(서울=뉴스1) 윤다정 노선웅 기자 = 헌법재판소가 31일 정상적 기능 회복과 국정 안정을 위해 '9인 재판부'의 조속한 완성을 다시금 촉구하고 나섰다.

천재현 헌재 부공보관은 이날 오후 서울 종로구 재동 헌법재판소 별관 콘퍼런스룸에서 열린 정례 브리핑에서 "지난 10월 재판관 공석이 발생한 이후 일관된 입장으로 세 분의 조속한 충원을 바라고 있다"며 이같이 밝혔다.

천 부공보관은 "문형배 헌재소장 권한대행도 지난 10월 29일, 지난 9일 헌재의 조속한 완성을 촉구한 바 있다"며 "국정이 안정되려면 헌재가 조속히 완성돼야 한다는 뜻에서 이같이 호소하신 것"이라고 강조했다.

그러면서 "현재 재판관 공석이 보충돼야만 정상적인 상태에서 권한쟁의 사건 등을 포함한 여러 사건에서 신속·공정한 재판이 가능하다는 점을 깊이 살펴봐 달라"고 호소했다.

He appealed, "Please take a deep look at the fact that a quick and fair trial is possible in various cases, including cases of power disputes, in normal conditions only when the current vacancy of the judge is supplemented."

다만 "'6인 체제' 선고가 가능한지에 대해서는 재판부에서 논의 중이고 속도를 내는 것으로 알고 있다"며 "재판관이 6인뿐인 상태에서 시급한 결정이 필요한 탄핵 사건이 이례적으로 많이 접수됐다"고 짚었다.

However, he pointed out, "The court is discussing whether it is possible to sentence the 'six-member system' and is speeding up," adding, "An unusual number of impeachment cases requiring urgent decisions have been received with only six judges."

또한 "주심 선정도 문 권한대행을 제외하면 5명이 배당을 받았고, 주심 별로 1~4건의 탄핵 사건을 가지고 있는 상황"이라며 "헌재는 가용 가능한 인력을 최대한 동원해 최선을 다하고는 있지만 재판부도 온전하지 않은 상태여서 부담이 있는 것은 사실"이라고 말했다.

이외에도 전날 오후 재판관 전원이 참석한 가운데 열린 재판관회의에서는 △한덕수 국무총리 탄핵 심판 사건의 변론준비절차 회부 △한 총리 사건의 수명재판관으로 김형두·김복형 재판관 지정 △윤석열 대통령 탄핵 심판 사건의 최우선 처리 방침 확인 △한 총리 탄핵 심판 사건과 권한쟁의 사건의 동일 주심 재판관 배당 등이 논의됐다.

또한 윤 대통령 탄핵 심판 사건 진행이 본격화됨에 따라 내년 1월 1일부터는 청사 내 경호·보안이 강화될 예정이다.

한편 이날 윤 대통령 측이 법원의 체포영장 발부를 두고 권한쟁의심판 청구 및 효력정지 가처분 신청을 예고한 데 대해서는 "사건에 관한 내용은 재판부에서 결정할 사안"이라고만 언급했다.
