북한 인민무력성이 2020년 명칭을 국방성으로 바꿨다. 그 산하에서(under its umbrella) 병무청 역할을 하는(serve the role of the Military Manpower Administration) 기구는 대열보충국, 징집(conscription)·배치(deployment)·제대(discharge) 등을 담당하는 휘하 조직(subordinate organization)은 군사동원부로 불린다. 징집은 초모(招募)라고 하는데, ‘불러 모은다’는 뜻의 한자어(Sino-Korean word)다.

신병 초모 과정에서 뇌물(bribery)·부정부패(corruption)가 횡행한(be rampant) 건 어제오늘 일이 아니다. 그런데 최근 들어 더욱 노골화하고 있다고(become even more blatant) 한다. 미국의 북한 전문 매체 데일리NK의 북한 내 소식통은 “국돈(북한 돈)이나 술·담배로 통했던 뇌물 유형이 딸라(달러)나 노트콤(노트북)·손전화(스마트폰) 등 고가 전자제품으로 바뀌고 있다”고 전한다. 대열보충국 간부들이 초모 대상 자식(draft-eligible children)을 둔 부모들에게 먼저 접근해 “몇 자리 안 남았다”며 공공연히 거액의 뇌물을 요구한다고(openly demand hefty bribes) 한다.

데일리NK에 따르면, 지난 1일부터 보름간 진행된(take place) 올봄 개별 임무 초모 과정에선 예년보다 더 심해졌다. 정보기술(IT) 병력 강화를 위해 기술 병과를 확대하고 있는데, 그중에서도 특히 기계화 사단(mechanized division) 소속 ‘정보병 독립 분대’ 배치를 둘러싼 뒷거래(backdoor deal)가 성행한다고 한다.

‘정보병 독립 분대(independent intelligence squad)’는 다른 병사들처럼 집단생활을 하지 않고 독립된 환경에서 컴퓨터·통신 기술을 배우며 비교적 편하게 군 복무를 할(serve the military service in relative comfort) 수 있다. 원래 취지는 군 정보화·디지털화 신기술 인재 육성인데, 뇌물과 자리 암거래 장마당이 형성되면서 부모의 권력·경제력이 배치를 좌우하는 암시장이 됐다(turn into a black market). 정작 기량과 기술력을 갖춘 신병(recruit with skills and technical prowess)들은 뒷돈과 연줄에 떠밀려 특기와 관련 없는 엉뚱한 보직을 받는다.

대열보충국 간부들 사이에선 ‘초모 기간은 1년 치 수입을 올릴(earn a year’s worth of income) 수 있는 황금기’라는 말이 버젓이 돌아다닌다고 한다. 북한 당국은 초모 비리 척결을 공언하지만, 그 돈벌이 좋은 과정(lucrative proceedings)을 장악한 간부들끼리 서로 감싸며 비리를 묵인·방조하는(turn a blind eye to and aid and abet irregularities) 분위기가 팽배해 있는 것으로 전해진다.

데일리NK는 소식통을 인용, “현대전 기술 인재를 육성하는(cultivate technological talent) 것이 목표인데, 돈과 권력이 만나는 뇌물 통로가 됐다”며 “부정부패가 갈수록 우심해지고 있다”고 전했다. 종전의 단순한 생계형 뇌물이 이제는 체계적인 사적 이익 추구(systematic pursuit of personal gain) 방식으로 굳어지고 있다(become entrenched) 한다.

In particular, officials from the Ministry of Defense’s Military Mobilization Replacement Bureau — similar to South Korea’s Military Manpower Administration — have turned the assignment of new personnel to newly expanded independent intelligence units attached to certain mechanized divisions into a lucrative business opportunity this year.
특히, 국방부 군사동원교체국(한국의 병무청과 유사) 관계자들은 올해 특정 기계화부대에 배속된 독립정보부대를 확대하여 신규인력을 배치하는 것을 수익성 있는 사업 기회로 삼았습니다.

“Some officials from the Military Mobilization Replacement Bureau have been using the 15-day spring recruitment period for individual duties that began on April 1 to demand hefty bribes from wealthy parents, offering to send their children to the new independent intelligence units,” a Daily NK source in the North Korean military said recently.

Parents in Pyongyang with draft-eligible children have shown considerable interest in these independent units since personnel can serve their military service in relative comfort, learning computers and telecommunication skills without living communally with other soldiers.

With officials taking bribes for these desirable positions, assignments to the new units increasingly depend on the power and economic influence of recruits’ parents.

In fact, bribery and corruption have become so entrenched that officials from the Military Mobilization Replacement Bureau call the spring draft a “golden period where you can make a year’s income.”
사실, 뇌물과 부패가 너무 뿌리 깊어서 군 동원 대체국 관계자들은 봄 징집을 "1년 동안 수입을 올릴 수 있는 황금기"라고 부릅니다.

“Officials accepted North Korean currency, liquor or cigarettes as bribes through last year, but this year, they are demanding dollars, notebook computers, smartphones and other high-priced electronics,” the source said.
