If your friend is still uses the Daum account to create her new account then the step did not change. I just did verify my identity through that way early this year. But if she is using Kakao account then I don't think is possible.

Thank you so much, I could see that if they did logged in by kakao account they can’t process to the 내 정보 to see their own Daum information.
Your friend can raise the issue to Kakao. They will help your friend to do the ID identification. I face the same issue before this.
