‘Wise’ means ‘Truth’. So, the wise who know the truth will shine as bright as the heaven, at the same time, the wise will lead or turn many into righteousness like the stars.

Since <Daniel> is quite difficult to understand, I think that <Daniel> emphasizes that those who understand <Daniel> shall be wise, thus they shall bring many people to righteousness like the stars that lead darkness into light.
