12·3 비상계엄 선포 당일 국회에 투입된 군 병력을 현장에서 지휘한 김현태 육군 특수전사령부 707특수임무단장이 6일 헌법재판소의 윤석열 대통령 탄핵심판 6차 변론에 출석해 “계엄 당일 ‘전기라도 차단할 수 있는 방법이 없겠냐’는 지시를 받았다”고 말했다. 김 단장은 상급자인 곽종근 전 특전사령관으로부터 이런 지시를 받았다고 말했다.

Kim Hyun-tae, head of the 707 Special Operations Command at the Army Special Warfare Command, who commanded military troops sent to the National Assembly on the day of Dec. 3 Dec. Dec. 3, attended the sixth hearing of the Constitutional Court's impeachment trial on President Yoon Suk Yeol and said, "I was instructed to 'cut off electricity on the day of the martial law." Kim said he received such an order from his superior, former Special Forces Commander Kwak Jong-geun.

김 단장은 이날 상급자의 국회 봉쇄 명령의 의미가 “의원 체포 등이 아니라 테러리스트 등 적대적 위험 세력 방어였다”고 했지만 “곽 전 사령관이 (국회의원이) 150명이 넘으면 안 된다거나 단전 지시를 했다”는 것은 인정했다.

Kim said, "The purpose of the superior's order to block the National Assembly was not to arrest lawmakers, but to defend hostile dangerous forces such as terrorists," but acknowledged, "Former commander Kwak ordered that there should not be more than 150 people or that the power cut off."

김 단장은 윤 대통령 측 송진호 변호사가 ‘곽 전 사령관이 단전 지시를 한 게 있었냐’는 질문에 대해 “12월 4일 00시50분 통화 기록이 있었다”며 “2층에서도 진입이 안 되서 높은 곳에 올라가려고 하던 중에 사령관에게 전화하자 그때 ‘전기라도 차단할 수 있는 방법이 없겠냐’고 해서 찾아보겠다고 한 뒤 지하로 이동했다”고 말했다.

When asked by President Yoon's lawyer Song Jin-ho, "Did former commander Kwak order a power outage?" he said, "There was a phone call record at 00:50 on December 4th. When I called the commander while I was trying to go up high because I couldn't enter from the second floor, he said he would look for it and moved to the basement."

그는 이어 “(사령관이) ‘150명이 넘으면 안 된다고 하는데 들어갈 수 없겠냐’는 얘기를 명령이라기보다 사정하는 식으로 얘기했다”며 “150명의 의미는 모르겠고, 안 된다고 말했다”고 했다. 이날 국회 본관에 들어간 707부대원은 16명이었다고 했다.

"(The commander) said in a way that he was not allowed to enter the main building of the National Assembly when he said no more than 150 people, but that he could not enter the building," he said. "I don't know the meaning of 150 people, but I said no." There were 16 members of Unit 707 who entered the main building of the National Assembly on the day.

김 단장은 계엄 당시 국회에 투입된 707부대원을 지휘했다. 김 단장은 지난해 12월9일 서울 용산구 전쟁기념관 앞에서 기자회견을 열고 “707부대원들은 모두 피해자”라며 “김용현 전 국방부 장관에게 이용당한 가장 안타까운 피해자”라고 말했다.

Kim commanded the 707 unit members who were deployed to the National Assembly during the martial law. "All the 707 unit members are victims," Kim said at a press conference in front of the War Memorial of Korea in Yongsan, Seoul on Dec. 9, 2016. "They are the most pitiful victims that were used by former Defense Minister Kim Yong-hyun."
