SEOUL, Nov. 8 (Yonhap) -- South Korea announced a plan Tuesday to confer a posthumous state medal on Richard Whitcomb, a late former U.S. Army general, in recognition of his philanthropic efforts in supporting victims of the 1950-53 Korean War, the veterans affairs ministry said.
The decision to award the Mugunghwa Medal, the highest Order of Civil Merit, to Whitcomb, who served as the commander of the U.S. 2nd Logistics Support Base in Busan for two years starting in 1953, was approved by the Cabinet earlier in the day.
Prime Minister Han Duck-soo plans to present the medal to Whitcomb's family during a ceremony in Busan on Friday to commemorate the International Memorial Day for U.N. Korean War Veterans, according to the ministry.
It pointed out that Whitcomb is credited with helping Koreans and rebuilding the ravaged country in the aftermath of the war.
He is especially noted for providing U.S. military supplies to Koreans affected by a major fire at Busan Station.
The late former general later remained in South Korea after retiring in 1954 and devoted his life to helping war orphans and excavating the remains of U.S. soldiers.
He was laid to rest at the U.N. Memorial Cemetery in Busan, having passed away in July 1982.

Although born in Kansas, he considered South Korea his second home.
His experience served him well as he later assumed command of the U.S. 2nd Logistics Support Base in Busan during the Korean War.
During the winter months in Busan, following the Korean War, temperatures regularly dropped to near or below freezing.

Aware of the devastation, Whitcomb and his men sprang into action — providing shelter and supplies to those affected.

“My father sent a letter everyday and my mom told me that when he gets up in the morning, the first thing he has to do is write a letter to me.
Otherwise he could not do that day’s activities,” she said. “Sometimes I got three letters at one time and sometimes one letter everyday.”
In spite of the fact that Whitcomb had violated his regulatory authority by providing military supplies and shelter without the appropriate approval, conversely he’s known for his love and affection to those on the Korean peninsula who were emotionally moved by his leadership.
Whitcomb remained in Korea after retirement and devoted his life to finding the remains of Soldiers killed in the Korean War and providing care for war orphans.

Joke-How Not to Go to Rome
1.
A woman was getting her hair done at the salon for a trip to Rome with her husband.
She mentioned the trip to the hairdresser, who responded:
"Rome? Why would anyone want to go there? It's crowded and dirty. You're crazy to go to Rome. So how are you getting there?"
"We're taking Continental," was the reply. "We got a great rate!"
"Continental?" exclaimed the hairdresser.
"That's a terrible airline. Their planes are old, their flight attendants are ugly and they're always late. So where are you staying in Rome?"
2.
"We'll be at this exclusive little place over on Rome's Tiber River called Teste."
"Don't go any further. I know that place. Everybody thinks it's gonna be something special and exclusive, but it's really a dump."
"We're going to go to see the Vatican and maybe get to see the Pope."
"That's rich," laughed the hairdresser. "You and a million other people trying to see him. He'll look the size of an ant. Boy, good luck on this lousy trip of yours. You're going to need it."
3.
A month later, the woman again came in for a hairdo. The hairdresser asked her about her trip to Rome.
"It was wonderful," explained the woman, "not only were we on time in one of Continental's brand new planes, but it was overbooked and they bumped us up to first class.
The food and wine were wonderful and I had a handsome 28-year-old steward who waited on me hand and foot.
And the Teste hotel was great! They'd just finished a $5 million remodeling and now it's a jewel, the finest hotel in the city.
4.
They, too, were overbooked, so they apologized and gave us their owner's suite at no extra charge!"
"Well," muttered the hairdresser, "that's all well and good, but I know you didn't get to see the Pope."
"Actually, we were quite lucky because as we toured the Vatican, a Swiss Guard tapped me on the shoulder and explained that the Pope likes to meet some of the visitors and if I'd be so kind as to step into his private room and wait, the Pope would personally greet me.
5.
Sure enough, five minutes later, the Pope walked through the door and shook my hand! I knelt down and he spoke a few words to me."
"Oh, really!" Exclaimed the hairdresser. "What'd he say?"
"He said: "Who screwed up your hair?""
