A serious trend has developed over Ishii's first two years in the States, and it should provide a good strategy for fantasy players. It's fine to draft Ishii -- though beware of high WHIP because of wildness -- but be sure to trade him at the All-Star break. In his rookie season, Ishii went 11-5 with a 3.58 ERA in the first half. Post-break, the ERA jumped to 5.57 as his command left him completely. Last year, a repeat performance: 8-3, 2.94, followed by a 6.07 ERA in the 2nd half, which was shortened by injury.

Perez went from being offseason trade bait to possible No. 1 starter in Los Angeles with the departure of Kevin Brown. It's unclear whether the 25-year-old can shoulder the load after a large step backward in 2003. All of Perez's numbers suffered a year after his breakout season in which he appeared poised to leap to ace status. Perhaps the 222 innings he threw in 2002 took their toll on Perez's arm. He's still plenty young enough to bounce back, but hedge your bets a little here and don't overspend.

Redman is coming off his finest big league season, going 14-9 with a 3.59 ERA. The biggest reason for his success was an improved K/9 IP ratio -- from 4.83 in '02 to 7.13 last year. With his arrival in Oakland, Redman's fantasy value jumps up a bit, primarily due to the new ballpark factor. He will be the No. 4 starter, pitching behind Oakland's big three, and will have the advantage of facing other teams' end-of-rotation starters. If he is able to avoid another late season slump, Redman can win 15-16 games. He should be a No. 3 or 4 starter in AL-only leagues and a fourth or fifth pitcher in mixed ones.

Sabathia enjoyed the best of his three big league seasons in 2003, with career-bests in nearly every category. Although he has worked 588 innings in his three seasons, a potentially troubling career total for a pitcher who will only turn 24 in 2004, his command and efficiency have increased each season. Sabathia allowed a career-low 3.01 walks per nine innings in 2003, allowing him to drop his pitches-per-inning average to a career-low 15.93, and the Indians controlled his workload carefully, as he averaged a very tolerable 104.9 pitches per start and never topped 120 in any outing. Look for another big step forward from the Indians' young ace in 2004, with 14-16 wins, a 3.35 ERA, 1.25 WHIP and 150 strikeouts, making him a fine No. 3 start

Millwood's acceptance of arbitration came as a bit of surprise after the Phillies traded for Eric Milton, but he remains their top starter nonetheless. Being a Millwood owner can be maddening. On the one hand, he provided a decent amount of wins (14), a good amount of strikeouts and a not-too-terrible WHIP. But he never got around the corner he seemed to be nearing when he won 18 games in 2002. His inconsistency is enough to hurt his fantasy value, pushing him out of the early rounds and putting him in the $15-range, tops.

The bad news for Oswalt fans and owners was that he landed on the DL three times with a groin injury and managed to make just 21 starts. The good news is he had minor offseason surgery to correct the problem, providing hope that it won't bother him in 2004 and beyond. Even his injury-plagued season was productive, with good ERA and WHIP numbers. A healthy season, combined with Andy Pettitte and Roger Clemens helping to shoulder the burden should help Oswalt in 2004. The injury risk may make him slip into the late 2nd, early 3rd-round area, but it's a risk worth taking.

Prior is a No. 2 starter in name only; on any other staff in baseball, he's the guy. If he's the guy on your staff, you're in good shape. In just his first full season, Prior gave fantasy owners 18 wins, a 2.43 ERA 245 Ks and a 1.10 WHIP. There's no reason he won't be a four-category stud again, unless his arm falls off from over-use. That shouldn't keep you from making him your top pitching target in 2004, almost regardless of the cost.
