새로운 미 의회예산국(CBO) 추산에 따르면, 첫 번째 트럼프급 전함(BBG(X))의 비용은 약 230억 달러에 이를 수 있으며, 15척으로 구성되는 전체 프로그램 비용은 약 2,750억 달러가 될 수 있다. 이 추산은 수요일 공개됐다.
공개된 함정 규모와 원자력 추진 방식에 대한 추산을 바탕으로 CBO는 만재배수량 3만5,000톤급 원자력 전함의 평균 가격이 프로그램 전체 수명주기 동안 척당 약 180억 달러가 될 것으로 계산했다.
보고서는 “이러한 제원대로 건조된다면 이 함정은 세계에서 가장 큰 수상전투함이자 제2차 세계대전 이후 미 해군이 건조한 그 어떤 수상전투함보다도 큰 함정이 될 것”이라고 밝혔다. “미 해군의 알레이 버크급 유도미사일 구축함보다 3.5배 이상 크고, 줌왈트급 유도미사일 구축함보다 두 배 이상 클 것이다.”
지난해 12월 발표된 트럼프급 전함은 마크 41 수직발사관 128셀, 재래식 신속타격(CPS) 극초음속 미사일용 발사관 4기, 전자기 레일건, 그리고 미 해군의 AN/SPY-6 통합 방공·미사일방어 레이더를 확대형으로 적용한 체계를 중심으로 건조될 예정이다.
보고서는 “다른 요소에는 대형 레이저, 레일건, 그리고 무인항공체계에 대응하고 이를 교란하기 위한 함포, 소형 미사일, 기만체계, 광학 교란장치 등 다양한 방어체계가 포함될 것이다. 만약 이러한 기술 가운데 일부가 건조 시작 시점에 준비되지 않는다면, 미 해군은 해당 장비를 나중에 설치할 수 있도록 공간과 전력을 확보한 상태로 함정을 건조할 수도 있다”고 밝혔다.
또 다른 요소에는 미 해군이 계획 중인 핵무기 탑재도 포함된다.
보고서는 “BBGN은 미 해군 함대에 상당한 화력을 추가할 것이다. 미 해군은 이 함정이 핵탄두를 탑재한 해상발사 순항미사일, 즉 SLCM-N을 운용할 수 있도록 장비될 것이라고 밝혔다. 함정이 탑재할 핵탄두 순항미사일의 수는 알려지지 않았지만, 미 해군이 핵 순항미사일 프로그램을 설명한 내용을 감안하면 그 수는 많지 않을 가능성이 높다. 그럼에도 핵무기를 탑재한다는 점에서 이 전함은 미 해군의 오하이오급 탄도미사일 잠수함 14척을 제외하면 함대의 어떤 함정보다도 강력한 화력을 갖게 될 것”이라고 밝혔다.
프로그램의 대략적인 윤곽은 공개됐지만, 현재 공개된 정확한 제원만으로는 프로그램 비용을 확정적으로 산정하기 어려웠다.
상원 예산위원회 민주당 간사인 제프 머클리 상원의원(오리건주)의 요청으로 작성된 보고서는 “이러한 추산은 불확실성이 매우 크며, 함정 설계와 전체 전함 프로그램에 대한 CBO의 평가에 의존하고 있다. 다른 요인들 역시 비용을 CBO 추산보다 높이거나 낮출 수 있다”고 밝혔다.
예를 들어 재래식 추진 방식의 전함 프로그램은 원자력 추진 함정보다 약 13% 저렴하지만, 원자력 전함의 운용 및 유지비는 더 낮을 것이다. 이번 추산은 또한 일부 모듈 제작을 여러 조선소에 분산하고, 포드급 항공모함의 모듈들이 조립되는 HII 뉴포트뉴스 조선소의 12번 드라이독에서 최종 조립하는 초기 건조 계획도 고려했다.
보고서는 “CBO의 함정 비용 추산에는 프로그램에 관한 세 가지 가정이 포함돼 있다. 첫째, 미 해군 예산 문서에 명시된 대로 선도함은 2028년에 발주된다. 둘째, 미 해군은 15척을 구매하고 2027년 함정건조계획에 명시된 속도로 건조한다. 셋째, 한 조선소가 함정의 최종 조립을 담당하지만 다른 조선소들이 함정의 구획 또는 일부를 건조한다”고 밝혔다.
그럼에도 경하배수량을 기준으로 톤당 비용을 추산해 비용을 산정하는 CBO의 방법론은 역사적으로 함정 건조비 증가를 예측하는 데 정확한 것으로 입증돼왔다.
보고서에 따르면, 전함을 미 해군의 장기 함정건조계획에 포함할 경우 수상전투함 예산은 2025회계연도 계획의 연간 69억 달러에서 152억 달러로 두 배 이상 증가하게 된다.
보고서는 “2027년 함정건조계획은 미 해군이 구매할 대형 수상전투함의 수를 크게 늘릴 것이다. 이 계획에 따르면 미 해군은 2027년부터 2056년까지 이러한 함정 72척, 즉 BBGN 15척과 DDG-51 Flight III 57척을 구매하게 된다”고 밝혔다.
전함 프로그램은 트럼프 행정부의 주요 우선사업으로, 미 국방부는 2027회계연도 예산안에서 선행조달비 10억 달러를 요청했으며, 발주는 2028년으로 예상하고 있다.
의회는 이 프로그램에 상대적으로 미온적인 태도를 보여왔으며, 미 해군에 전함과 함께 더 작은 차세대 유도미사일 구축함의 개발도 계속할 것을 요구하고 있다.

The first Trump-class battleship (BBG(X)) could cost about $23 billion with an overall cost for the 15-ship program to be about $275 billion, according to a new Congressional Budget Office estimate published on Wednesday.
Based on the published estimate on the size and nuclear propulsion, the CBO calculated a full displacement 35,000-ton nuclear battleship would average to about $18 billion a hull over the life of the program.
“If built to those specifications, the ship would be the largest surface combatant in the world and larger than any surface combatant built for the Navy since World War II,” reads the report. “It would be more than three and a half times the size of the Navy’s Arleigh Burke-class guided missile destroyer and more than twice the size of the Zumwalt-class guided missile destroyer.”
Announced in December, the Trump-class battleship would be built around a 128 Mark 41 vertical launch cells, four tubes for Conventional Prompt Strike hypersonic missiles, an electromagnetic railgun and a scaled-up version of the Navy’s AN/SPY-6 integrated air and missile defense radar.
“Other elements would include large lasers, a rail gun, and a variety of defensive systems such as guns, smaller missiles, decoys, and optical dazzlers intended to counter and disrupt unmanned aerial systems. If some of those technologies were not available when construction began, the Navy could still build the ship, reserving space and power for their later installation,” reads the report.
Other factors include the addition of the Navy’s planned nuclear weapons.
“The BBGN would add considerable firepower to the Navy’s fleet. The Navy has stated that the ship would be equipped to carry the nuclear-armed sea-launched cruise missile, or SLCM-N. The number of nuclear-tipped cruise missiles the ship would carry is unknown but would probably be small given the Navy’s descriptions of the nuclear cruise missile program. Nevertheless, carrying nuclear weapons would give the battleship more firepower than any ship in the fleet other than the Navy’s 14 Ohio class ballistic missile submarines,” reads the report.
While the broad outlines of the program have been published, the exact specifications that are public made it difficult to get a firm cost value for the program.
“Those estimates are highly uncertain and rely on CBO’s assessments of the ship’s design and the overall battleship program. Other factors could also make costs higher or lower than CBO’s estimates,” reads the report requested by ranking member of the Senate Committee on the Budget Sen. Jeff Merkley (D-Ore.).
For example, building a conventionally powered battleship program would be about 13 percent cheaper than a nuclear ship but the operations and maintenance costs of a nuclear battleship would be lower. The estimate also takes into consideration the initial build plan that would spread some module work to several yards with the final assembly at HII Newport News Shipbuilding in Drydock 12 where the modules of the Ford-class aircraft carrier come together.
“CBO’s estimate of the ship’s cost incorporates three assumptions about the program: that the lead ship would be ordered in 2028, as specified in the Navy’s budget documents; that the Navy would purchase 15 ships and build them at the rate specified in its 2027 shipbuilding plan; and that one shipyard would perform the final assembly of the ship, but others would build sections or portions of the ship,” reads the report.
Still, CBO’s methodology for determining cost, by estimating the cost per ton on a light ship displacement, has historically proved accurate in predicting cost growth in hulls.
Overall, the inclusion of the battleship in the Navy’s long-range shipbuilding plan would more than double the Navy’s surface combatant budget from its Fiscal Year 2025 plan from $6.9 billion a year to $15.2 billion, according to the report.
“The 2027 shipbuilding plan would substantially increase the number of large surface combatants the Navy would purchase. Under that plan, the Navy would purchase 72 such ships between 2027 and 2056: 15 BBGNs and 57 DDG-51 Flight IIIs,” reads the report.
The battleship program is a major priority for the Trump administration with the Pentagon requesting $1 billion for advanced procurement funds in the Fiscal Year 2027 budget request with an anticipated order date in 2028.
Congress has been cooler on the program, asking the Navy to continue to develop a smaller next generation guided-missile destroyer as well as the battleship.
