The South Korea-U.S. alliance is not just between the two countries' presidents, but one between their governments and between their people, a State Department spokesperson said Monday, stressing that there is no "diminution" in the bilateral partnership in the wake of President Yoon Suk Yeol's impeachment.

The South Korea-U.S. alliance is not just between the two countries' presidents, but one between their governments and between their people, a State Department spokesperson said Monday, stressing that there is no "diminution" in the bilateral partnership in the wake of President Yoon Suk Yeol's impeachment.

Matthew Miller, the spokesperson, made the remarks amid lingering concerns that Yoon's impeachment could affect policy coordination between Seoul and Washington at a time when security threats continue from North Korea's advancing nuclear and missile programs and its deepening military alignment with Russia.
​
"There will be no diminution in the alliance between the United States and the Republic of Korea," Miller told a press briefing, referring to South Korea by its official name.
​
"That alliance is not just an alliance between presidents. It is an alliance between governments and an alliance between peoples and our commitment to that alliance remains ironclad," he added.
​
Miller noted that over the past few weeks, South Korea demonstrated its "democratic resilience."
​
"That is democratic resilience that was hard won several decades ago, and we've seen them follow peacefully a process that was laid out by the Republic of Korea's Constitution," he said.

"We are ready to continue to work with the acting president and the government of the Republic of Korea in the same way that we were acting and cooperating with President Yoon."
​
In a separate online press briefing, White House National Security Communications Adviser John Kirby said the U.S. will stay committed to the alliance with South Korea, which he portrayed as "incredibly healthy."
​
"A significant ally remains a significant ally — an alliance that is incredibly healthy now, (which is) the result of these last four years of really working on our alliances and partnerships in the Pacific," he said.
​
Kirby mentioned that President Joe Biden had a phone call with South Korea's acting President Han Duck-soo over the weekend to reaffirm the U.S.' commitment to the South Korean people and the alliance.
​
He refused to comment on legal issues surrounding Yoon.
​
"Your question about whether he should be charged with insurrection ... those kinds of things are for South Korean officials, South Korean legislators, the South Korean people to determine, not the United States," he said.
​
"All I will say is that as the president said to acting President Han Duck-soo, this is an important relationship for us. It is a terrific alliance. The United States is going to stay committed to it."

South Korea's National Assembly impeached Yoon last week over his botched martial law attempt, suspending his presidential duties until the Constitutional Court decides whether to reinstate or unseat him from office. Prime Minister Han has taken over as acting president. (Yonhap)

[워싱턴=뉴시스] 이윤희 특파원 = 미국 정부는 윤석열 대통령이 탄핵 위기에 몰렸음에도 한미동맹은 계속 중요 동맹으로 유지될 것이라고 강조했다.

매슈 밀러 미 국무부 대변인은 16일(현지시각) 정례브리핑에서 윤 대통령 탄핵안 가결과 관련한 질문에 "한국과 미국의 동맹은 축소(diminution)되지 않을 것이다"고 답했다.

밀러 대변인은 "이 동맹은 단순히 대통령간의 동맹이 아니라 정부간의 동맹이자 국민간의 동맹"이라며 "한미동맹에 대한 우리의 약속은 철통같이 유지된다"고 확인했다.

윤 대통령의 비상 계엄 선포 이후 한국에서 전개된 상황을 두고는 민주적 회복력이란 표현을 사용하며 긍정 평가했다.

그는 "우리는 지난 몇주간 한국이 민주적 회복력을 보여주는 것을 봤다. 이는 수십년전 어렵게 쟁취한 민주적 회복력이다"며 "한국 헌법에 명시된 과정을 평화롭게 밟아가는 것을 목격했다"고 말했다.

그러면서 "(윤)대통령과 협력했던 것과 같은 방식으로 대통령권한대행, 그리고 한국 정부와 협력을 계속할 준비가 돼 있다"고 부연했다.

미국 정부는 지난 14일 국회에서 윤 대통령 탄핵소추안이 가결된 이후 한국의 민주주의와 법치를 높이 평가한다는 입장을 내놓은 바 있다. 아울러 조 바이든 대통령은 한덕수 대통령권한대행과 직접 통화하며 협력 방안을 논의했다.

존 커비 미 백악관 국가안보 소통보좌관도 이날 온라인브리핑에서 "한국에서 일어나는 일들을 매우 매우 주시하고 있다"며 "(한국과의)중요 동맹은 여전히 중요 동맹이며 믿을 수 없을 정도로 건강하다"고 말했다.

윤 대통령에게 내란 혐의를 적용하는 것이 맞다고 보느냐는 질문에는 "한국 국내 이슈에는 답하지 않겠다"며 "그가 내란 혐의로 기소되고 말고는 미국이 아니라 한국인들이 결정해야할 일이다"고 했다.

그러면서 "바이든 대통령은 한 직무대행에 한미동맹은 중요한 관계이며 미국은 계속 헌신할 것이라고 말했다"고 덧붙였다.
