SEOUL, March 20 (Yonhap) -- The opposition-controlled National Assembly on Thursday passed a bill mandating a special probe into allegations surrounding first lady Kim Keon Hee.

The bill led by the main opposition Democratic Party passed the Assembly in a 179-85 vote with one abstention at a plenary session.
​
The special counsel bill calls for investigations into allegations related to Kim's involvement in stock manipulation and receipt of a luxury bag, among other issues.
​
Similar bills targeting the first lady had been vetoed by President Yoon Suk Yeol and scrapped in revotes, while the fourth and most recent one was rejected by acting President Choi Sang-mok in December after Yoon was impeached and suspended from duty.
​
Unlike a regular special counsel probe, the president cannot veto a permanent special counsel, though he or she can delay the appointment of the counsel itself to stymie the process.
​
It remains currently unclear whether acting President Choi will proceed with appointing special prosecutors recommended by the opposition party.

(서울=연합뉴스) 류미나 기자 = '김건희 여사 의혹 상설특검안'이 20일 더불어민주당 등 야당 주도로 국회 본회의를 통과했다.

상설특검안은 김 여사의 도이치모터스·삼부토건 주가조작 의혹과 명품 가방 수수 의혹, 임성근 전 해병대 제1사단장 구명 로비 의혹, 대통령 집무실 이전 관련 의혹, 양평 고속도로 노선변경 의혹 등을 수사 대상으로 담았다.

이날 상설특검안 표결 결과는 재석 264명 중 찬성 179명, 반대 85명이었다.

국민의힘은 '부결' 당론을 정하고 반대 투표했지만, 한지아 의원 1명이 찬성표를 던졌다. 한 의원은 당내 친한(친한동훈)계로 분류된다.

상설특검은 별도 특검법 제정이 필요 없는 만큼 대통령의 재의요구권(거부권) 행사 대상이 아니다.

다만, 최상목 대통령 권한대행 부총리 겸 기획재정부 장관이 야당이 추천한 상설특검을 임명할지는 미지수다. 상설특검을 대통령이 임명하지 않았을 때 대안 조항은 없다.

지난해 11월 28일 야당 주도로 국회 규칙이 개정되면서 대통령이나 친인척을 대상으로 한 수사의 경우 상설특검 후보 추천에서 여당은 배제된다.

앞서 한덕수 대통령 권한대행 국무총리 때에도 민주당 등 범야권이 주도한 '내란 상설특검'에 대한 임명 절차를 진행하지 않았고, 한 총리 탄핵소추안에는 탄핵 사유 중 하나로 '내란 상설특검 임명 회피'가 담겼다.
