Controversies over the morality and qualifications of nominees for major posts in the incoming administration continue. Two outstanding cases are an alleged conflict of interest for Kim In-chul, nominee for education minister, and for Chung Ho-chul, nominee for health and welfare minister. Despite President-elect Yoon Suk-yeol prioritizing the competence of candidates, the two nominees fell far short of the public’s expectations for top government officials in terms of ethics above all.

The controversy over Kim involves the appropriateness of Fulbright scholarships offered to members of his family. After receiving the scholarship from the Fulbright program managed by the Korean-American Educational Commission, Kim — a former president of the Hankuk University of Foreign Studies — and his wife went to U.S. universities as visiting professors in 1996 and 2004, respectively. Kim served as president of the Fulbright alumni association and as an auditor at the commission, and his daughter received a scholarship from the program in 2014 and his son in 2016.

Kim claimed that recipients of the scholarship are chosen without any outside pressure. But it can hardly dispel deepening public suspicion, as many ex-presidents of the Fulbright alumni association serve as members of the commission. 

The scholarship program prioritizes students without experiences of living overseas, but Kim’s children studied in foreign countries. Given that other students lost out on the chance to get a scholarship, he cannot serve as education minister.

Chung is suspected of giving special treatment to his two children when they applied for admissions into Kyungpook National University Medical School after graduating from college. When Chung was a professor at the medical school, he had final authority to set questions and grading for the classes his daughter took. But he didn’t report it to school authorities.
 

Chung’s son received about 12 million won in national scholarship money while preparing for admission to medical school. After controversy arose over the son, who had been exempted from military service after failing to meet the requirements for conscription in a physical test at the hospital, Chung offered to have his son take a new test at a private hospital. But the public showed a cold reaction to his proposal.

The two nominees strongly defend against such allegations. Nevertheless, those allegations are too powerful for them to serve as education and health ministers. President-elect Yoon championed the value of fairness before and after the March 9 presidential election. If those claims prove true, what difference is there between the incoming and outgoing administrations? We hope the two nominees withdraw their candidacies as soon as possible.

여론의 시선이 ‘검수완박’ 논란에 쏠린 와중에 다소 가려졌지만, 윤석열 정부 초대 국무위원 후보자들을 둘러싼 도덕성과 자질 시비가 끊이지 않고 있다. ‘아빠 찬스’ 의혹을 받는 김인철 교육부 장관 후보자와 정호영 보건복지부 장관 후보자의 이해상충 시비가 단연 두드러진다. 능력을 중시해 인선했다지만, 이들 두 후보자는 능력은 차치하고 도덕성 측면에서 국민의 눈높이에 턱없이 못 미친다.
 
김 후보자는 온 가족이 한·미 정부 공동 출연으로 만든 한미교육위원단 풀브라이트의 장학금을 받은 게 적절했는지를 놓고 도마 위에 올랐다. 풀브라이트 재단 지원으로 김 후보자 본인은 1996년, 배우자는 2004년 각각 미국 대학에 초빙교수와 교환교수로 다녀왔다. 여기에 그치지 않고 김 후보자가 한국 풀브라이트 동문회장 또는 한미교육문화재단 감사이던 시절에 딸(2014년)과 아들(2016년)이 연이어 장학금 혜택을 누렸다.
 
김 후보자 측은 한미교육위원단의 장학생 선발은 내외부의 영향력이 철저히 차단된다고 해명했지만, 위원단에 풀브라이트 동문회장 출신이 여럿 포함돼 있어 여전히 의혹을 불식하지 못하고 있다. 풀브라이트는 해외 거주 경험이 없는 학생에게 우선권을 주는데, 김 후보자 자녀는 해외 경험이 있었다고 한다.
 
학비와 생활비 등 연간 최대 5000만원을 지원하는 풀브라이트 장학금을 김 후보자 자녀들이 받는 바람에 다른 학생들이 공부할 기회를 빼앗겼다면 교육부 수장으로서 결격사유가 아닐 수 없다.
 
앞서 정호영 후보자는 두 자녀의 경북대 의대 편입 과정에서 아빠 찬스를 누렸다는 의혹을 받았다. 딸이 의대 재학 중에 수강한 과목에 대해 아버지인 정 후보자가 시험 출제와 성적 부여의 최종 권한을 갖고 있었지만 이런 사실을 학교 당국에 신고하지 않았다.
 
아들의 병역 판정을 둘러싼 의혹이 제기되자 민간 병원에서 재검사를 받으며 결백을 주장했으나 여론은 여전히 싸늘하다.
 
두 후보자는 제기된 의혹들에 대해 불법 행위는 없었다고 항변한다. 설령 위법 사실이 없었더라도 김 후보자는 교육부 수장으로서, 정 후보자는 복지부 장관으로서 공직을 수행하기 어려울 정도의 이해충돌을 빚었다. 

김 후보자가 풀브라이트 동문회장을 맡고 있으면서 자녀에게 풀브라이트 장학금을 신청하도록 한 것 자체가 낯뜨거운 일이다. 정 후보자도 마찬가지다.
 
공정의 잣대로 비춰볼 때 이들이 문재인 정부의 조국 전 법무부 장관보다 나은 게 뭔가. 국민의 눈높이를 기준으로 이미 함량 미달로 판정난 김인철·정호영 후보자는 자리에 연연하지 말고 이제라도 깔끔하게 사퇴하길 바란다.

1866년 잡지 《러시아 통보(通報)》에 발표된 세계 문학 걸작의 하나로 한국에서도 애독되는 작품이다. 근대 도시의 양상을 배경으로, 작중의 하급 관리 마르멜라도프의 말대로 ‘아무데도 갈 데가 없는’ 사람들로 가득찬 상트페테르부르크의 뒷거리가 무대이다.

가난한 학생 라스콜니코프는 병적인 사색 속에서, 나폴레옹적인 선택된 강자는 인류를 위하여 사회의 도덕률을 딛고 넘어설 권리가 있다는 결론에 도달하여 ‘이(蝨)’와 같은 고리대금업자 노파를 죽여버림으로써 이 사상을 실천에 옮긴다. 그런데 이 행위는 뜻밖에도 그를 죄의식에 사로잡히게 하고, ‘인류와의 단절감’에 괴로워하는 비참한 자신을 발견하게 되는 결과를 낳는다. 민감한 예심판사 포르필리가 대는 혐의에 대해서는 논리적으로 맞서나가면서도 죄의식의 중압에 견딜 수 없게 된 그의 심정은 자기 희생과 고뇌를 견디며 살아가는 ‘거룩한 창부’ 소냐를 찾아 고백한다. 또 정욕을 절대화하는 배덕자 스비드리가이로프의 수수께끼 같은 삶과 죽음에 자기 이론의 추악한 투영을 보고 마침내 자수하여 시베리아로 유형된다.

작자는 그리스도교적 신앙의 입장에서 서구의 합리주의 ·혁명사상을 단죄하려고 한 것같이 보이지만 작품은 그러한 의도를 뛰어넘어 폐색적(閉塞的)인 시대상황 속에서 인간 회복에의 원망(願望)을 호소하는 휴머니즘을 표출하였다.

Crime and Punishment (pre-reform Russian: Преступленіе и наказаніе; post-reform Russian: Преступление и наказание, tr. Prestupléniye i nakazániye, IPA: [prʲɪstʊˈplʲenʲɪje ɪ nəkɐˈzanʲɪje]) is a novel by the Russian author Fyodor Dostoevsky. It was first published in the literary journal The Russian Messenger in twelve monthly installments during 1866. It was later published in a single volume. It is the second of Dostoevsky's full-length novels following his return from ten years of exile in Siberia. Crime and Punishment is considered the first great novel of his mature period of writing. The novel is often cited as one of the supreme achievements in world literature.

Crime and Punishment follows the mental anguish and moral dilemmas of Rodion Raskolnikov, an impoverished ex-student in Saint Petersburg who plans to kill an unscrupulous pawnbroker, an old woman who stores money and valuable objects in her flat. He theorises that with the money he could liberate himself from poverty and go on to perform great deeds, and seeks to convince himself that certain crimes are justifiable if they are committed in order to remove obstacles to the higher goals of 'extraordinary' men. Once the deed is done, however, he finds himself racked with confusion, paranoia, and disgust. His theoretical justifications lose all their power as he struggles with guilt and horror and confronts both the internal and external consequences of his deed.
