The Korean community in the city recently forged an agreement with the Baguio City Police in efforts to protect close to 5,000 Koreans staying in the city.
Representatives of the Police Regional Office-Cordillera, BCPO, United Korean Community Association (UKCA) in Baguio, and the Korean Embassy witnessed on May 19 the signing of the memorandum of agreement that generally aims to foster closer working relationship between the Baguio police and the Baguio Korean community, and to ensure the safety of all the members of the biggest foreign population in the city.
BCPO Acting Director Rolando Miranda, Korean Embassy Consul Park Yong Jeung, United Korean Association-NL president Park Hyoung Jun, and other officials led by PRO-Cor Director Isagani Nerez, signed the MOA.
Miranda said the BCPO-UKCA agreement gives way to the establishment of a patrolling system manned by a BCPO and UKCA patrol team, which shall monitor and ensure safety of Koreans in places they frequent every Friday and Saturday from 10 p.m. to 3 a.m.
Miranda said the Koreans requested police presence since most Koreans in the city are students who usually hang out in specific spots during those days and time.
The MOA also aims to address language barrier between the police and Koreans by conduct basic Korean language proficiency classes by the UKCA for the BCPO, with the objective of fostering a harmonious relationship and creating an environment free from misinterpretation and anxieties between and among Koreans and BCPO personnel in terms of language and culture.
The police, on the other hand, will teach Koreans English language.
The BCPO shall assign personnel to attend the proficiency classes to be held every Thursday at the BCPO multipurpose hall at 2 p.m.
The UKCA will also assign a Korean liaison officer in each police station in the city to act as interpreter for the police and their Korean client.
The police are also expected to inform, lead, and update the UKCA every time a Korean is under investigation or in conflict with the law.
Jeung cited Baguio as one of the safest places in the Philippines, reason why Koreans prefer to study or settle in the country.
The Korean Embassy consul said they will donate patrol cars to the Baguio police once the plan is approved by the Korean government to further strengthen its peace and order efforts.
“With the signing of the MOA, we can understand better each other and we can promote safety and security of Korean students and residents in Baguio,” Jeung said.
Miranda said the provision of patrol cars will help in their mobility and patrolling.
He also welcomes the possibility of having the same undertaking with other foreign settlers in the city if only to assure peace, order, and safety.
Nerez said the MOA marks the beginning of a good working relationship between Korean community and BCPO, saying it is the obligation of the police to protect all residents in Baguio City regardless of citizenship.
