Anyone old enough to remember the Cold War will also remember an imagined place called the “free world.”
냉전을 기억할 만큼 나이가 든 사람이라면 누구나 “자유 세계”라고 불리던 가상의 장소도 기억할 것이다.
It was where Westerners believed they lived, while Eastern Europeans, Russians and Chinese lived behind barbed wire.
서구인들은 자신들이 그곳에 살고 있다고 믿었던 반면, 동유럽인들과 러시아인, 중국인들은 철조망 뒤에서 살고 있었다.
The description was partly true, insofar as there was barbed wire, and there was a kind of freedom outside the Communist world.
그 설명은 철조망이 존재했고, 공산주의 세계 밖에는 일종의 자유가 있었다는 점에서 부분적으로 사실이었다.
But the overall story was a lie. After all, the free world included the Shah’s Iran, Augusto Pinochet’s Chile, and Francisco Franco’s Spain.
하지만 전체적인 이야기는 거짓이었다. 어쨌든 ‘자유 세계’에는 샤의 이란, 아우구스토 피노체트의 칠레, 프란시스코 프랑코의 스페인이 포함되어 있었다.
These countries were anything but free, yet because they were anti-Communist, they were granted membership in the club.
이 나라들은 자유롭다고는 할 수 없었지만, 반공주의 국가라는 이유만으로 그 ‘클럽’의 회원 자격을 부여받았다.
Meanwhile, the club’s leader, the United States, regularly proclaimed how free it was, even though its own Black citizens were denied the vote in the American South until 1965.
한편, 이 ‘클럽’의 리더인 미국은 1965년까지 미국 남부 지역에서 흑인 시민들의 투표권이 박탈당했음에도 불구하고, 자국이 얼마나 자유로운지 끊임없이 선전했다.
The free world, in other words, was a noble lie.
다시 말해, ‘자유 세계’는 고귀한 거짓말이었다.
It helped us imagine the world we wanted to live in, and it helped US presidents from John F. Kennedy to Ronald Reagan articulate important truths.
그것은 우리가 살고 싶은 세상을 상상하게 해주었고, 존 F. 케네디부터 로널드 레이건에 이르는 미국 대통령들이 중요한 진실을 명확히 표현하는 데 도움을 주었다.
They told us that the Berlin Wall was a moral abomination, not a fact of life that we would just have to accept, and they were right.
그들은 베를린 장벽이 우리가 그냥 받아들여야만 하는 삶의 현실이 아니라 도덕적으로 혐오스러운 존재라고 말했고, 그들의 말은 옳았다.
The free world helped the best people on “our” side create bonds of solidarity with the best people on the “other side,” from Soviet dissidents and the heroes of Polish Solidarity to those behind Charter 77 in Czechoslovakia.
자유 세계는 ‘우리’ 편에 있는 가장 훌륭한 사람들이 소련의 반체제 인사들과 폴란드 ‘솔리다르노스치’의 영웅들, 체코슬로바키아의 ‘차터 77’ 운동가들에 이르기까지 ‘상대편’의 가장 훌륭한 사람들과 연대의 유대를 형성하도록 도왔다.
When Vaclav Havel said he wanted Czechoslovakia to become a “normal” place, he was alluding to the ordinary, everyday freedoms enjoyed on the other side of the barbed wire.

②In the 1970s and 1980s, the people of Portugal, Spain and Greece knew that the free world was a lie, because NATO and the Americans had colluded with their own regimes to deny them liberty.
1970년대와 1980년대, 포르투갈, 스페인, 그리스 국민들은 자유 세계가 거짓말이라는 사실을 알고 있었다. 나토(NATO)와 미국이 자국 정권들과 결탁하여 그들의 자유를 박탈했기 때문이다.
When they overthrew those tyrannies, they did so, in part, to join the free world they had been promised but denied.

Likewise, the Taiwanese, South Koreans and Filipinos who overthrew their US-supported tyrants turned the ideological joke played against them into something serious.
마찬가지로, 미국의 지원을 받던 독재자들을 전복시킨 대만, 한국, 필리핀 국민들은 자신들에게 가해진 이념적 조롱을 진지한 현실로 바꿔놓았다.
And when the Berlin Wall finally came down in 1989, the free world no longer felt like a distant dream.
그리고 1989년 마침내 베를린 장벽이 무너졌을 때, ‘자유 세계’는 더 이상 먼 꿈처럼 느껴지지 않았다.
The people themselves, tears on their faces as they streamed through the breaches, had suddenly made it real.
눈물을 흘리며 무너진 장벽 사이로 쏟아져 나온 국민들 스스로가, 그 꿈을 갑자기 현실로 만들어낸 것이었다.
Those euphoric days are now a distant memory. Today we are like mourners at an excruciatingly long funeral.
그 황홀했던 날들은 이제 먼 기억이 되어버렸다. 오늘날 우리는 마치 끝이 보이지 않는 오랜 장례식에 참석한 조문객들 같다.
The death of the free world began not long after 1989.
자유 세계의 죽음은 1989년이 얼마 지나지 않아 시작되었다.
The Balkan peoples longed to join it, but when the chance came in the 1990s, their nationalist elites gave them a mix of ethnic majoritarian rule and ethnic minority cleansing.
발칸 반도의 민족들은 자유 세계에 합류하기를 간절히 바랐지만, 1990년대에 그 기회가 찾아왔을 때, 그들의 민족주의 엘리트들은 민족 다수파의 지배와 소수 민족 청소를 뒤섞은 체제를 국민들에게 안겨주었다.
Similarly, Russia’s elites in the early 1990s used the unruly collapse of the Soviet empire to enrich themselves.
마찬가지로, 1990년대 초 러시아의 엘리트들은 소련 제국의 무질서한 붕괴를 이용해 사리사욕을 채웠다.
Democracy died in chaos, institutional disintegration, and rampant corruption.

When Vladimir Putin came to power, he extinguished the flame of freedom.
블라디미르 푸틴이 권력을 잡자, 그는 자유의 불꽃을 꺼버렸다.
A quarter-century later, he is throwing young Russians into the furnace of war to prevent Ukraine from joining the free world.
25년이 지난 지금, 그는 우크라이나가 자유 세계에 합류하는 것을 막기 위해 젊은 러시아인들을 전쟁의 용광로로 내몰고 있다.
③As these democratic projects faltered and gave way to chaos or tyranny, US presidents — from George H.W. Bush to Joe Biden — and their European allies continued to act as if they believed they led the free world.

Now, the free world is on its deathbed, with a US president having dealt the fatal blow.

There is hardly a tyrant or autocrat alive today whom Donald Trump will not praise, nor any US allies whom he will not try to extort.
오늘날 도널드 트럼프가 칭찬하지 않을 폭군이나 독재자는 거의 없으며, 그가 갈취하려 들지 않을 미국의 동맹국도 없다.
He plays up his friendship with North Korea’s odious tyrant, while downgrading US military exercises with America’s erstwhile democratic ally in South Korea.
그는 북한의 혐오스러운 독재자와의 우정을 과시하는 한편, 한때 민주주의 동맹국이었던 한국과의 미군 합동군사훈련 규모를 축소하고 있다.
He openly scorns the leader of a democratic Ukraine that is fighting for its life, even denying it missile defenses that would protect its civilian population from nightly attack.
그는 생존을 위해 싸우고 있는 민주주의 국가 우크라이나의 지도자를 공개적으로 경멸하며, 심지어 밤마다 이어지는 공격으로부터 민간인을 보호해 줄 미사일 방어 체계조차 제공하지 않고 있다.
If such political vandalism were the work of one man, we could imagine a safe return to the ideals of the free world sometime after 2028.
만약 이러한 정치적 파괴 행위가 한 사람의 소행이라면, 2028년 이후 언젠가는 자유 세계의 이상으로 안전하게 돌아갈 수 있을 것이라고 상상할 수도 있겠다.
But the reality is bleaker than that. 하지만 현실은 그보다 훨씬 암울하다.
The idea that America should stand up for free peoples is so degraded in US public opinion that Trump’s flagrant betrayal of allies provokes hardly a peep of outrage from Congress or voters.
미국이 자유를 추구하는 민족들을 옹호해야 한다는 생각은 미국 여론 속에서 너무나도 훼손되어, 트럼프가 동맹국들을 노골적으로 배신해도 의회나 유권자들로부터는 분노의 목소리가 거의 터져 나오지 않는다.
The midterm elections in November will be decided by gasoline prices, not by America’s betrayal of the ideals that were supposed to sustain its foreign policy since World War II.
11월 중간선거의 승패는 제2차 세계대전 이후 미국의 외교 정책을 지탱해 온 이상에 대한 배신이 아니라, 휘발유 가격에 의해 결정될 것이다.
④Where does that leave middle powers such as Canada and the Europeans?
그렇다면 캐나다나 유럽 국가들 같은 중위국들은 어떤 처지에 놓이게 되는가?
They still support freedom beyond their borders, and they are upholding their commitment to Ukraine while America walks away.
이들은 여전히 국경 너머의 자유를 지지하고 있으며, 미국이 등을 돌리는 와중에도 우크라이나에 대한 약속을 지키고 있다.
But their overriding priority now must be to ensure their own survival in a world of unprincipled predators.
하지만 원칙 없는 약탈자들이 횡행하는 세상에서, 이들에게 지금 가장 시급한 과제는 바로 자국의 생존을 확보하는 일일 것이다.
When allies no longer share a common identity as belonging to the free world, the only question that remains is who will prevail and who will submit.
동맹국들이 더 이상 ‘자유 세계’에 속한다는 공통된 정체성을 공유하지 않게 되면, 남은 유일한 질문은 누가 승리하고 누가 굴복할 것인가 하는 것뿐이다.
Canada is the first of America’s allies to learn this unwelcome truth.
캐나다는 미국의 동맹국 중 이 달갑지 않은 진실을 가장 먼저 깨달은 나라다.
Prime Minister Mark Carney walked away from trade negotiations with the Trump administration rather than submit to aligning Canada’s external economic policy with the US.
마크 카니 총리는 캐나다의 대외 경제 정책을 미국의 입장에 맞추는 데 굴복하기보다는 트럼프 행정부와의 무역 협상에서 발길을 돌렸다.
Europeans have been praising Canada’s courage, but courage is sometimes just the ability to recognize reality.
유럽인들은 캐나다의 용기를 칭찬해 왔지만, 용기란 때로는 단순히 현실을 직시하는 능력에 불과하기도 하다.
In this new reality, every state is on its own.
이러한 새로운 현실 속에서 각국은 스스로를 지켜나가야 한다.
Each must protect its core industries from external competition, while investing massive state resources in the infrastructure necessary to remain globally competitive. All forms of dependence can be weaponized, and so all supply-chain and resource dependencies are vulnerabilities.
Trump has killed the free world for the sake of a protectionist idee fixe that will accelerate, not halt, America’s imperial decline. Europe, Canada and the democracies of Africa, Asia and Latin America are what is left of the old ideal. It is they who have the burden of keeping it alive. In the Cold War, a similar challenge enabled us to imagine a better world. It can do so again, reminding us that we have values in common — freedom and democracy — not just economic interests.

A Japanese company and a Swedish company decided to have a row competition as a publicity stunt. Both teams trained long and hard. Competition came and the Japanese won by 1 kilometer. The Swedish company's leadership was shocked. But in this major crisis, the leadership showed its value: They wanted a rematch next year so they could save face. The other company agreed.
Right away, the Swedish team started to examine the reason they lost.

The company created a special task force. After a lengthy examination for several months, the report was submitted that it appeared the Japanese team had one person at the helm and the rest were rowing. On the Swedish team, one person was rowing as the rest were at the helm.
After this report, the company decided to hire a consultant to solve the issue. After experts went through the findings of the task force for a few months the judgment was clear: there were too few people rowing and too many people at the helm.

Armed with this knowledge, the Swedish company took swift action and the result was that there would be 2 steersmen, 2 senior steersmen, a captain and a rower. In addition, the rower was enrolled in a bonus scheme system to motivate him for better results.
So a year went by and it was time for the rematch. Surprisingly, the Japanese won again, this time by 3 kilometers!

The Swedish company management knew exactly what to do. They fired the rower due to poor performance, got large bonuses for all managers for their initiative in trying to solve the issue and for next year, they decided they would try to design a better boat.
