The World Bank has raised the alarm that the “danger of stagflation is considerable” and shaved its global growth outlook to 2.9 percent from 4.1 percent in the last report in January. At that estimate, the global economy would be running at a pace halved from last year’s 5.7 percent. The bank has warned of low growth and high inflation as in the aftermath of the oil shock in the 1970s.
The signs already show with the Korean economy. According to finalized figures released by the Bank of Korea on Wednesday, the GDP in the first quarter rose 0.6 percent, revised down from 0.7 percent estimated in April. Economic conditions had been worse than what the central bank estimated. The consumer price index last month soared 5.4 percent from the same period a year ago, the steepest increase in nearly 14 years.
The global lender warned of the possibility of a financial crisis breaking out in some emerging economies. It found similarities in the current economic conditions with the 1970s rocked by the oil shock, as prices have surged from a supply bottleneck and emerging and developing countries have become vulnerable. The World Bank says the surge in raw materials from the Russian invasion of Ukraine and the fast monetary tightening by the U.S. and others could hit harder on emerging economies than the developed category. Stagflation from outside factors can be trickier to cope with than the common recession. Korea must be extra vigilant as it had endured the liquidity crisis and international bailout in the late 1990s. Even if the current situation does not develop into a currency crisis, ripples from a global economic downturn could be harsh on the external-reliant Korean economy.
The government will soon release its economic policy direction for the second half. It also represents the first economic policy road map from the Yoon Suk-yeol administration. Yoon has observed that an economic crisis-like typhoon has arrived in the Korean backyard. Such urgency must be reflected in the policy outline. Stimuli through spending increases and low interest rates is no longer possible because fiscal expansion is difficult due to the government’s excessive debt ratio.
In the short-term, people’s livelihood from price surges must be eased. In the longer run, the economy must regain growth. The Korean economy is at the crossroads of falling into a lengthy slump like Japan or overhauling its economic structure for a new leap. The key lies with the private sector and its competitiveness and vitality. The government must do away with regulations to provide favorable conditions for business activity.

세계은행이 1970년대 오일쇼크 때와 비슷한 스태그플레이션(저성장+고물가)의 재발 위험이 커졌다고 경고했다. 세계경제 전반에 걸쳐 물가는 치솟는데 성장은 부진한 상황이 장기화할 수 있다는 지적이다. 세계은행은 최근 보고서에서 올해 세계 경제성장률이 2.9%에 그칠 것으로 전망했다. 지난 1월 보고서(4.1%)에 비해 큰 폭으로 낮췄다. 지난해 성장률(5.7%)과 비교하면 반 토막 수준이다.
한국경제는 이미 저성장과 고물가로 비상이 걸린 상태다. 어제 한국은행은 지난 1분기 경제성장률을 0.6%(전 분기 대비)로 수정해 발표했다. 지난 4월 말에 발표한 성장률 속보치(0.7%)와 비교하면 0.1%포인트 낮아졌다. 당초 한은이 계산했던 것보다 경제상황이 좋지 않았다는 의미다. 지난달 소비자물가 상승률(전년 동월 대비 5.4%)은 월간 기준으로 13년9개월 만에 최고치로 뛰어올랐다.
세계은행은 특정국가를 언급하지 않았지만 일부 신흥국에서 금융위기가 발생할 가능성이 있다고 경고했다. 현재 상황이 70년대 오일쇼크와 닮은 점으로는 공급망 교란으로 인한 물가 급등, 신흥시장과 개발도상국의 취약성 등을 들었다. 러시아의 우크라이나 침공에 따른 원자재 가격급등, 선진국의 지속적 금리인상 등으로 신흥국이 선진국보다 큰 충격을 받을 수 있다는 설명이다. 이런 외부 요인에 의한 스태그플레이션은 일반적인 경기불황에 비해 훨씬 대처하기 까다롭다. 90년대 후반 외환위기를 겪었던 한국으로선 각별한 경계심을 가질 필요가 있다. 외환위기의 재발까지는 아니더라도 글로벌 경제위기의 파고가 몰려오면 한국도 상당한 충격을 피하기 어렵다.
정부는 조만간 하반기 경제정책 방향을 발표할 예정이다. 윤석열 정부 출범 이후 처음 내놓는 경제정책 청사진이다. "경제위기를 비롯한 태풍의 권역에 들어가 있다"는 윤 대통령의 언급처럼 엄중한 현실인식을 기초로 경제정책의 기초를 설계할 필요가 있다. 이젠 전임 정부처럼 재정지출을 대폭 늘리고 금리를 내리는 방식의 경기부양이 통하지 않는다. 국가부채 비율이 과도하게 높아진 상황에서 재정지출을 추가로 많이 늘리긴 어렵다. 경제성장률에 대한 정부기여도는 지난 1분기에 마이너스로 돌아섰다. 지난해 4분기와 비교하면 정부가 오히려 성장률을 끌어내리는 역할을 했다는 뜻이다.
단기적으론 물가급등으로 인한 서민생활 어려움을 덜어주면서 중장기적으로 한국경제의 미래성장 동력을 찾는 일이 절실하다. 한국은 일본의 '잃어버린 30년'처럼 장기침체에 빠지느냐, 구조개혁으로 경제체질을 근본적으로 바꾸느냐 갈림길에 서 있다. 위기극복의 열쇠는 민간 경제주체의 경쟁력과 활력 회복에 달려 있다. 새 정부가 과감한 규제혁신으로 기업하기 좋은 환경을 만드는 데 주력해야 하는 이유다.

[재미로 읽는 영한대역 세계 명작 칼라 만화]
백경(白鯨) Moby Dick 모비딕 / 허만 멜빌(Herman Melville)
(1) 《모비딕》(Moby Dick; or, The Whale)은 허먼 멜빌의 장편 소설이다. 모비 딕은 소설 속 고래의 이름이다. 1820년 11월 20일 태평양 한 가운데에서 포경선 '에식스호(Essex)'가 커다란 향유 고래에 받혀 침몰한 사건에서 영감을 얻어 창작되었다. 백경(白鯨)이라고도 부른다.
1851년 10월18일 런던에서 리처드 벤틀리(Richard Bentley)에 의해 《고래》(The Whale)라는 이름의 세 권짜리 삭제판으로 처음 출판되었다. 이어서 무삭제판은 1851년 11월 14일 뉴욕에서 하퍼앤브라더스(Harper and Brothers)에 의해 '모비딕'(Moby-Dick)이라는 제목으로 두 권짜리로 나오게 된다. 인간과 자연의 투쟁을 다루었고, 소설 형식은 당시로서는 파격적인 것이었다.
한국판의 번역 초판은 1954년 로버트 딕슨의 축약본을 을유문화사에서 간행된 노희엽씨 번역이 가장 오래됐다. 그리고 최초의 완역본은 양병탁씨에 의해 1959년 발표되었다. 하지만 초판은 현대어와는 상당히 다른 표현으로 많아 난해하였으며 1995년 중앙미디어 출판사 판에이르기까지 여러 번 개정판을 내놓았다.

이스마엘은 12월에 맨해튼 섬에서 포틀랜드에 이르기까지 포경 가입을 계획한다. 그가 도착한 여관은 혼잡하기 때문에, 문신을 한 폴리네시아인 퀴퀘그와 함께 침대를 공유해야한다. 다음날 아침에 이스마엘과 퀴퀘그는 요나에 대한 메이플 신부의 설교에 참석한후 낸터킷로 향한다. 이스마엘은 퀘이커 배주인인 빌다드, 펠레그와 함께 계약을 맺는다. 펠레그는 에이허브 선장을 설명한다: "그는 신과 같은 남자이다." 그들은 다음날 아침에 퀴퀘그를 고용한다. 엘리야라는 사람은 이스마엘과 퀴퀘그가 에이허브에 합류하는 심각한 운명을 예언한다. 식량을 비축하고 저장하는 동안, 그림자 같은 인물이 배에 탄다. 추운 크리스마스 당일에 피쿼드 호는 항구를 출발해 떠난다.
(3) Moby-Dick ; or, The Whale is an 1851 novel by American writer Herman Melville. The book is the sailor Ishmael's narrative of the obsessive quest of Ahab, captain of the whaling ship Pequod, for revenge on Moby Dick, the giant white sperm whale that on the ship's previous voyage bit off Ahab's leg at the knee. A contribution to the literature of the American Renaissance, Moby-Dick was published to mixed reviews, was a commercial failure, and was out of print at the time of the author's death in 1891. Its reputation as a "Great American Novel" was established only in the 20th century, after the centennial of its author's birth. William Faulkner said he wished he had written the book himself, and D. H. Lawrence called it "one of the strangest and most wonderful books in the world" and "the greatest book of the sea ever written". Its opening sentence, "Call me Ishmael", is among world literature's most famous.
Melville began writing Moby-Dick in February 1850, and finished 18 months later, a year longer than he had anticipated. Melville drew on his experience as a common sailor from 1841 to 1844, including several years on whalers, and on wide reading in whaling literature. The white whale is modeled on the notoriously hard-to-catch albino whale Mocha Dick, and the book's ending is based on the sinking of the whaleship Essex in 1820. The detailed and realistic descriptions of whale hunting and of extracting whale oil, as well as life aboard ship among a culturally diverse crew, are mixed with exploration of class and social status, good and evil, and the existence of God. The book's literary influences include Shakespeare and the Bible. In addition to narrative prose, Melville uses styles and literary devices ranging from songs, poetry, and catalogs to Shakespearean stage directions, soliloquies, and asides. In August 1850, with the manuscript perhaps half finished, he met Nathaniel Hawthorne and was deeply impressed by his Mosses from an Old Manse, which he compared to Shakespeare in its cosmic ambitions. This encounter may have inspired him to revise and deepen Moby-Dick, which is dedicated to Hawthorne, "in token of my admiration for his genius".
The book was first published (in three volumes) as The Whale in London in October 1851, and under its definitive title, Moby-Dick, or, The Whale, in a single-volume edition in New York in November. The London publisher, Richard Bentley, censored or changed sensitive passages; Melville made revisions as well, including a last-minute change of the title for the New York edition. The whale, however, appears in the text of both editions as "Moby Dick", without the hyphen.[4] Reviewers in Britain were largely favorable,[5] though some objected that the tale seemed to be told by a narrator who perished with the ship, as the British edition lacked the epilogue recounting Ishmael's survival. American reviewers were more hostile.
