 3 imposition of martial law, the first of its kind in more than four decades, lasted only six hours, but has caused massive political tumult, halted diplomatic activities and rattled financial markets. Yoon was forced to lift his decree after parliament unanimously voted to overturn it.

Yoon sent hundreds of troops and police officers to the parliament in an effort to stop the vote, but they withdrew after the parliament rejected Yoon’s decree. No major violence occurred.
Opposition parties have accused Yoon of rebellion, and say that a president in Korea is allowed to declare martial law only during wartime or similar emergencies and would have no right to suspend parliament’s operations even in those cases.

The conservative Yoon rejects the charges and says he aimed to issue a warning to the Democratic Party of Korea, which he has called an “anti-state force” as it's used its control of parliament to impeach many top officials and hold up the government’s budget bill for next year. (AP)

한국의 야당 대표는 국회가 윤석열 대통령을 단명한 계엄령 시행 시도에 대해 탄핵하기로 의결한 다음 날인 일요일에 헌법재판소에 신속한 탄핵 결정을 촉구했습니다.

윤석열 대통령의 권한은 법원이 윤 대통령령을 해임하거나 권한을 회복하는 판결을 내릴 때까지 정지됩니다. 법원은 최대 180일까지 결정할 수 있으며, 윤 대통령령이 해임되면 60일 이내에 후임자를 선출하는 전국 선거를 치러야 합니다.

국가 2인자인 한덕수 국무총리가 토요일 오후 대통령 권한을 이양받았습니다. 한 총리는 야당이 장악한 국회에서 법안 통과에 어려움을 겪고 있는 윤 대통령이 임명했습니다.

야당인 더불어민주당의 이재명 대표는 일요일 기자들에게 신속한 판결만이 국가 혼란을 최소화할 수 있는 유일한 방법이라고 말했습니다.

이 대통령은 또한 국정 안정을 위해 정부와 국회가 협력하는 국민협의회 설립을 제안했습니다. 그는 윤 대통령 계엄령 이후 고위급 외교가 중단되고 금융시장이 공포에 떨었던 정치적 마비를 극복하기 위해서는 초당적인 협력이 필수적이라고 말했습니다.

이 대표는는 또한 윤 대통령의 계엄령 집행을 막기 위한 조치를 취하지 않았다는 의혹에 대해 일각에서 탄핵 요구가 있었음에도 불구하고 민주당은 한 총장에 대한 탄핵을 추진하지 않을 것이라고 말했습니다. 이 대표는는 더 이상의 정치적 불확실성을 도입할 필요가 없다고 말했습니다.

이 대표는는 "민주당은 국정 안정과 국제 신뢰 회복을 위해 모든 정당과 적극 협력할 것"이라며 "국회와 정부는 대한민국 전역을 휩쓸고 있는 위기를 신속히 해결하기 위해 함께 노력할 것"이라고 말했습니다

40여 년 만에 처음으로 시행된 윤 대통령의 12월 3일 계엄령은 단 6시간 동안만 지속되었지만, 막대한 정치적 혼란을 야기하고 외교 활동을 중단하며 금융 시장을 뒤흔들고 있습니다. 윤 대통령은 회가 만장일치로 계엄령을 뒤집는 투표를 실시한 후 법령을 해제할 수밖에 없었습니다.
