영어 passenger vs. occupant

자동차의 탑승자 보호 시스템(passenger protection system) 관련 내용입니다..

독어 버전과 영문 버전을 비교해가며 번역중인데요..

Personenschutzsystem --> passenger protection system (1)

Fussgaengerschutzsystem --> pedestrian protection system (2)

Insassenschutzsystem --> occupant protection system (3)

앞의 독어 단어에 대해 이렇게 영어 번역이 되어있습니다..

그리고 문장 중에.. 

"(1)은 (2)의 기능뿐만 아니라 (3)의 기능도 갖는다." 라는 문장이 있는데..

이 경우 (1)과 (3)의 번역을 각각 어떻게 하면 좋을까요?

같은 말 아닐까요? 굳이 나눠보자면 passenger는 정확히 말하면 운전자를 뺀 승객(탑승인)을 얘기하는 거겠구 occupant는 차 안에 들어있는 모든 사람을 얘기하는 개념일 것 같은데요. 물론 항상 그렇지만 정확한 건 아닙니다.^^
